Notice is hereby given that Essex County Council has received two planning applications
from Dunmow Skips Limited relating to land at Regiment Business Park, Eagle Way,
Chelmsford, Essex, CM3 3FY:
Application ref: ESS/02/24/CHL – Continued operation of the waste transfer and recycling
facility without compliance with conditions 1 (approved details), 5 (external storage areas
and heights) and 21 (hours of operation) attached to planning application ref: ESS/17/17/CHL
to allow changes to the approved site layout including provision for a new workshop/maintenance
building, a new workshop/storage building and a number of new units/portacabins for staff
welfare; additional storage bays and amended areas for the storage of materials/waste,
plant/machinery and vehicles including car parking; and extended hours of operation.
Application ref: ESS/03/24/CHL – Scrap metal recycling facility.
The proposed developments may not accord with the provisions of the Essex and
Southend-on-Sea Waste Local Plan (2017) and/or the Chelmsford Local Plan (2020) in force
in the area which the land to which the application relates is situated.

(Remote Footway, Uplands Drive) (Temporary Prohibition of Use) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days
from the date of this notice, to make the above order under section 14(1) of the Road Traffic
Regulation Act 1984 (as amended).
Effect of the order: To temporarily close to all pedestrians under section S14(1) of The Road
Traffic Regulations Act 1984 (as amended) Remote Footway between 48 and 54 Uplands
Drive, Springfield in the City of Chelmsford, from Lawn Lane to Uplands Drive for
approximately 62 metres.
The closure is scheduled to commence on 04 March 2024 or where appropriate signs are
showing and weather permitting. The closure is required to allow for works to be carried out
for a Cadent Gas New Service Connection.
The alternative route will be via the footpath along Lawn Lane, footpath between Lawn Lane
and Downsway, footpath between Downsway and Uplands Drive and vice versa.
The Order will come into effect on 04 March 2024 and may continue in force for 6 months,
or until the works have been completed, whichever is the earlier. This Order may be extended
by the Secretary of State if an extension is required.
(Boreham Road, Great Leighs) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days
from the date of this notice, to make the above Order under section 14(1) of the Road Traffic
Regulation Act 1984.
Effect of the order: To temporarily close that length of Boreham Road, Great Leighs in the
City of Chelmsford, from a point approximately 110m north west of its junction with Fuller
Street for a distance of approximately 120m in a north westerly direction. The closure is
scheduled to commence on 21st March 2024 for 1 day, or where stated on a valid permit
(BC008WF9J6C4TA – Openreach). The scheduled dates may vary for these works with
appropriate signs showing and/or displayed on one.network. The closure is required for the
safety of the public and workforce while pole replacement and overhead cabling works are
undertaken by Openreach.
An alternative route is available via Boreham Road, Drakes Lane, Wheelers Hill, Leighs Road,
Wheelers Farm Roundabout, Essex Regiment Way, Sheepcotes Roundabout, Braintree Road,
Strawbrook Hill, Great Leighs Bypass, Great Leighs Bypass Roundabout South, Main Road,
Boreham Road and vice versa.
The Order will come into effect on 29th February 2024 and may continue in force for 18 months
or until the works have been completed, whichever is the earlier.
(Cranham Road, Little Waltham) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days
from the date of this notice, to make the above Order under section 14(1) of the Road Traffic
Regulation Act 1984.
Effect of the order: To temporarily close that length of Cranham Road, Little Waltham in the
City of Chelmsford, from a point approximately 260m south east of its junction with Wheelers
Hill for a distance of approximately 60m in an easterly direction. The closure is scheduled
to commence on 20th March 2024 for 1 day, or where stated on a valid permit
(BC008WDHM301C – Openreach). The scheduled dates may vary for these works with
appropriate signs showing and/or displayed on one.network. The closure is required for the
safety of the public and workforce while pole replacement works are undertaken by Openreach.
An alternative route is available via Cranham Road, Waltham Road, Boreham Road, Main Road,
Great Leighs Bypass Roundabout South, Great Leighs Bypass, Strawbrook Hill, Braintree
Road, Sheepcotes Roundabout, Essex Regiment Way, Wheelers Farm Roundabout, Wheelers
Hill, Cranham Road and vice versa.
