THE BOROUGH OF LUTON
(THE BIG WEEKEND & CARNIVAL)
(TEMPORARY ROAD CLOSURES)
ORDER 2024

NOTICE is hereby given that Luton Borough Council, the Highway Authority for the said Borough, intends to make the above Order under the relevant provisions of the Road Traffic Regulation Act 1984 (as amended).

The Order will come into operation on 23rd May 2024 for a period of 5 days or when the proposed events have finished, whichever is the earlier. Anticipated dates of closures 23rd May 2024 to 27th May 2024. Specific dates and times will be signed locally. The Order will therefore be in operation during such date and time and to such extent as indicated by traffic signs, barriers or cones.

The effect of the Order will allow the Council to close to vehicular traffic various roads and lengths of roads in the Schedule below. Adjoining roads are subject to closure. Diversion route via A505, Windmill Road, B653, Gipsy Lane, Parkway Roundabout, A1081. Alternative route via A505, Hatters Way, Chaul End Road, Luton Road, Newlands Road, A1081. No person shall cause or permit any vehicle to enter or proceed in the roads or lengths of roads specified in the Schedule during the period of closure with exception to vehicles used by the emergency services, vehicles being used in connection with the events and authorised residents’ vehicles.

The Order is intended to create a window for the events to take place and it is anticipated that the events will take place over a period within the period as described above. The purpose of the Order is to enable safe passage of highway users attending the Big Weekend and Luton Carnival events. For the period of the closure, the Order will also provide for “No Waiting and No Loading” restrictions to apply within the roads and lengths of roads closed for said events. Any vehicle deemed to be in contravention of the restrictions will be issued with a penalty charge notice and removed. This will be in force when traffic signs, barriers or cones are displayed.

In conjunction with the road closures the Council intends to suspend the one-way restriction on Stockwood Crescent the whole length

Access will be maintained as best as possible to properties where this may be done safely whilst the events are in progress and diversions for traffic will be marked by signs. Details of road closures and diversions can be found at https://one.network/, or email BigWeekend Enquiries@luton.gov.uk
