AMYAND PARK ROAD, ARRAGON ROAD, CHELTENHAM AVENUE AND RICHMOND ROAD, TWICKENHAM

1. The Council of the London Borough of Richmond upon Thames propose to make the above Order under section 6. 45, 46 and 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Parking Places Order will be to reduce the hours of operation of the parking places Order will be adjust the parking bays on the south-western side of Arragon Road in the vicinity of new crossing which will result in a reduction of approximately 4 parking spaces.

3. The general effects of the Waiting and Loading Restrictions Order will be:-

4. to introduce waiting restrictions operating "at any time" in Arragon Road between the rear of the Shack Public House and a point outside St Mary’s Church of England Primary School;

5. to introduce waiting restrictions operating "at any time" at the junction of Amyand Park Road and Cheltenham Avenue;

6. to downgrade the existing "at any time" waiting restrictions on Richmond Road Bus Lane (between its junctions with Sion Road & Oak Lane), to a single yellow line operating between 7am and 7pm Monday to Sunday to mirror the operational hours of the Bus Lane.

  • Copies of the proposed Orders, plans showing the location and effect of the proposals and the Council’s Statement of Reasons for proposing to make the Order: -

  • can be inspected, quoting Reference 24/032, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

  • Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 28 days of the date of this Notice giving the grounds of their objection. THE LONDON BOROUGH OF RICHMOND UPON THAMES (TWICKENHAM STADIUM EVENT DAYS) (PRESCRIBED ROUTES) ORDER 2024

TWICKENHAM STADIUM EVENT DAYS

(Reference 24/008)

  • The Council of the London Borough of Richmond upon Thames on 7 February 2024 made the above Order under sections 6, 22C and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

  • The general effect of the Order would be, in order to protect those attending events held at Twickenham Stadium to introduce measures to close the named roads to vehicles and control access to pedestrians, supported by physical measures where required, so that on Twickenham Stadium Event Days, from a time up to 2 hours in advance of the published gate opening time and ending 1 hour after conclusion of said event (or when safe to do so), when and where appropriate signs are being displayed, no person shall:-

  • enter or proceed in:-

  • Rugby Road;

  • Whitton Road between its junction with Kneller Road and its junction with London Road;

  • Kneller Road between its junction with Whitton Road and its junction with Warren Road;

  • London Road between its junction with Chertsey Road and its junction with King Street/York Street; and

  • Arragon Road between its junction with London Road and its unction with York Street.

  • cause or permit any vehicle to enter or proceed in the roads or lengths of road specified in sub-paragraph 2(a) above.

1. The Order, which comes onto effect on 9 February 2024 and other documents giving more detailed particulars of the Order are available for inspection until six weeks have elapsed from the date on which either the Order was made or the Council decides not to make the Order can be inspected, quoting Reference 24/008,

2. at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

3. may be viewed on the Council’s web-site at http://www.richmond.gov.uk/public_notices

  • If any person wishes to question the validity of this Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court..

RAISED ZEBRA CROSSING

ARRAGON ROAD, TWICKENHAM

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Richmond upon Thames under powers conferred by Section 23 of the Road Traffic Regulation Act 1984 and Section 90C of the Highways Act 1980 proposes to introduce a raised zebra crossing in Arragon Road, Twickenham.

The zebra crossing will be sited on Arragon Road, in the vicinity of St Mary’s Church of England Primary School. The control area will extend from the south-eastern boundary of St Mary’s Church of England Primary School and will have a length at each side of the crossing of 17 metres, with a length, including ramps of approximately 10 metres. The ramps will have a 1:20 gradient.

A drawing showing the proposed design will be available for public inspection for a period of 21 days from the date of this notice, quoting reference 24/031, at: -

(a) the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; or

(b) may be viewed on the Council’s web-site at

Temporary Road Closure

Atbara Road, Teddington

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water pipe replacement works, they intend to make a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Atbara Road, Teddington.

2. Whilst the works take place no person shall cause or permit any vehicle to wait or stand in Atbara Road, Teddington from the junction Kingston Road to the junction with Broom Road.

3. The order will come into effect on 19 February 2024. The works are anticipated to be in progress at all times between 19 February and 23 March 2024. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Broom Road, King Edwards Road and Kingston Road, and Kingston Road, St Winifreds Road and Broom Road.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance purposes..

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas disconnection works, they intend to make a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Meadlands Drive, Petersham.

2. Whilst the works take place no person shall cause or permit any vehicle to wait or stand in Meadlands Drive from the end of the double yellow lines outside Numbers 96 to outside Number 88, and on the opposite side of the road from the end of the school keep clear markings opposite number 90 to opposite number 82 Meadlands Drive.

3. The order will come into effect on 19 February 2024. The works are anticipated to be in progress at all times from 19 February to 23 February 2024. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

2. Whilst the works take place no person shall cause or permit any vehicle to wait or stand in the roads detailed in the schedule, between the dates indicated. The restrictions will operate on a rolling basis.

6. The order will come into effect on 19 February 2024. The restrictions will be in force at all times from 19 February 2024 until 25 July 2024. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

7. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

8. Nothing in the Order applies to:

9. any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

10. anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

11. any vehicle being used for police, fire brigade or ambulance purposes.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water connection works, they have made a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Powder Mill Lane, Twickenham.

2. Whilst the works take place no person shall cause or permit any vehicle to wait or stand in the following lengths of road:-

  • Powder Mill Lane, the south-west side, from its junction with Hanworth Road to a point outside No. 243 Powder Mill Lane;

  • Powder Mill Lane, the north-east side, from its junction with Hanworth Road, south-eastwards for a distance of approximately 70 metres;

The works will be carried out in phases and the restrictions will not apply concurrently.

3. The order will come into effect on 10 February 2024. The works are anticipated to be in progress at all times from 10 February to 16 February 2024. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance purposes.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate overgrown foliage being cut back, they have made a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Rocks Lane, Barnes.

2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand 20 meters either side of the railway bridge.

3. The order will come into effect on 11 February 2024, the works are anticipated to be in progress on 11 February 2024 only. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via the B306 Queens Ride and the B349 Lower Richmond Road and vice versa.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water connection works, they have made a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of pedestrians in Waterloo Place, Richmond.

2. Whilst the works take place no person shall enter Waterloo Place from the junction with The Quadrant to the junction with Princes Street.

3. The order will come into effect on 13 February 2024, the works are anticipated to be in progress from 13 February to 15 February 2024. The order will remain in force for a period of 6 months, to allow for unexpected events and possible remedial works.

4. An alternative route for persons affected by the closure will be available via The Quadrant, and The Square and vice versa.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
