What is happening?

Essex County Council

(Remote Footway, Uplands Drive) (Temporary Prohibition of Use) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of
the Road Traffic Regulation Act 1984 (as amended).
Effect of the order: To temporarily close to all pedestrians under section S14(1) of The Road Traffic
Regulations Act 1984 (as amended) Remote Footway between 48 and 54 Uplands Drive, Springfield in
the City of Chelmsford, from Lawn Lane to Uplands Drive for approximately 62 metres.
The closure is scheduled to commence on 04 March 2024 or where appropriate signs are showing and
weather permitting. The closure is required to allow for works to be carried out for a Cadent Gas New
Service Connection.
The alternative route will be via the footpath along Lawn Lane, footpath between Lawn Lane and
Downsway, footpath between Downsway and Uplands Drive and vice versa.
The Order will come into effect on 04 March 2024 and may continue in force for 6 months, or until the
works have been completed, whichever is the earlier. This Order may be extended by the Secretary of
State if an extension is required.

Notice is hereby given that Essex County Council in exercise of its powers under Section 16 (A-C) of
the Road Traffic Regulation Act 1984 (as amended), has made the above Order to facilitate the
Chelmsford Half Marathon.
Effect of the order: To temporarily close the following lengths of road in Chelmsford City Centre and the
parishes of Great Baddow, Chelmer, Sandon, Stock, and Springfield in the City of Chelmsford:

