Greenford Road And Cowgate Road - Proposed Free Parking Places, Waiting And Loading Restrictions, Bus Lane, Pedestrian Crossings And Cycle Lane Changes

PROPOSED FREE PARKING PLACES, WAITING AND LOADING RESTRICTIONS, BUS LANE, PEDESTRIAN CROSSINGS AND CYCLE LANE CHANGES
1. NOTICE IS HEREBY GIVEN that the London Borough of Ealing Council (the Council), propose to make the following Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffc Regulation Act 1984 as amended:
• The Ealing (Bus Priority) (No.1, 2012) (Amendment No. *) Traffc Order 2024;
• The Ealing (Waiting and Loading Restriction) (Special Parking Area) (Amendment No. *) Order 2024; and
• The Ealing (Free Parking Places) (No. 1, 2014) (Amendment No.*) Order 2024.
2. The general effect of the Bus Priority Order would be to install a bus lane in Greenford Road, on the north-west side, from its junction with Costons Lane to a point 3.1 metres south-west of the common boundary of Nos. 449/451 and 453/455 Greenford Road. The bus lane would operate from 7am to 10am and from 4pm to 7pm on Mondays to Fridays and be available for taxis, local buses, dial-a-ride buses and pedal cycles.
3. The general effect of the Free Parking Places Order would be to provide free parking places with 2 wheels on the footway In Greenford Road on the north-west side between Nos. 421/423 and Nos. 461/463 Greenford Road (four parking places, with lengths of 19.6 metres, 18 metres, 14.9 metres and 12.6 metres respectively).
4. The general effect of the Waiting and Loading Restriction Order would be to provide waiting and loading restrictions applying at the times and in the lengths of road specifed in the Schedule to this Notice.
5. NOTICE IS ALSO HEREBY GIVEN that the Council, under the powers of section 23 of the Road Traffc Regulation Act 1984, propose to:
(a) convert the zebra crossing in Greenford Road, south of Cowgate Road to signal control with pedestrian countdown. The controlled area for vehicles would extend 17.4 metres on the approaches to the crossing, 4.6 metres southbound after the crossing and 26 metres northbound after the crossing; and
(b) provide a ‘zebra’ pedestrian crossing in Greenford Road, with its centre line 3.3 metres north ofthe common boundary of Nos. 385/387 and 389/391 Greenford Road.
The controlled area for vehicles would extend 17.4 metres either side of the crossing.
6. NOTICE IS ALSO HEREBY GIVEN that the Council, under the powers of section 90c of the Highways Act 1980, propose to provide a raised table entry treatment at the Junction of Cowgate Road with Greenford Road. The raised table would have a nominal height of 75 mm and length of approximately 8.3 metres including ramps of 1.5 metres.
7. NOTICE IS ALSO HEREBY GIVEN that the Council propose to convert a length of footway into shared footway/cycle track, using powers under section 65 of the Highways Act 1980. A shared-use cycle track, for use by pedal cyclists and pedestrians, would be provided on the existing footway in Greenford Road, on the south-east side, extending from approximately 12.5 metres north-east of Cowgate Road to the start of the cycle lane outside No. 716 Greenford Road referred to in the following paragraph.
8. In conjunction with the proposals specifed in this Notice, the Council intend to provide a with-fow advisory cycle lane on the carriageway on south-east side of Greenford Road, extending between Nos. 626 and 716 Greenford Road.

The proposed Orders and other documents giving more detailed particulars of the Orders, the raised table and the pedestrian crossing, footway and cycle lane changes, including plans, are available by e-mail from traffcnotices@ealing.gov.uk or by inspection at Customer Services Reception, Perceval House, 14-16 Uxbridge Road W5 2HL between 9:00am and 4:45pm on Monday to Friday, until 6 weeks have elapsed from the date on which either the Orders are made or the Council decides not to make the Orders. 11. Any objections or other representations about any of the proposed Orders, the raised table and the pedestrian crossing and footway changes should be sent in writing by e-mail to traffcnotices@ealing.gov.uk or by post to Highways Service, Perceval House, 14-16 Uxbridge Road W5 2HL (quoting reference ORD/17) by 20th March 2024.
All objections must specify the grounds on which they are made and should include the address of the author.

(a) the north-east side, between the south-eastern kerb-line of Greenford Road and a point 8.5 metres south-east of that kerb-line;
(b) the south-west side, between the south-eastern kerb-line of Greenford Road and a point 21 metres south-east of that kerb-line. Greenford Road, main carriageway
(a) the north-west side
(i) between the gap connecting to the service opposite Nos. 397/399 Greenford Road and a point 1 metre north-east of a point opposite the party wall of Nos. 401 and 403 Greenford Road;
(ii) between a point 1 metre north-east of a point opposite the party wall of Nos. 407 and 409 Greenford Road and Greenford Ambulance Station (except where the free parking places referred to in this Notice are to be provided);
(b) the south-east side
(i) between a point 4.7 metres south-west of the south-western boundary of No. 702 Greenford Road and a point 3.9 metres north-east of that boundary;
(ii) between a point 3.8 metres south-west of the common boundary of Nos. 714 and 716 Greenford Road and its junction with Cowgate Road.
PART 2 - No waiting or loading 7-10am and 4-7pm Mondays to Fridays Greenford Road, main carriageway
(a) the north-west side
(i) between its junction with Costons Lane and a point 2.6 metres north-east of the common boundary of Nos. 377/379 and 381/383 Greenford Road;
(ii) between a point 1 metre north-east of a point opposite the party wall of Nos. 401 and 403 Greenford Road and a point 1 metre north-east of a point opposite the party wall of Nos. 407 and 409 Greenford Road;
(b) the south-east side
(i) between a point opposite the party wall of Nos. 624 and 626 Greenford Road and a point 15.4 metres south-west of Shelley Avenue;
(ii) between 2.5 metres north-east of the north-eastern wall of Nos. 678 to 688 Greenford Road and 4.7 metres south-west of the south-western boundary of No. 702 Greenford Road;
(iii) between 3.9 metres north-east of the south-western boundary of No. 702 Greenford Road and a point 14.7 metres south-west of Costons Avenue.
PART 3 - No loading 7-10am and 4-7pm Mondays to Fridays
(there are existing ‘at any time’ waiting restrictions in these locations) Greenford Road, main carriageway, the south-east side
(a) between a point 15.4 metres south-west of Shelley Avenue and a point 9 metres north-east of Shelley Avenue;
(b) between a point 14.7 metres south-west of Costons Avenue and a point 3.8 metres south-west of the common boundary of Nos. 714 and 716 Greenford Road.
