THE SOUTHEND-ON-SEA CITY COUNCIL (VARIOUS ROADS) (CONSOLIDATION OF MOVING TRAFFIC AND SPEED LIMIT) ORDER 2006 (AS AMENDED) (AMENDMENT NO.*) Order 2024

Road Traffic Regulation Act 1984 The Highways Act 1980

1. The Southend-on-Sea City Council proposes to make the above-named Order under Sections 84, 85 and 124 (and part IV of Schedule 9) of the Road Traffic Regulation Act 1984 ("the Act") as amended and of all other enabling powers and having regard to Section 122 of the Act after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act.

2. The effect of which will amend The Southend-on-Sea City Council (Various Roads) (Consolidation of Moving Traffic and Speed Limit) Order 2006 (As Amended) "the Consolidation Order" by adding the items listed below into Schedule 8 - 20mph Speed Limits of the Consolidation Order:

Road Name - Extent

Salisbury Road - North of Hadleigh Road

Southsea Avenue - North and south of Glendale Gardens

Lymington Avenue - North and south of Glendale Gardens

Leighville Grove - Entire length of the road

Grange Road - Entire length of the road

Glendale Gardens - Entire length of the road

3. The following order will be abandoned and therefore revoked in its entirety: The City of Southend-on-Sea (Leigh-on-Sea 20mph Speed Limits) Experimental Order 2023.

4. Southend-on-Sea City Council also gives notice that it proposes to introduce speed tables under sections 90A & C of the Highways Act 1980 (as amended) at the following locations;

(a) Salisbury Road - At a point 7.7m south of its junction with London Road. A maximum height of 65mm and ramp gradients of 1:18; with a flat top length of 6.0m and a width of approx. 5.3m.

(b) Percy Road - At a point 7.0m south of its junction with London Road. A maximum height of 65mm and ramp gradients of 1:18; with a flat top length of 6.0m and a width of approx. 5.3m.

(c) Westleigh Avenue - At a point 10.0m south of its junction with London Road. A maximum height of 65mm and ramp gradients of 1:18; with a flat top length of 6.0m and a width of approx. 6.3m.

(d) Southsea Avenue - At a point 5.5m south of its junction with London Road. A maximum height of 65mm and ramp gradients of 1:18; with a flat top length of 6.0m and a width of approx. 6.3m.

(e) Southsea Avenue - At a point 1.4m north of its junction with Glendale Gardens. A maximum height of 65mm and ramp gradients of 1:18; with a flat top length of 6.0m and a width of approx. 6m.

(f) Southsea Avenue - At a point 1.5m south of its junction with Glendale Gardens. A maximum height of 65mm and ramp gradients of 1:18; with a flat top length of 6.0m and a width of approx. 7.4m.

(g) Southsea Avenue - At a point 3.6m north of its junction with Rectory Grove. A maximum height of 65mm and ramp gradients of 1:18; with a flat top length of 6.0m and a width of approx. 8.0m.

(h) Glendale Gardens - At a point 1.8m west of its junction with Elm Road/ Station Road. A maximum height of 65mm and ramp gradients of 1:18; with a flat top length of 6.0m and a width of approx. 6.3m.

(i) Grange Road - At a point approx. 4.4m north of its junction with Rectory Grove. A maximum height of 65mm and ramp gradients of 1:18; with a flat top length of 6.0m and a width of approx. 6.5m.

(j) Lymington Avenue - At a point 7.0m south of its junction with London Road. A maximum height of 65mm and ramp gradients of 1:18; with a flat top length of 6.0m and a width of approx. 6.0m.

(k) Lymington Avenue - At a point 2.7m north of its junction with Rectory Grove. A maximum height of 65mm and ramp gradients of 1:18; with a flat top length of 6.0m and a width of approx. 7.1m.

(l) Glendale Gardens and Westleigh Avenue - a raised speed table at the junction of these two roads. A maximum height of 65mm and ramp gradients of 1:18; with an overall length in Glendale Gardens of 12.4m and a width of 6.3m; extending into Westleigh Avenue for a length of 7.2m and a with a width of 6m.

(m) Glendale Gardens, Farleigh Drive and Leighville Grove - a raised speed table at the junction of these three roads. A maximum height of 65mm and ramp gradients of 1:18; with an overall length in Glendale Gardens of 12.4m and a width of 6.6m; extending into Farleigh Drive for a length of 12.4m and a with a width of 7.1m; and extending into Leighville Grove for a length of 7.2m and a with a width of 7.5m.

(n) Glendale Gardens and Lymington Avenue - a raised speed table at the junction of these two roads. A maximum height of 65mm and ramp gradients of 1:18; with an overall length in Glendale Gardens of 12.4m and a width of 6.4m; extending into Lymington Avenue, both north and south, for a total length of 7.2m and a with a width of 6.8m.

5. A copy of the experimental order for revocation, the proposed Order, plans showing the affected roads and a statement of reasons for proposing to make the Order may be inspected at the Customer Services Counter on the ground floor of the Civic Centre (address below) during normal office hours and on the Council's website at: https://www.southend.gov.uk/tro.

6. Any comments to the proposals, together with the grounds on which they are made, must be sent in writing to the Executive Director (Neighbourhoods & Environment) and marked for the attention of the Traffic Management & Road Safety Team at the address below or emailed to TraffWeb@southend.gov.uk no later than 13th March 2024. Please include reference PTO1083- Leigh-on-Sea 20mph.

7. All written representations received concerning Traffic Regulation Orders are public documents that may be inspected by any person on demand.