To temporarily introduce a 30mph speed limit to commence on the 03 March for 1 day on Maldon Road,
in the City of Chelmsford from 50 meters east of Molrams Lane to 50 meters east of Brick Kiln Road for
a length of approximately 410 metres. (The road is currently 60mph).
The closure of Alan Cherry Drive is scheduled to commence on the 01 March 2024 for 3 days between
the times of 07:00 on the 01 March 2024 and 22:00 on the 03 March 2024.
The closure of the remaining roads is scheduled to commence on 03 March 2024 for 1 day between the
times 07:00 and 22.00 or where appropriate signs are showing, and weather permitting and is required
to facilitate the Chelmsford Half Marathon event.
Access for emergency vehicles and pedestrians will be maintained at all times during the closure.
The Order will come into effect on 01 March 2024 and may continue in force for 3 days unless extended
by the Secretary of State.
(Church Lane, Great Waltham) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date
of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Church Lane, Great Waltham in the City of
Chelmsford, from a point approximately 80m north west then north east of its junction with Main Road
for a distance of approximately 75m in a north westerly direction. The closure is scheduled to
commence on 29th March 2024 for 21 days, or where stated on a valid permit (EC30057395952 – UK
Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or
displayed on one.network. The closure is required for the safety of the public and workforce while new
connection works are undertaken by UK Power Networks.
An alternative route is available via Main Road and vice versa (with access only into Church Lane).
The Order will come into effect on 7th March 2024 and may continue in force for 18 months or until the
works have been completed, whichever is the earlier.
(Moulsham Hall Lane, Little Leighs) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date
of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Moulsham Hall Lane, Little Leighs in the City
of Chelmsford, from a point approximately 440m south east of its junction with Blackley Lane for a
distance of approximately 135m in a south easterly direction. The closure is scheduled to commence on
25th March 2024 for 9 days, or where stated on a valid permit (BC411SA001WF9NH00N – Openreach).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on
one.network. The closure is required for the safety of the public and workforce while spine cabling
works are undertaken by Openreach.
An alternative route is available via Great Leighs Bypass Roundabout, Moulsham Hall Lane, Main Road,
School Lane, Felsted Road, Causeway End Road, Chelmsford Road, Braintree Road, Watch House Green,
Rayne Road, Frenches Green Road, Crix Green Road and vice versa (with access only into Main Road
and Moulsham Hall Lane).
The Order will come into effect on 7th March 2024 and may continue in force for 18 months or until the
works have been completed, whichever is the earlier.
(Sandford Mill Road, Chelmer Village) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of
this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Sandford Mill Road, Chelmer Village in the City
of Chelmsford, from a point approximately 415m south of its junction with Storms Way for a distance of
approximately 45m in a southerly direction. The closure is scheduled to commence on 25th March 2024
for 3 days, or where stated on a valid permit (EC30007361375 – UK Power Networks). The scheduled
dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while new connection works are
undertaken by UK Power Networks.
An alternative route is available via Storms Way and vice versa (with access only into Sandford Mill
Road).
The Order will come into effect on 7th March 2024 and may continue in force for 18 months or until the
works have been completed, whichever is the earlier.
(Bishops Stortford Road, Roxwell) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1)
of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Bishops Stortford Road, Roxwell in the City
of Chelmsford, from its junction with Boyton Hall Lane for a distance of approximately 2110m in a north
westerly direction. The closure is scheduled to commence on 14th March 2024 for 3 nights (20:00-
05:00), or where stated on a valid permit (EP201EH2350838 – Essex County Council). The scheduled
dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while signage works are undertaken
by Essex County Council.
An alternative route is available via Bishops Stortford Road, Roxwell Road, Rainsford Road, Parkway,
Rainsford Lane, Waterhouse Lane, Westway, London Road, Writtle Bypass Roundabout, Greenbury Way,
Margaretting Road Roundabout, Greenbury Way, Highwood Road Roundabout, Ongar Road West, Ongar
Road, Chelmsford Road Straightening, Chelmsford Road, High Ongar Road Straightening, High Ongar
Road, Four Wantz Roundabout, Fyfield Road, Ongar Road, Dunmow Road, Stortford Road, Chelmsford
Road, Bishops Stortford Road and vice versa.
The Order came into effect on 22nd February 2024 and may continue in force for 18 months or until the
works have been completed, whichever is the earlier.
(Brick Kiln Road, Sandon) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1)
of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Brick Kiln Road, Sandon in the City of
Chelmsford, from its junction with Woodhill Road for a distance of approximately 20m in a north westerly
direction. The closure is scheduled to commence on 12th March 2024 for 1 day, or where stated on
a valid permit (BC008WF6CCP0N – Openreach). The scheduled dates may vary for these works with
appropriate signs showing and/or displayed on one.network. The closure is required for the safety of
the public and workforce while pole replacement works are undertaken by Openreach.
An alternative route is available via Woodhill Road, Molrams Lane, Maldon Road, Brick Kiln Road and
vice versa.
The Order came into effect on 22nd February 2024 and may continue in force for 18 months or until the
works have been completed, whichever is the earlier.
(Cherry Garden Lane, Danbury) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1)
of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Cherry Garden Lane, Danbury in the City of
Chelmsford, from a point approximately 25m east of its junction with Landisdale for a distance of
approximately 25m in an easterly direction. The closure is scheduled to commence on 11th March 2024
for 5 days, or where stated on a valid permit (AZ7011001303301 – Cadent). The scheduled dates may
vary for these works with appropriate signs showing and/or displayed on one.network. The closure
is required for the safety of the public and workforce while new connection works are undertaken
by Cadent.
An alternative route is available via Cherry Garden Lane, Maldon Road, Hyde Lane, Cherry Garden Lane
and vice versa.
The Order came into effect on 22nd February 2024 and may continue in force for 18 months or until the
works have been completed, whichever is the earlier.
(Goatsmoor Lane, Billericay/Stock & Furze Lane, Stock)
(Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1)
of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Goatsmoor Lane, Billericay in the Borough of Basildon, from its
junction with Potash Road for a distance of approximately 30m in a north easterly direction.
2. To temporarily close that length of Goatsmoor Lane, Stock in the City of Chelmsford, from a point
approximately 920m north east of its junction with Potash Road for a distance of approximately 30m
in a north easterly direction.
3. To temporarily close that length of Furze Lane, Stock in the City of Chelmsford, from a point
approximately 175m north east of its junction with Brittons Lane for a distance of approximately
30m in a north easterly direction.
The closures are scheduled to commence on 6th March 2024 for 3 days (works to be done in phases),
or where stated on a valid permit (EP201EH2350760 – Essex County Council). The scheduled dates may
vary for these works with appropriate signs showing and/or displayed on one.network. The closures are
required for the safety of the public and workforce while carriageway patching works are undertaken
by Essex County Council.
An alternative route is available via Potash Road, Stock Road Roundabout, Stock Road, High Street,
Mill Road, Furze Lane and vice versa.
The Order came into effect on 29th February 2024 and may continue in force for 18 months or until the
works have been completed, whichever is the earlier.
(Various Roads, City of Chelmsford) (Temporary Introduction of a Clearway) (No.2)
Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1)
of the Road Traffic Regulation Act 1984.
Effect of the order: A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced
on both sides of carriageway on those length of roads specified in the schedule for the duration of the
closures to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and
No Stopping restriction will be in force.
“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On
Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended
to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend
any existing parking and waiting restrictions on the above lengths of road only. All other restrictions and
exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The works being undertaken will take place within an 18-month period from 22nd February 2024, exact
dates will be specified on http://roadworks.org/. The roads will be closed to facilitate each phase of
works and then re-opened to the public. Access will be maintained for emergency services. Diversion
routes will be signed at each location and residents will be informed of the dates of each phase via letter
/ leaflet drop and advanced warning signs on the road.
