Mae Gweinidogion Cymru wedi gwneud Gorchymyn o dan adran 14 o Ddeddf Rheoleiddio Traffig Ffyrdd 1984. Mae angen y Gorchymyn er mwyn gwneud gwaith ar gefnffordd yr A40, neu gerllaw iddi, rhwng Cyfnewidfa Rhaglan a Chylchfan Dixton, Trefynwy, Sir Fynwy. Effaith y Gorchymyn yw gwneud y canlynol dros dro:  i. Gwahardd pob cerbyd, ac eithrio’r rhai a ddefnyddir gan y gwasanaethau brys ac ar gyfer y gwaith, rhag mynd ar y darnau o gefnffordd yr A40 a bennir yn Atodlen 1 i’r Hysbysiad hwn. Disgrifir y llwybrau eraill yn yr Atodlen honno. Dim ond pan gaeir lôn neu’r ffordd ar yr A40 i’r gogledd o Dwneli Gibraltar y bydd ffordd ymuno tua’r dwyrain yr A40 yn Nhrefynwy ar gau. ii.     Gwahardd beicwyr rhag mynd ar y darn o gefnffordd yr A40 a bennir yn Atodlen 2 i’r Hysbysiad hwn. Disgrifir y llwybr arall yn yr Atodlen honno hefyd. Dim ond yn ystod gwaith wrth Bont Afon Gwy y bydd y gwaharddiad hwn yn weithredol. iii.     Gosod terfyn cyflymder o 40 mya ar y darn o gefnffordd yr A40 a bennir yn Atodlen 3 i’r Hysbysiad hwn. iv.     Gosod terfyn cyflymder o 10 mya a gwahardd goddiweddyd ar y darn o gefnffordd yr A40 a bennir yn Atodlen 4 i’r Hysbysiad hwn. Daw’r Gorchymyn i rym ar 29 Chwefror 2024. Disgwylir y bydd y gwaharddiadau a’r cyfyngiadau dros dro yn weithredol yn ysbeidiol dros nos (20:00 o’r gloch tan 06:00 o’r gloch) a phan ddangosir hynny gan arwyddion traffig. Disgwylir i’r terfyn cyflymder o 40 mya fod yn gymwys drwy’r amser yn ystod cyfnod y gwaith. Disgwylir i’r gwaith o osod wyneb newydd rhwng Cyfnewidfa Rhaglan a Threfynwy ddigwydd o 29 Chwefror hyd 8 Ebrill 2024. Disgwylir i’r gwaith wrth Bont Afon Gwy ddigwydd o ganol mis Mawrth i 24 Mai 2024, neu hyd nes y caiff yr arwyddion traffig dros dro eu symud ymaith yn barhaol. Bydd y dim troi i’r dde o’r A40 tua’r dwyrain i’r A466 yn cael ei atal, os oes angen, yn ystod y gwaith ym Mhont Afon Gwy. Dim ond yn ystod y cyfnod a bennir uchod y disgwylir i’r Gorchymyn fod yn weithredol. Er hynny, bydd yn parhau’n ddilys am gyfnod o 18 mis ar y mwyaf rhag ofn y bydd angen ailamserlennu’r gwaith neu wneud gwaith canlyniadol neu waith arall. Bydd hysbysiad am unrhyw newidiadau i’r amseroedd a’r dyddiadau yn cael ei arddangos cyn gwneud unrhyw waith a ailamserlennir. Atodlen 1
Gwahardd cerbydau dros dro
