Kingsbury Road, Free Parking & Waiting & Loading Restriction

LONDON BOROUGH OF BRENT, THE BRENT (GOODS VEHICLES) (FREE LOADING PLACES) (NO.*) ORDER 202*, THE BRENT (PARKING PLACES) (ZONE Y) (NO.*) ORDER 202*, THE BRENT (WAITING AND LOADING RESTRICTION) (AMENDMENT NO.*) ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.

2. The general effect of the 'Goods Vehicles Free Loading Places' Order would be to:-.

(a) introduce goods vehicles free loading place in a certain length of The service road fronting Nos. 644 to 658 Kingsbury Road, as specified in Schedule 1 to this Notice;

(b) provide that the goods vehicle free loading places referred to in sub-paragraphs 2(a) and (b) above would operate at any time; and

(c) specify that goods carrying vehicles constructed or adapted for use for the carriage of goods or burden of any description and is not drawing a trailer, may use the parking places so specified in the Schedule, subject to the provisions of the Order, for the purpose of continuous loading and unloading during the permitted hours.

3. The general effect of the 'Parking Places' Order would be to reduce in length the existing pay parking place in The service road fronting

Nos. 644 to 658 Kingsbury Road, to enable for the designation of the 'at any time' Goods Vehicles Free Loading Place specified in Schedule 1 to this Notice and the motor cycle parking area specified in Schedule 3 to this notice.

4. The general effect of the 'Waiting and Loading Restriction' Order would be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that:-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 2 to this Notice, except for motor cycles in the motor cycle parking area specified in Schedule 3 to this notice;

(b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle would be prohibited for a period of more than 40 minutes in the same place in the length of street specified in Schedule 2 to this Notice;

(c) the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays) in the lengths of streets specified in Schedule 2 to this Notice, unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;

(d) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited in the lengths of streets specified in Schedule 2 to this Notice;

(e) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified Schedule 2 to this Notice would be revoked

(f) to make minor drafting amendments to the existing restrictions to conform with the current on-site layout.

5. The prohibitions referred to in sub-paragraphs 4(a) and (b) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person's "Blue Badge" would apply.

6. Copies of the proposed Orders, of the relevant Orders of 1979 and 2019 (and of the Orders which have amended those Orders), of the Council's statement of reasons for proposing to make the Orders and of maps which indicate each length of road to which the Orders relate can be inspected during normal office hours on Mondays to Saturdays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.

8. Persons desiring to make representations or to object to any of the proposed Orders, or to any of the proposals, send a statement in writing of their representations or objections, and the grounds thereof, via email to trafficorders@brent.gov.uk, or in writing to the Head of Healthy Streets and Parking, Healthy Streets and Parking Service, 6th Floor West Wing, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ, quoting the reference TO/25/125/NP, to arrive no later than 21 days from the date of publication of this notice.

The service road fronting Nos. 644 to 658 Kingsbury Road,

the north side, from 12.00 metres east of the party wall of Nos. 658 and 660 Kingsbury Road eastward for 9.00 metres.

SCHEDULE 2 Waiting restrictions (At any time)

The service road fronting Nos. 644 to 658 Kingsbury Road,

the north-east and north-west sides, between Kingsbury Road and 1.50 metres south-west of the party wall of Nos. 654 and 656 Kingsbury Road;

SCHEDULE 3 Solo motorcycle parking area (At any time)

The service road fronting Nos. 644 to 658 Kingsbury Road, the north side, from 1.00 metre east of the party wall of Nos. 658 and 660 Kingsbury Road eastward for 5.00 metres.
