What is happening?

THE SURREY COUNTY COUNCIL
Amendments to Waiting, Loading and Unloading Restrictions and Free On-Street Parking Places
and Permit Parking in the Borough of Reigate and Banstead
Surrey County Council propose to make the following Orders under Sections 1(1), 2 (1) to (3), 4(2), 32,
35, 36, 45, 46, 47, 48, 49, 51, 52 and 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act
1984 (“the Act”): -
1. The Surrey County Council (Various Roads in Reigate and Banstead) (Amendment of Waiting Loading
and Unloading Prohibition and On-Street Parking Places Orders) Order 2018 (Amendment No. 7) Order
202- the purpose and effect of which will be to make amendments to – (1) The Surrey County Council
(Various Roads in Reigate and Banstead) (Prohibition and Restriction of Waiting Loading and Unloading
and Revocation) Order 2013; (2) The Surrey County Council (Various Roads in Reigate and Banstead)
(Consolidation of Free Street Parking Places and Revocation) Order 2013; (3) The Surrey County Council
(Various Roads in Reigate and Banstead) (Free On-Street Loading Bays) Order 2013; (4) The Surrey County
Council (Various Roads in Reigate Controlled Parking Zone) (Prohibition and Restriction of Waiting, Loading
and Unloading and Free Street Parking Places) Order 2013; (5) The Surrey County Council (Various Roads
in Reigate and Banstead) (Prohibition of Stopping Outside Schools) Order 2013; (6) The Surrey County
Council (Various Roads in Reigate and Banstead) (Free Street Parking Places) (Disabled Persons) Order
2013; (7) The Surrey County Council (Various Roads in Reigate and Banstead) (Residents’ On-Street
Parking Places) Order 2013; (8) The Surrey County Council (Various Roads in Redhill Controlled Parking
Zone) (Prohibition and Restriction of Waiting Loading and Unloading and Free Street Parking Places) Order
2013; (9) The Surrey County Council (Gardens Estate Horley Controlled Parking Zone) (Prohibition and
Restriction of Waiting and Free Street Parking Places) Order 2013; (10) Quality Street and Old Mill Lane
Merstham in the Borough of Reigate and Banstead (On-Street Parking Place) Order 2013; (11) The Surrey
County Council Permit Holders On-Street Parking Place (Permit Zone) in the Borough of Reigate and
Banstead Order 2015; (12) The Surrey County Council (Various Roads in Redhill Controlled Parking Zone)
(Prohibition and Restriction of Waiting Loading and Unloading and Free Street Parking Places) (No.2) Order
2016; (13) The Surrey County Council Reigate and Banstead (On-Street Car Club Parking Places Order
2016; (14) The Surrey County Council (Borough of Reigate and Banstead) On-Street Bus Parking Places
Order 2018; (15) The Surrey County Council (Various Roads in Reigate and Banstead) (Prohibition of
Waiting) (Restricted Zone) Order 2019. (16) The Surrey County Council (Various Roads in the Borough of
Reigate and Banstead) Electric Vehicle Parking Places Order 2023, as follows:-
(a) Prohibit the waiting by vehicles in certain lengths of the roads in the Schedule to this Notice at the
times and on the days specified therein;
(b) Provide that the following exemptions shall apply:- (1) for loading on and unloading from vehicles;
(2) for boarding and alighting from vehicles; (3) using vehicles for works on or adjoining those lengths of
roads specified and the maintenance of those roads and the services in them; (4) for disabled persons
vehicles in accordance with the “Blue Badge” scheme.
(c) Provide such free on-street parking places in certain lengths of (1) Chart Lane, Reigate, to operate
Monday-Friday 8am-6.30pm limited to 3 hours no return within 3 hours; and (2) Furze Hill, Tadworth,
operational Monday-Saturday 8am-6.30pm limited to 4 hours no return within 1 hour;
(d) Subject to the following provisions:- (1) specify that the vehicles which may be left in a the free on-street
parking places shall be passenger vehicles (8 seats or less), motor cycles, invalid carriages and goods
vehicles under 5 tonnes maximum gross weight; (2) provide that between the permitted hours the period
during which vehicles may be left and the period during which any vehicle may not return to the said free
on-street parking places will be as specified; (3) provide that vehicles left by disabled persons may wait in
the parking places in accordance with the Blue Badge Scheme without time limit at any time; (4) provide
that certain other vehicles may wait in the parking places in certain circumstances, e.g., to allow persons
to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc; and outside the
hours of operation indicated, any vehicle may be left in the parking place for any period without time limit.
(e) Revoke two free parking bays (Monday-Saturday 8am-6.30pm limited to 1 hour no return within 1 hour),
in High Street, Merstham, without replacement;
(f) Provide a disabled persons’ parking place in (1) Castle Drive, Reigate; and (2) Partridge Mead, Banstead,
operational at any time, subject to certain exemptions, e.g. to board and alight, or to load and unload etc.
(g) Revoke an unrestricted disabled persons’ parking place in Osborne Road, Redhill, (as an amendment
to the TRO as the parking place is not marked on site).
(h) Extend and reconfigure a restriction of stopping outside schools between 8.15am and 4.30pm, in
Partridge Mead, Banstead, subject to the usual exemptions, namely , namely any person causing a vehicle
to stop in order to avoid an accident if required to do so by law; anything done with the permission of a
police constable in uniform or in accordance with a sign placed by Surrey Police in accordance with Section
66 or 67 of the Act; or any vehicle which is displaying a valid waiver certificate issued by the Council.
2. The Surrey County Council (Various Roads in Reigate and Banstead) Parking Places for which a Charge
is Made Order 202-, the effect of which will be to (a) introduce parking places for which a charge is
made (by phone payment) in certain lengths of Station Approach and The Grove, Horley, operational
Monday-Saturday 8am-6pm, for use by such passenger vehicles (8 seats or less), invalid carriages and
goods vehicles under 5 tonnes maximum gross weight, for which the requisite charge has been paid,
namely up to 1 hour = £3.00, up to 2 hours = £2.00, up to 3 hours = £3.00. Over 3 hours = £6;
(b) Provide that vehicles left by specified disabled persons may wait in the said parking places, without
time limit at any time and certain other vehicles may wait in such parking place in certain circumstances,
e.g., to allow persons to load or unload (maximum 20 minutes), emergency vehicles, etc. and outside of
the hours of operation indicated any vehicle may be left for any period without time limit.
3. Where a new restriction is proposed in this Notice, any existing restrictions on the same length of road
shall be revoked.

Drive, Merstham, Redhill, RH1 3HY and (6) Tattenhams Community Library, Tattenham Crescent, Epsom
Downs, KT18 5NU, during normal opening hours; and (7) at Reception, Surrey County Council, Hazel
House, Merrow Lane, Guildford, Surrey, GU4 7BQ (by appointment).