1.     Y darn o gerbytffordd tua’r dwyrain y gefnffordd sy’n ymestyn o drwyniad ffordd ymadael tua’r dwyrain yr A449 sy’n arwain at yr A40 tua’r gorllewin wrth Gyfnewidfa Rhaglan hyd at ei chyffordd â Chylchfan Dixton, Trefynwy, Sir Fynwy. 
2.     Y darn o gerbytffordd tua’r gorllewin y gefnffordd sy’n ymestyn o’i chyffordd â Chylchfan Dixton, Trefynwy hyd at drwyniad y ffordd ymadael tua’r gorllewin wrth Gyfnewidfa Rhaglan.
3.     Y darn o ffordd ymuno tua’r dwyrain yr A40 sy’n ymestyn o’i chyffordd â’r B4233 Cinderhill Street, Trefynwy hyd at ei thrwyniad â phrif gerbytffordd tua’r dwyrain yr A40.
4.     Y cilfannau sy’n gyfagos i gerbytffordd tua’r dwyrain y gefnffordd i’r dwyrain o Landdingad ac i’r gogledd-ddwyrain o Lanfihangel Troddi a’r gilfan sy’n gyfagos i gerbytffordd tua’r gorllewin y gefnffordd i’r dwyrain o Landdingad. Y llwybrau eraill pan fo’r darnau o gerbytffordd a ddisgrifir ym mharagraffau 1 a 2 uchod ar gau. Traffig nad yw’n draffig cerbydau nwyddau trwm  Dylai traffig sy’n teithio tua’r dwyrain ddilyn yr A449 tua’r de o Gyfnewidfa Rhaglan i Gyffordd 24 yr M4 (Coldra), yr M4 tua’r dwyrain i Gyffordd 23 (Rogiet), yr M48 tua’r dwyrain i Gyffordd 2 (Newhouse), yr A466 tua’r gogledd i Gylchfan Highbeech, Cas-gwent, yr A48 tua’r gogledd-ddwyrain i Highnam a’r A40 tua’r gorllewin i Rosan ar Wy er mwyn ymuno â’r A40 tua’r de-orllewin i Drefynwy neu barhau tua’r gogledd-ddwyrain: i’r gwrthwyneb ar gyfer traffig sy’n teithio tua’r gorllewin.  Traffig nad yw’n draffig traffordd  Dylai traffig sy’n teithio tua’r dwyrain ddilyn yr A449 tua’r de o Gyfnewidfa Rhaglan i Gyffordd 24 yr M4 (Coldra) a’r A48 tua’r dwyrain i Gylchfan Highbeech, Cas-gwent a dilyn gweddill y llwybr dargyfeirio a ddisgrifir uchod; i’r gwrthwyneb ar gyfer traffig sy’n teithio tua’r gorllewin.  Traffig cerbydau nwyddau trwm  Dylai traffig sy’n teithio tua’r dwyrain ddilyn yr A449 tua’r de o Gyfnewidfa Rhaglan i Gyffordd 24 yr M4 (Coldra), yr M4 tua’r dwyrain i Gyffordd 20, yr M5 tua’r gogledd i Gyffordd 8 a’r M50 tua’r de er mwyn ymuno â’r A40 yn Rhosan ar Wy: i’r gwrthwyneb ar gyfer traffig sy’n teithio tua’r gorllewin. Y llwybr arall pan fo’r darn o’r ffordd ymuno a ddisgrifir ym mharagraff 3 uchod ar gau. Dylai traffig sydd am ymuno a’r A40 o Cinderhill Street deithio tua’r de ar hyd y B4293 i ymuno â’r A40 tua’r de-orllewin yn Llanfihangel Troddi, gan adael wrth Gyfnewidfa Rhaglan a dychwelyd tua’r gogledd-ddwyrain drwy Gylchfan Rhaglan.

