What is happening?

THE CITY OF SUNDERLAND (CLOSURE OF PUBLIC RIGHTS OF WAY NEAR A1290 WASHINGTON) AND (CLOSURE OF ROADS AND FOOTWAYS ON OR NEAR A1290 WASHINGTON) TEMPORARY TRAFFIC REGULATION ORDERS 2024

Sunderland City Council gives notice that on 21st February 2024 two Orders were made under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to temporarily (i)prohibit all traffic along the carriageways in Schedule 1. (ii)prohibit all traffic along the public rights of way in Schedule 2. (iii)prohibit waiting and loading of vehicles along the roads in Schedule 1. (iv)introduce a 20mph speed limit on the lengths of road in Schedule 3 when the traffic signs are in situ. (v)introduce a 30mph speed limit on the lengths of road in Schedule 3 when the traffic signs are in situ. (vi)introduce a one-way restriction on the roads in Schedule 4 and (vii)suspend the restrictions in Schedule 5 to the extent specified. The Orders are required to enable works to take place in or near the public rights of way and carriageways, namely major highway infrastructure improvements and a new water supply to the battery development site. The Orders will come into operation on 4th March 2024. The maximum duration of the closure under the Orders will be 6 months for the public rights of way and 18 months for the carriageways and it is expected that the full period of closure is required. All pedestrians, cyclists and horse riders will be prohibited from the public rights of way and pedestrians from affected footways (except personnel involved in the works) and all vehicles will be prohibited from the roads and from waiting and loading as stated above (except vehicles involved in the works), until the works are completed or at such times and to such extent as may from time to time be indicated by the display of traffic signs. An exemption for emergency services on emergency call will be provided. Alternative routes will be provided via the adjacent highway network.
Schedule 1 – A1290 Washington Road from Glover Road to the city boundary west of A19. Cherry Blossom Way, from its junction with A1290 Washington Highway to the roundabout on Cherry Blossom Way. Glover Road, from its junctions with Sulgrave Road and Tower Road. Washington Road (Old) its entire length. International Drive its entire length. Un-named road linking A1290 Washington Road and Washington Road its entire length. Infiniti Drive from its junction with A1290 Washington Road, for a distance of 50 metres in a south-easterly direction. Usworth Cottages, its entire length. All footways adjacent to A1290 Washington Highway.
Schedule 2 – All footpaths linking Glover Road (and in association with) Mandeville, Edgecote and Cherwell. Footpath linking the un-named road linking A1290 Washington Road and Washington Road (Nissan entrance roundabout). All Public Right of Ways and bridleways associated with Washington Road, A1290 Washington Road, Downhill Lane, Usworth Cottages and Follingsby Lane.
Schedule 3 – A1290 Washington Road from Glover Road to the city boundary west of A19.
Schedule 4 - A1290 Washington Highway from Glover Road to city boundary west of A19 in permitted direction Easterly/westerly.
Schedule 5 - Schedule X4 – Prohibition of Motor Vehicles in The City of Sunderland (A1290 Washington Road) Prohibition of Waiting and Rural Clearway Order 2015. Schedule X35 – 40mph In the City of Sunderland (A1290, Washington Road) 40 Mph Speed Limit Order 2015 as amended by The City of Sunderland (Nissan Way and A1290 Washington Road, Sunderland) (40mph Speed Limit) Order 2019.
