What is happening?

THE SURREY COUNTY COUNCIL – BOROUGH OF GUILDFORD
Proposed Traffic Calming Measure in Cranley Road (D4008), Guildford

NOTICE IS HEREBY GIVEN that the Surrey County Council (“the County Council”), in exercise of their powers under Section 90(A) to (I) (inclusive) of the Highways Act 1980 (as amended) propose to introduce a physical measure to improve safety and reduce vehicle speeds in Cranley Road (D4008), Guildford. 
The type of physical measure and its location is as described immediately below:-
1. FLAT TOP ROAD TABLE – approximately 10.5 metres in length from edge of ramp to edge of ramp in Cranley Road, the centre point of which would be approximately 12.5 metres south-west of the centre line of the unnamed vehicular access leading to Tormead School.
The flat top road table will be 75 millimetres in height and 7.5 metres in length.
Proposed “Raised” Zebra Pedestrian Crossing in Cranley Road (D4008), Guildford
NOTICE IS HEREBY GIVEN that the County Council, in exercise of their powers under Section 23 of the Road Traffic Regulation Act 1984 and after consultation with the Chief Officer of Police in accordance with Section 23(2)(a) of the said Act of 1984, propose to establish a zebra pedestrian crossing on Cranley Road, the centre line of which would be approximately 12.5 metres south-west of the centre line of the unnamed vehicular access leading to Tormead School, with a width from edge to edge of 2.8 metres and with a width between the “Give-Way” markings of 10.9 metres, to be indicated in the manner prescribed by Regulations having effect under Section 25 of the said Act of 1984. The proposed zebra pedestrian crossing would be situated on the proposed flat top road table as described immediately above in this Notice.

If you are unable to access the webpage, a copy of the plan showing the location of the flat top road table and “raised” zebra pedestrian crossing may be inspected, free of charge, at the Guildford Borough Council’s Offices, Millmead House, Millmead, Guildford, Surrey, GU2 4BB during normal office hours on Mondays to Fridays inclusive, at Guildford Library, North Street, Guildford, Surrey, GU1 4AL on Mondays, Wednesdays and Fridays from 9.30 a.m. to 5.30 p.m., Tuesdays and Thursdays from 9.30 p.m. to 7 p.m. and on Saturdays from 9.30 a.m. to 5 p.m. and at the County Council’s Merrow Complex situated at Merrow Lane, Merrow, Guildford, Surrey, GU4 7BQ (Telephone No. 0300 200 1003) or email: highways@surreycc.gov.uk) between 9 a.m. and 5 p.m. on Mondays to Thursdays inclusive and 9 a.m. and 4.30 p.m. on Fridays. Proposed Revocation of an Existing “Shared-Use” On-Street Parking Place in Cranley Road (D4008) and its replacement with Waiting Restrictions Applying At Any Time

1. SURREY COUNTY COUNCIL (“THE COUNTY COUNCIL”) PROPOSE TO MAKE The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions Street Parking Places and Revocation) Amendment Order (No.) 202- under Sections 1(1), 2(1) to (3), 4(2), 32, 35, 36, 45, 46, 49, 51 and 53 of and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984 (“the 1984 Act”) and of all other enabling powers, the purpose and effect of which will to –
(a) revoke the existing “shared-use” on-street parking place operating between 8.30 a.m. and 6 p.m. on Mondays to Saturdays inclusive with a 2-hour maximum stay, no return within 1 hour or for Resident Permit Holders I only situated on the north-west side of the south-west to north-east arm of Cranley Road fronting Tormead School and which extends from a point 5 metres north-east of the north-eastern side of the gated vehicular access leading to and from Tormead School, Cranley Road north-eastwards for a distance of 24 metres; (b) prohibit the waiting by vehicles at any time of the day or night throughout the week in the length of the north-west side of the south-west to north-east arm of Cranley Road described in sub-paragraph (a) above; (c) provide that in the length of the side of the arm of Cranley Road described in sub-paragraphs (a) and (b) above, the usual exemptions for loading and unloading vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining that length of side of road, the maintenance of that road and the services in it and for disabled persons’ vehicles in accordance with the “Blue Badge” Scheme would apply; and (d) carry out legal drafting amendments to The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions Street Parking Places and Revocation) Order 2009 (“the Order of 2009”) (as amended) which will not affect any of the on-street parking controls enforced by that Order in any way whatsoever.
2. A copy of the proposed Order, together with two plans showing the length of side of road to which that Order relates, the Order of 2009 (and the Orders which have previously amended that Order) (and the plans which accompany each of those sealed Orders), a Statement of the County Council’s reasons for proposing to make the Order and a Statement of the County Council’s Guidelines for the Acceptance of Objections to Traffic Regulation Orders may be inspected, free of charge –
(i) at the Main Reception, Guildford Borough Council, Millmead House, Millmead, Guildford, Surrey, GU2 4BB during office hours on Mondays to Fridays inclusive; or (ii) at Guildford Library, 77 North Street, Guildford, Surrey, GU1 4AL on Mondays, Wednesdays and Fridays between 9.30 a.m. and 5.30 p.m., on Tuesdays and Thursdays between 9.30 a.m. and 7 p.m. and on Saturdays between 9.30 a.m. and 5 p.m.; or (iii) by prior arrangement by telephoning or emailing the County Council’s Merrow Complex situated at Merrow Lane, Merrow, Guildford, Surrey, GU4 7BQ (Telephone No. 0300 200 1003) or Email: highways@surreycc.gov.uk) between 9 a.m. and 5 p.m. on Mondays to Thursdays inclusive and 9 a.m. and 4.30 p.m. on Fridays.
(NOTE – The above-mentioned Order of 2009 and all the previously amending Orders and accompanying plans can only be inspected by following the arrangements described in sub-paragraph (iii) above).
3. If you wish to object or make any other representation to the proposed Traffic Regulation Order you must send the grounds for your objection or representation (including any in support) –
