1. The Council of the London Borough of Richmond upon Thames on 28 February 2024 made the above Orders under section 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be to upgrade the single yellow lines in the Holly Road Service Yard to double yellow lines ("no waiting at any time") to bring them in line with the on-street layout and to introduce a disabled persons' parking bay adjacent to Nos. 29-35 Holly Road.
3. Copies of the proposed Orders, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order:-
(a) can be inspected, quoting Reference 23/205 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at
http://www.richmond.gov.uk/public_notices
4. If any person wishes to question the validity of this Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure
Hampton Road, Twickenham.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer cleaning works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Hampton Road, Twickenham.
2. Whilst the works take place no person shall cause or permit any vehicle to wait or stand in Hampton Road, Twickenham from the junction with Sixth cross Road and South Road to the junction with First Cross Road.
3. The order will come into effect on 10 March 2024. The works are anticipated to be in progress at all times from 10 March to 15 March 2024. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4 An alternative route for vehicles affected by the closure will be available via The Green, Heath Road, Cross Deep, Waldegrave Road, Broad Street, Hampton Road, High Street, Uxbridge Road, Twickenham Road, Staines Road, Vicarage Road, and Spencer Road, and vice versa.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for Police, fire brigade or ambulance purposes.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Waiting Restrcitions
Vincam Close, Twickenham.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water connection works, they intend to make a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Vincam Close, Twickenham.
2. Whilst the works take place no person shall cause or permit any vehicle to wait or stand in Vincam Close from a point outside number 36 Vincam Close for a distance of 18 metres in a westwards direction and from a point outside number 35 Vincam Close in a westwards direction for a distance of 15 metres.
3. The order will come into effect on 11 March 2024. The works are anticipated to be in progress at all times from 11 March to 15 March 2024. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for Police, fire brigade or ambulance purposes.

Temporary Banned Turn and Parking Suspension
Castelnau and Riverview Gardens, Barnes

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate investigation and repair works to be undertaken to Hammersmith Bridge, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Castelnau, and Riverview Gardens Barnes
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed in a north-easterly direction in Castelnau between the north-eastern kerb-line of Clavering Avenue and Hammersmith Bridge, the two permit parking bays in Riverview Gardens, on its south-western side from a point 10 metres south-east of the junction with Castelnau will be suspended.
3. The order will come into effect on 01 March 2024. The restrictions will be in force at all times from 01 March 2024 until 01 September 2025, whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Clavering Avenue and Riverview Gardens.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

CONTROLLED PARKING ZONE FW

1. The Council of the London Borough of Richmond upon Thames on 28 February 2024 made the above Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. The Orders will come into operation on 5 March 2024.
2. The general effect of the Parking Places Order will be to introduce a Controlled Parking Zone in the Fulwell Road area in lengths of Clonmel Road, Fulwell Road, Stanley Road, Wellington Road Wilcox Road and Winchendon Road. The zone will operate between 8.30am and 6.30pm on Mondays to Fridays inclusive.
3. The general effect of the Parking Places Supplementary Provisions Permits and Parking Charges Orders will be to set the charges for parking permits and RingGo as described in Schedules 1 and 2 to this Notice.
4. The general effect of the Waiting and Loading Restriction Order will be to introduce waiting restrictions in various lengths of Clonmel Road, Fulwell Road, Paget Close, Princes Road, Stanley Road, Wellington Road, Wilcox Road and Winchendon Road operating at any time and between 8.30am and 6.30pm on Mondays to Fridays inclusive.
5. Within the zone, there will be designated permit holder only parking places where only vehicles which display a valid resident's permit, a valid business permit, a residents' visitor permit, a multi-zone business permit or an operational permit may park during the controlled hours.
6. Copies of particulars giving more details of the scheme:-
