Notice of Confirmation of an Order Highways Act 1980 Public Path Diversion Order Footpath 166 Harlow
On 30 January 2024 Essex County Council confirmed the above order made under section 119 of the Highways Act 1980.
The effect of the order as confirmed is to divert a part length of Public Footpath 166 Harlow, commencing at its junction with London Road CM17 9LU proceeding in a generally eastward direction along Kennels Lane for approximately 360 metres to grid reference 54760,21094 west of The Kennels, to an alternative route commencing at the junction of London Road at the new footway on the north side of Kennels Lane proceeding in an eastward direction parallel with Kennels Lane for approximately 360 metres to grid reference 54760,21095, where it then heads southward and re-joins the unaffected part of Footpath 166 Harlow as shown on the order map. A copy of the order as confirmed and order map can be requested to be posted by emailing publicpathorders@essexhighways.org or are available to be viewed at Chelmsford Public Library, Market Road, CM1 1QH during normal working hours. Copies are also available on Essex Highways website at: https://www.essexhighways.org/transport-and-roads/getting-around/ public-rights-of-way/public-path-notices.aspx and have also been sent to Harlow Council.
The alternative route comes into force on 27/02/2024 and the old route will be stopped up with effect from 05/03/2024, but if a person aggrieved by the order wants to question its validity, or that of any provision contained in it, on the ground that it is not within the powers of the Highways Act 1980, as amended, or on the ground that any requirement of the Act, as amended, or of any regulation made under the Act has not been complied with in relation to the Order, he or she may, under paragraph 2 of Schedule 2 to the Act as applied by paragraph 5 of Schedule 6 to the Act, within 6 weeks from 08/02/2024 make an application to the High Court.
(Mott Street, Loughton) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Mott Street, Loughton in the District of Epping Forest, from a point approximately 500m north east of its junction with Lippitts Hill for a distance of approximately 45m in an easterly direction. The closure is scheduled to commence on 4th March 2024 for 5 days, or where stated on a valid permit (BC411SA002WF6RD63S - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while duct laying works are undertaken by Openreach. An alternative route is available via Mott Street, Avey Lane, Sewardstone Road and vice versa.
The Order will come into effect on 15th February 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Nursery Road, Loughton) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Nursery Road, Loughton in the District of Epping Forest, from a point approximately 15m south west of its junction with High View Close for a distance of approximately 30m in a south westerly direction. The closure is scheduled to commence on 4th March 2024 for 7 days, or where stated on a valid permit (MU093MCW-NL-00001091 -Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while installation works are undertaken by Thames Water.
An alternative route is available via Nursery Road, Warren Hill, High Road, Albion Hill, Upper Park and vice versa.
The Order will come into effect on 15th February 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(School Road & Berwick Lane, Stanford Rivers) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of School Road, Stanford Rivers in the District of Epping Forest, from its junction with Berwick Lane for a distance of approximately 10m in a north westerly direction and 75m in a south easterly direction.
2. To temporarily close that length of Berwick Lane, Stanford Rivers in the District of Epping Forest, from its junction with School Road for a distance of approximately 75m in a south westerly direction
The closures are scheduled to commence on 4th March 2024 for 11 days, or where stated on a valid permit (EP201EH10003929 - EP201EH10003931 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while culvert strengthening works are undertaken by Essex County Council. An alternative route is available via School Road, Toot Hill Road, Greensted Road, The Borough, Coopers Hill, Stanford Rivers Road, Romford Road, London Road, Church Road and vice versa.
The Order will come into effect on 15th February 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Various Roads, District of Epping Forest) (Temporary Introduction of a Clearway) (No.1) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on the above lengths of road to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force. "The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force. The works being undertaken will take place within an 18-month period from 15th February 2024, exact dates will be specified on one.network. Access will be maintained for emergency services. (Various Roads, Epping Forest) (Temporary Prohibition of Traffic) (Streetworks No.1) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of road in the District of Epping Forest, as detailed in the Schedule.
The works are scheduled to commence after 15th February 2024, as stated on a valid permit. The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The road will be closed to facilitate each phase and then re-opened to the public. Access will be maintained for emergency services. Diversion route will be signed at each location and residents will be informed of the dates of each phase via letter/ leaflet drop and advanced warning signs on the road. The closure is required for the safety of the public and workforce while gas mains replacement works are undertaken by Cadent. The Order will come into effect on 15th February 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on the above lengths of roads to facilitate the works. Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Horseshoe Hill, Waltham Abbey in the District of Epping Forest, from its junction with Woodgreen Road for a distance of approximately 675m in a northeasterly, southeasterly then northeasterly direction. The closure is scheduled to continue on 2nd February 2024 for 7 days, or where stated on a valid permit (AZ5011001270336 - Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while gas main replacement works are undertaken by Cadent.
An alternative route is available via Crooked Mile Roundabout, Crooked Mile, Sewardstone Road, Sewardstone Road Roundabout, Volunteer Roundabout, Honey Lane, Woodridden Hill, Woodgreen Road, Wake Arms Roundabout, High Road (with access only into Crown Hill, Copthall Green, Horseshoe Hill, Upshire Road, Paternoster hill, Parklands) and vice versa. The Order came into effect on 2nd February 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(River Road, Buckhurst Hill) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of River Road, Buckhurst Hill in the District of Epping Forest, from its junction with Rous Road for a distance of approximately 30m in a westerly direction. The closure is scheduled to commence on 19th February 2024 for 5 days, or where stated on a valid permit (MU091NLS00081248895-001 - Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new supply works are undertaken by Thames Water. An alternative route is available via Rous Road, Hurst Road, Loughton Way, River Road and vice versa.
The Order will come into effect on 1st February 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Roding Lane, Chigwell) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Roding Lane, Chigwell in the District of Epping Forest, from a point approximately 400m north west of its junction with High Road for a distance of approximately 85m in a north westerly direction. The closure is scheduled to commence on 12th February 2024 for 5 days, or where stated on a valid permit (AZ7031001308656 -Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new service connection works are undertaken by Cadent.
An alternative route is available via Chigwell Rise, High Road and vice versa (with access only into Roding Lane).
The Order will come into effect on 8th February 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
