What is happening?
London Borough Of Tower Hamlets - Traffic Management Order The Tower Hamlets (Barnardo Street No.2) (Parking Places) (Map Based) (Experimental) Order 2024, The Tower Hamlets (Barnardo Street No.2) (Waiting Loading And Stopping Restrictions) (Map Based) (Experimental) Order 2024
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Tower Hamlets on 14th March 2024 made the above-mentioned Orders under the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 (as amended).
2. The general effect of the experimental Orders will be to reintroduce amended experimental measures relating to Barnardo Street that were previously advertised in a Notice dated 12th October 2023: (PTO 2183) on Barnardo Street:
a) To introduce and regulate "at any time" No Waiting restrictions in the form of a Restricted Zone (no physical yellow line markings on the ground) from the junction of Devonport Street for a distance of 110m in an easterly direction. These measures will prevent parking and waiting where it could cause an obstruction, particularly to emergency services and refuse collection vehicles.
b) Within the "Restricted Zone": waiting by vehicles, including waiting for the purpose of loading, or unloading a vehicle, would be prohibited at any time, except for vehicles using the parking places or loading bays as specified in paragraphs (c, d, e, and h) below.
c) Introduce six Business permit holder parking spaces (each of 5.5m in length and 2.0m in width) on the north side to operate 'at any time':
(i) A single parking space west of Havering Street
(ii) Five individual parking spaces between units 195 to 201 east of Havering Street
d) Outside no.37-92 Barnardo Gardens - to convert the existing permit holder parking bay into Business permit holder and to operate 'at any time.'
e) To change the operational hours of all the existing permit holder parking bays on the south side from Mon-Fri 8.30am to 5.30pm to 'at any time'.
f) To convert the single yellow lines into double yellow lines:
(i) Northside, east of Bower Street including its the corner junctions.
(ii) Southside, between no's 12 to 20.
g) To introduce a No Loading restriction to operate 'at any time' on the northside:
(i) For a distance of 58m, west of Bower Street
(ii) For a distance of 23m east of Bower Street.
h) Goods Loading Bays (operating 'at any time'):
(i) To extend the existing Goods Loading Bay (opposite unit no.202) time from 20 minutes max stay to 40 minutes max stay.
(ii) To introduce on the south side opposite unit no.206, a Goods Loading Bay of 9 metres, with 40 Minutes max stay and no return within 2 hours to operate daily between 10am to 3pm
i) To introduce no Waiting and no Loading outside of the operational hours of the above goods loading bay in paragraph h(ii), to operate Midnight - 10am and 3pm to midnight.
NOTE: These Orders supersedes similar provisions in the above location implemented by way of Experimental Orders (PTO 2164) (which are revoked) made under the RTRA 1984 Act.
3. A copy of the Orders, which will come into operation on 25th March 2024 and all relevant documents, can be obtained by emailing: parking.TMO@towerhamlets.gov.uk until the end of six weeks from the date on which the Orders were made.
4. Any person wishing to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any relevant requirements thereof or any regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
5. The Council will be considering in due course whether the provisions of the modified Experimental Order should be continued in force indefinitely. Any person wishing to make relevant comments or objections to such indefinite continuation of the provisions, may within a period of six months from 14th March 2024, (or if these Orders is varied by another Order or modified pursuant to section 10(2) of the Act, six months from the day on which the variation or modification or the latest variation or modification came into force) in writing and must state the grounds on which it is made and sent to - Parking and Mobility Services, London Borough of Tower Hamlets, 585-593 Commercial Road, London E1 0HJ or via emailing to the address in paragraph 3 above.