The Order will come into effect on 29th February 2024 and may continue in force for 18 months
or until the works have been completed, whichever is the earlier.
(Goatsmoor Lane, Billericay/Stock & Furze Lane, Stock)
(Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days
from the date of this notice, to make the above Order under section 14(1) of the Road Traffic
Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Goatsmoor Lane, Billericay in the Borough of Basildon,
from its junction with Potash Road for a distance of approximately 30m in a north
easterly direction.
2. To temporarily close that length of Goatsmoor Lane, Stock in the City of Chelmsford, from
a point approximately 920m north east of its junction with Potash Road for a distance of
approximately 30m in a north easterly direction.
3. To temporarily close that length of Furze Lane, Stock in the City of Chelmsford, from
a point approximately 175m north east of its junction with Brittons Lane for a distance
of approximately 30m in a north easterly direction.
The closures are scheduled to commence on 6th March 2024 for 3 days (works to be done
in phases), or where stated on a valid permit (EP201EH2350760 – Essex County Council).
The scheduled dates may vary for these works with appropriate signs showing and/or
displayed on one.network. The closures are required for the safety of the public and
workforce while carriageway patching works are undertaken by Essex County Council.
An alternative route is available via Potash Road, Stock Road Roundabout, Stock Road, High
Street, Mill Road, Furze Lane and vice versa.
The Order will come into effect on 29th February 2024 and may continue in force for 18 months
or until the works have been completed, whichever is the earlier.
(Southbound Slip from Chelmer Road to Cuton Hall Roundabout,
Chelmer Village) (Temporary Prohibition of Traffic
& Temporary Introduction of a Clearway) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days
from the date of this notice, to make the above Order under section 14(1) of the Road Traffic
Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Southbound Slip from Chelmer Road to Cuton Hall
Roundabout, Chelmer Village in the City of Chelmsford, from its junction with Chelmer
Road to its junction with Cuton Roundabout a distance of approximately 420m.
2. To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ in the above length
of road for the duration of the closure only.
“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping)
and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be
temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping
at Any Time’ restrictions and suspend any existing parking and waiting restrictions on
the above length of road only. All other restrictions and exemptions contained in the
aforementioned Order and Amendments to that Order shall remain in force.
The closure/restriction is scheduled to commence on 18th March 2024 for 8 nights
(20:00 - 05:00), or where stated on a valid permit (EP201EH2350867 – Essex County Council).
The scheduled dates may vary for these works with appropriate signs showing and/or
displayed on one.network. The closure/restriction is required for the safety of the public and
workforce while installation of new and changes to existing signage works are undertaken
by Essex County Council.
An alternative route is available via Chelmer Road, Cuton Hall Flyover, Chelmer Road, Beeleigh
Link Roundabout, New Dukes Way, Cuton Hall Lane, Cuton Roundabout and vice versa.
The Order will come into effect on 29th February 2024 and may continue in force for 18 months
or until the works have been completed, whichever is the earlier.
(Southend Arterial Road, Thundersley & Arterial Road, Rayleigh)
(Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days
from the date of this notice, to make the above Order under section 14(1) of the Road Traffic
Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Southend Arterial Road, Thundersley & Arterial Road,
Rayleigh in the District of Rochford from a point where the Rayleigh Weir Off Slip Road
from A127 to A129 Eastbound is to the Southend on Sea Borough boundary a distance
of approximately 2570m (Eastbound only).
2. To temporarily close the On Slip Road from its junction with Rayleigh Weir Roundabout to
its junction of A127 Arterial Road a distance of approximately 460m.
The closures are scheduled to commence on 18th March 2024 for 5 nights (21:00 - 05:00),
or where stated on a valid permit (EP201EH2358044 – Essex County Council). The scheduled
dates may vary for these works with appropriate signs showing and/or displayed on
one.network. The closures are required for the safety of the public and workforce while
maintenance works are undertaken by Essex County Council.
