Sutton, Parking, Waiting, Loading and Stopping Restrictions
What is happening?
LONDON BOROUGH OF SUTTON
- NOTICE IS HEREBY GIVEN that the Council of the London Borough of Sutton on 19 February 2024 made the following Order The Sutton (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. 9) Order 2024 under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 19841, as amended –
- The general effect of the Order would be to:-
- introduce no waiting and no loading/unloading operating ‘at any time" in:-
- Balmoral Way outside and opposite Nos. 44 and 45
- Denmark Road adjacent to Nos. 101 and 103
- All Saints Road outside No. 79 and adjacent to that property in Hillview Road
- Autumn Drive outside Nos. 1, 3, 26 and 42
- Balmoral Way outside and opposite No. 32
- Banstead Road South outside Nos. 162 and 164
- Beresford Road adjacent to No. 123 Mulgrave Road
- Broomloan Lane on its south-east side extending from Sutton Common Road to outside No. 1
- Denmark Gardens adjacent to Nos 106 and 116
- Devonshire Road, Carshalton at its junction with Vellum Drive
- Kingswood Drive at its junction with Chipstead Close
- Knockholt Close around the turning heads opposite Nos. 12 to 18
- Nightingale Road outside Nos. 21 to 25 and 31 to 49
- Northey Avenue outside and opposite St Andrew’s Church
- North Street on the western side between Mill Lane and Rochester Road
- Rosewood Grove opposite Nos. 4 and 5
- extend the area to include
- Culvers Way a short length adjacent to and 29 Nightingale Road
- Nightingale Road between Nos. 21 and 47a,
- convert existing uncontrolled parking places located on the footway to ‘CS1’ permit holders’ parking places in
- Culvers Way a length of bay adjacent to No.29 Nightingale Road
- Nightingale Road outside Nos. 21 to 25, 35, 37, 41 and 43 and 45
- to include eligibility to obtain a resident permit for Nightingale Road (even) Nos. 36-50, (odd) Nos 21-47 including 43A, 45a and 47a, and West Street, Colston Court only.
- make certain changes to the existing Permit Parking Area, Denmark Road Area Permit Parking Area (CS1) which operates between 11am and 1pm on Monday to Friday to
- extend the area to include Nos. 27 Nightingale Lane and Strawberry Lane
- to include eligibility to obtain a resident permit for Culvers Way No. 128, Strawberry Lane (even Nos) 14-60 and (odd) Nos. 1-61.
NOTE
. The charges for residents permit holders parking places referred to in item 2 preceding are as follows:-
(a) the charge for residents parking permits depend on the permit group, set by the Council based on the CO2 emissions of the vehicle for which the permit is issued (see the Schedule to this Notice) allocated to the vehicle for which the permit is issued, as set out in the following table -

(b) residents visitors vouchers are available free of charge to residents up to a maximum of 50 hours per household in any one year. Additional hours thereafter may be purchased at a charge of £64 per 100 hours.
(c) carer permits for essential care visits are available at the following charges: (A) £35 per year for a resident care permit, which allows a carer to park in any permit holders parking place; or (B) £50 per year for each organisational permit, which allows an organisation to park in any permit holder’s parking place for up to 3 hours maximum per day.
(d) child care permits which allow a person providing child care to park in any permit holders parking place specific to the relevant permit parking area for which it is issued are available at a charge of £35 per year.
(e) Traders’ permits will provide those traders with a verified need for providing services to residents, undertaken in the resident’s home, the facility to park in areas where there are resident permit parking controls for up to two hours are available at a charge of £200 per year.
(f) There would be a £25 administrative charge for any alteration to a permit.
- A copy of the Order which will come into force on 26 February 2024, of the Council’s Statement of Reasons for making the Order and a plan showing the location and the effect of the Order may be inspected at the Council’s Civic Offices, St Nicholas Way, Sutton, Surrey, SM1 1EA. Copies can also be obtained by calling 020 8770 5000.
- If any person wishes to question the validity of this Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order were made, apply for the purpose to the High Court.

Note: These permit groups would be available for vehicle types L1 to L7 inclusive, (motorised vehicles less than 4 wheels including motorcycles) and M1 only (vehicles used for the carriage of passengers and comprising not more than eight seats in addition to the driver’s seat), as defined by the DVLA vehicle type approval. For the avoidance of doubt this would not include vehicles designated by the DVLA as ‘special purpose vehicles’.

Note: This permit group would be available for vehicle type N1 (motor vehicles having at least 4 wheels which are designed and constructed for the carriage of goods and have a maximum gross weight not exceeding 3.5 tonnes) as defined by the DVLA vehicle type approval. For the avoidance of doubt any vehicle of vehicle type N1, such as light goods vehicles, will be classified as permit group 5 regardless of taxation class.
