What is happening?

LONDON BOROUGH OF WALTHAM FOREST

PERMANENT MAKING OF EXPERIMENTAL CONTROLLED PARKING ZONES (CPZ) (T10ab(24)) MARCONI ROAD (MC) (exp. ref T15a(23)) (CPZ) AND EXTENSION OF HIGHAM HILL NORTH (HHN) CPZ

(exp. ref T15b(23)) The Waltham Forest (Charged-For Parking Places) (Amendment No. 201) Order 2024 and The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 196) Order 2024 [relating to MC CPZ]; The Waltham Forest (Charged-For Parking Places) (Amendment No. 202) Order 2024 and The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 197) Order 2024 [relating to HHN CPZ);

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest on 15th February 2024 it made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 The general effect of the Orders will be to:

(a) continue indefinitely the provisions of The Waltham Forest (Charged-For Parking Places) (Amendment No. 161; Experimental Order 2023 and The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 160) Experimental Order 2023 [relating to MC CPZ the effects of which (E10 roads)

(i) provided a new CPZ in Marconi Road E10 comprising 'MC' permit holders parking places, operating between the hours of 8am and 6.30pm Mondays to Saturdays, and 'at any time' waiting restrictions at the junctions of the various arms of Marcon Road and across the access to the area fronting Nos. 30 to 34 Marconi Road;

(ii) included Church Road, E10 - Nos. 212 to 224 (even numbers, inclusive) and Marconi Road, E10 - all properties in the eligibility list for 'MC' parking permits (excluding any 'car free' property) and visitor permits; and

(iii) permitted vehicles displaying any valid permit displaying the letters 'MC' to use any of the permit parking places provided in Marconi Road E10.

(b) continue indefinitely the provisions of The Waltham Forest (Charged-For Parking Places) (Amendment No. 162) Experimental Order 2023; and The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 161) Experimental Order 2023

[relating to HHN CPZ (extn 1)] the effects of which (E17 roads)

(i) extended the boundary of the Higham Hill North (HHN) Controlled Parking Zone (CPZ) to include Ascham End, Cormorant Close, Durban Road, Folly Lane, and Grebe Close;

(ii) introduced new permit holder parking places and a combination of single yellow line operating between 8am and 6.30pm on Mondays to Fridays inclusive and double yellow line 'at any time' waiting restrictions into the streets mentioned in paragraph 2(b)(i) above; and

(iii) extended by 4 metres the short stay parking place (operating between 8 a.m. and 6.30 p.m. on Monday to Saturday inclusive 30 minutes maximum stay, no return for 2 hours) on the east side of Durban Road, adjacent to No. 208 Billet Road

(iv) included all properties of: Ascham End, Cormorant Close Durban Road, Folly Lane, and Grebe Close in the eligibility is for 'HHN' parking permits (excluding any 'car free' property) and visitor permits; and

New parking permit eligibility along with variations in pricing for certain parking permits (based on vehicle emissions and other criteria) will apply on the anniversary/renewal of any permit granted for use in these CPZs. These conditions became effective from 1st February 2024. Further details will be explained when renewing permits, or see www.walthamforest.gov.uk/service-categories/parking-permits

In respect of permits to park in each individual zone, the properties specified in the previous experimental orders will continue indefinitely

in the permanent orders and those properties specified will be able to obtain permits to park in a specific zone only. For all CPZs mentioned in this notice, residents and business permits will continue to be charged on a basis of CO2 emissions (or, for older vehicles, engine size) and number of vehicles registered to a household. Residents visitor permits will continue to be obtainable as paperless permits or as scratch-cards at a rate of £1/hour. Copies of the Orders, which will come into operation from 15th February 2024 and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing traffic.scheme@walthamforest.gov.uk or visiting (*by appointment) the Highways and Traffic Management office, Low Hall. Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at: www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.
