MEMBERS’ ALLOWANCES SCHEME 2024-2025

This Notice is published in accordance with Regulation 16 (1) of the Local Authorities (Members’ Allowances)(England) Regulations 2003.

Cornwall Council is required to make a Scheme of Allowances for Members (‘the Scheme’) and to periodically establish an Independent Remuneration Panel (‘the Panel’) to advise the Council on the Scheme and the amounts that should be paid. On 31 January 2023, Cornwall Council considered a report from the Panel and decided to adopt its recommendations.

The Panel’s report can be found on the Council’s website at Agenda for Cornwall Council on Tuesday, 31st January, 2023, 10.30 am - Cornwall Council (Agenda No. 6), https://democracy.cornwall.gov.uk/ieListDocuments.aspx?Cld=584&Mid=11701&Ver=4 and the recommendations of the Panel are reflected in the Scheme detailed in this Notice.

This included the decision that the Scheme be subject to an annual adjustment based on the previous year’s agreement on the officer pay award. The Scheme has been amended for the 2024-2025 financial year (1 April 2024 to 31 March 2025) in accordance with the annual adjustment decision and accordingly it has not been necessary to convene the Panel, as the amendment accords with the recommendations of the Panel adopted on 31 January 2023.

The Scheme sets out the Basic Allowance payable to all Members; the allowances paid to those Members holding a position of Special Responsibility; the amounts payable in respect of Dependants’ Carers’ Allowance; the Parental Leave Policy and the rates for travel and subsistence allowances.

The Scheme is also available for inspection at the Council’s principal office at New County Hall, Treyew Road, Truro, TR1 3AY during normal office opening hours, but by appointment only.

Records kept of payments made under the Scheme, in accordance with Regulation 15(1) and (2) of the 2003 Regulations, are also available for inspection at the Council’s principal office, as above, and also by appointment only.

Reimbursement for mileage beyond Cornwall shall be based on the cheapest standard class return rail fare
available for use at the necessary time of outward travel and not on actual distance travelled.

Subsistence Allowance (paid when carrying out approved duties as defined in Appendix 1 to the Scheme of Allowances).
A valid receipt for the actual expenditure incurred must accompany and support each claim otherwise no reimbursement shall be made.