An alternative route is available via Rayleigh Weir Slip Road from A127 to A129 Eastbound,
High Road, Rayleigh Weir Roundabout, High Street, Eastwood Road, Rayleigh Road,
Progress Road.
The Order will come into effect on 29th February 2024 and may continue in force for 18 months
or until the works have been completed, whichever is the earlier.
(Various Roads, Borough of Basildon (Temporary Prohibition of Traffic
& Temporary Introduction of a Clearway) (No.8) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days
from the date of this notice to make the above Order under section 14(1) of the Road Traffic
Regulation Act 1984.
Effect of the order:
1. To temporarily close those lengths of roads in the Borough of Basildon as specified
in the schedule to this Order.
2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced
on both sides of carriageway on those lengths of roads as specified in the schedule for
the duration of the closures to facilitate the works. Signs will be installed indicating
when the No Waiting, No Loading and No Stopping restriction will be in force.
3. “The Essex County Council (Basildon Borough) (Prohibition of Waiting, Loading and
Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order
2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading
and No Stopping at Any Time’ restriction and suspend any existing parking and waiting
restrictions on the above lengths of roads only. All other restrictions and exemptions
contained in the aforementioned Order and Amendments to that Order shall remain
in force.
The works being undertaken will take place within an 18-month period from 29th February
2024, exact dates will be specified on One. Network. The roads will be closed to facilitate
each phase of works and then re-opened to the public. Access will be maintained for
emergency services. Diversion routes will be signed at each location and residents will be
informed of the dates of each phase via letter/leaflet drop and advanced warning signs on
the road.

(Hyde Lane, Danbury) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under
section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Hyde Lane, Danbury in the City
of Chelmsford, from a point approximately 45m north east of its junction with Dilston for
a distance of approximately 35m in a north easterly then north westerly direction. The closure
is scheduled to commence on 4th March 2024 for 5 days, or where stated on a valid permit
(AZ7011001303832 – Cadent). The scheduled dates may vary for these works with appropriate
signs showing and/or displayed on one.network. The closure is required for the safety of the
public and workforce while lay new service works are undertaken by Cadent.
An alternative route is available via Maldon Road, Chelmsford Road, Oak Corner, Southend Road,
Maldon Road – B1418 and vice versa (with access only into Hyde Lane).
The Order came into effect on 15th February 2024 and may continue in force for 18 months
or until the works have been completed, whichever is the earlier.
(Pertwee Drive, South Woodham Ferrers) (Temporary Prohibition of Traffic)
Order 2024
Notice is hereby given that the Essex County Council has made the above Order under
section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Pertwee Drive, South Woodham Ferrers
in the City of Chelmsford, from its junction with Southern Drive to its junction with Hillcrest
Road a distance of approximately 70m. The closure is scheduled to commence on 4th March
2024 for 3 days, or where stated on a valid permit (EP201EH2352606 – Essex County
Council). The scheduled dates may vary for these works with appropriate signs showing
and/or displayed on one.network. The closure is required for the safety of the public and
workforce while carriageway patching works are undertaken by Essex County Council.
An alternative route is available via Southern Drive, Hillcrest Road and vice versa.
The Order came into effect on 15th February 2024 and may continue in force for 18 months
or until the works have been completed, whichever is the earlier.
(Woodhill Road, Sandon) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under
section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Woodhill Road, Sandon in the City
of Chelmsford, from a point approximately 90m north west of its junction with Mayes Lane
for a distance of approximately 45m in a north westerly direction. The closure is scheduled
to commence on 6th March 2024 for 1 day, or where stated on a valid permit
(EC30025222063 – UK Power Networks). The scheduled dates may vary for these works
with appropriate signs showing and/or displayed on one.network. The closure is required
for the safety of the public and workforce while new connection works are undertaken by
UK Power Networks.
An alternative route is available via The Common, Penny Royal Road, Mayes Lane, Main
Road, Maldon Road, Molrams Lane and vice versa (with access only into Woodhill Road and
Bicknacre Road).
The Order came into effect on 15th February 2024 and may continue in force for 18 months
or until the works have been completed, whichever is the earlier.