Gwahardd beicwyr dros dro Y darn o gefnffordd yr A40 sy’n ymestyn o’i chyffordd ag ochr dde-orllewinol Cylchfan Dixton, Trefynwy hyd at Gyfnewidfa Rhaglan. Y llwybr arall O Gylchfan Dixton, dylai beicwyr sy’n teithio tua’r gorllewin ddilyn Dixton Road tua’r de-orllewin, y B4293 drwy ganol tref Trefynwy, yna i mewn i Mitchel Troy Road a pharhau tua’r de-orllewin ar hyd Mitchel Troy Road, Dingestow Road a Groesenon Road i ymuno â’r A40 yn Rhaglan: i’r gwrthwyneb ar gyfer beicwyr sy’n teithio tua’r dwyrain.

The A40 Trunk Road (Raglan Interchange To The Wales/England Border, Monmouthshire) (Temporary Traffic Prohibitions & Restrictions) Order 2024

The Welsh Ministers have made an Order under section 14 of the Road Traffic Regulation Act 1984, which is necessary to undertake works on or near the A40 trunk road between Raglan Interchange and Dixton Roundabout, Monmouth, Monmouthshire. The effect of the Order is to temporarily:  i.     Prohibit all vehicles, other than those being used by the emergency services and for the works, from proceeding on the lengths of the A40 trunk road specified in Schedule 1 to this Notice. The alternative routes are described therein. The A40 eastbound entry slip road at Monmouth will only be closed when lane or road closures are in place on the A40 north of the Gibraltar Tunnels. ii.     Prohibit cyclists from proceeding on the length of the A40 trunk road specified in Schedule 2 to this Notice. The alternative route is also described therein. This prohibition will only be in force during works at Wye Bridge. iii.     Impose a 40 mph speed limit on the length of the A40 trunk road specified in Schedule 3 to this Notice. iv.     Impose a 10 mph speed limit and prohibit overtaking on the length of the A40 trunk road specified in Schedule 4 to this Notice. The Order comes into force on 29 February 2024. The temporary prohibitions and restrictions are expected to operate intermittently overnight (20:00 – 06:00 hours) and when indicated by traffic signs. The 40 mph speed limit is expected to apply at all times for the duration of the works.  Resurfacing works between Raglan Interchange and Monmouth are expected to be undertaken from 29 February until 8 April 2024. Works at Wye Bridge are expected to be carried out between mid-March and 24 May 2024, or until the temporary traffic signs are permanently removed. The no right turn from the eastbound A40 to the A466 will be suspended, if necessary, during the works at Wye Bridge. Although the Order is only expected to operate during the period specified above, it will remain valid for a maximum period of 18 months, as a contingency, should the work need to be rescheduled or consequential or other work is required. Notice of any changes to times and dates will be displayed before any rescheduled work begins. A copy of the Order and Notice can be viewed on the Welsh Government’s website at

Schedule 1
Temporary prohibition of vehicles 1.     The length of the eastbound carriageway of the trunk road that extends from the nosing of the A449 eastbound exit leading to the westbound A40 at Raglan Interchange to its junction with Dixton Roundabout, Monmouth, Monmouthshire.  2.     The length of the westbound carriageway of the trunk road that extends from its junction with Dixton Roundabout, Monmouth to the nosing of the westbound exit slip road at Raglan Interchange. 3.     The length of the A40 eastbound entry slip road that extends from its junction with the B4233 Cinderhill Street, Monmouth to its nosing with the main A40 eastbound carriageway. 4.     The lay-bys adjacent to the eastbound carriageway of the trunk road east of Dingestow and north-east of Mitchel Troy and the lay-by adjacent to the westbound carriageway of the trunk road east of Dingestow. Alternative routes for closures described in paragraphs 1 and 2 above. Non-HGV traffic  Eastbound traffic to follow the southbound A449 from Raglan Interchange to the M4 Junction 24 (Coldra), eastbound M4 to Junction 23 (Rogiet), eastbound M48 to Junction 2 (Newhouse), northbound A466 to Highbeech Roundabout, Chepstow, north-eastbound A48 to Highnam and westbound A40 to Ross-on-Wye to join the south-westbound A40 to Monmouth or continue north-eastbound: vice versa for westbound traffic.  Non-motorway traffic  Eastbound traffic to follow the southbound A449 from Raglan Interchange to the M4 Junction 24 (Coldra) and eastbound A48 to Highbeech Roundabout, Chepstow and follow the remainder of the diversion route described above: vice versa for westbound traffic.  HGV traffic  Eastbound traffic to follow the southbound A449 from Raglan Interchange to the M4 Junction 24 (Coldra), eastbound M4 to Junction 20, northbound M5 to Junction 8 and southbound M50 to join the A40 at Ross-on-Wye: vice versa for westbound traffic. Alternative route for the closure described in paragraph 3 above. Traffic wishing to join the A40 from Cinderhill Street should travel south along the B4293 to join the south-westbound A40 at Mitchel Troy, exit at Raglan Interchange and return north-eastbound via Raglan Roundabout.
Schedule 2
Temporary prohibition of cyclists The length of the A40 trunk road that extends from the south-western side of Dixton Roundabout, Monmouth to Raglan Interchange. Alternative route From Dixton Roundabout, westbound cyclists should follow the south-westbound Dixton Road, the B4293 through Monmouth town centre then into Mitchel Troy Road and continue south-westbound via Mitchel Troy Road, Dingestow Road and Groesenon Road to join the A40 at Raglan: vice versa for eastbound cyclists.

Temporary 40 mph speed limit The length of the A40 trunk road that extends from Raglan Interchange to the Wales/England border.
Schedule 4
Temporary 10 mph speed limit and no overtaking The length of the A40 trunk road that extends from a point 345 metres west of the centre-point of St Dials over-bridge to its junction with the south-western side of Dixton Roundabout, Monmouth.
