What is happening?
PUBLIC NOTICE FOR PROPOSED PARKING CHANGES
The Council proposes to make changes to the following Orders under the Road Traffic Regulation Act 1984 (as amended):
THE TOWER HAMLETS (WAITING, LOADING AND STOPPING RESTRICTIONS) (MAP BASED) ORDER 2019, THE TOWER HAMLETS (PARKING PLACES) (MAP BASED) ORDER 2019, THE TOWER HAMLETS (TRAFFIC MOVEMENT AND SPEED LIMIT REGULATIONS) (MAP BASED) ORDER 2021.
1. The effect of these proposals is as follows:
PTO 2180 - To introduce one-way working (west-southward) in Blossom Street for vehicles between its junction with Elder Street to Folgate Street with an exemption to pedal cycles. PTO 2181 - Minor Waiting and Parking Places amendments:
a) To introduce No Loading at any time restrictions on: (i) the corners of Nelson Street and Cavell Street; (ii) Cuba Street - along the whole length of the south kerb, west of West Ferry Road; (iii) Halcrow Street -6m on both sides at its junction with Newark Street;
(iv) Newark Street (south kerbside) - between Cavell Street and a point 12m east of Halcrow Street.
b) To convert the single yellow lines into double yellow lines on:
(i) Coborn Road - on the east kerbside outside no.1 to 2.
(ii) North Tenter Street - northside, at its junction with St Mark Street.
(iii) Scarborough Street (between St Mark Street and East Tenter Street) - on both sides except outside no.29
(iv) St Mark Street (east kerb) - on both corners of Scarborough Street
(v) East Tenter Street - (a) west kerb side between a point 9m north of Scarborough Street (north kerb) and South Tenter Street, and (b) east kerb side - from the top end of the adjacent Police Bay northwards for approx. 56m.
(vi) The south-east corner of Ben Jonson Road and 13m of single yellow line on Stepney High Street.
(vii) Aston Street (east kerbside) between Ben Jonson Road and Halley Street.
c) By removing Double yellow line and No loading at any time - introduce a Goods loading bay on the south kerb of Fieldgate street between New Road and Romford Street to operate at all times with 40 mins max stay and no return within 2 hours.
d) Remove the following Personalised Disabled Bays (PDB's) into: (1) Resident permit holder spaces on (i) Chudleigh Street, no.443, (ii) Grantley Street no. 122, (iii) Jamaica Street no. 440, (iv) (Stepney Green no. 673, (v) Dod Street no. 441, (vi) Trafalgar Gardens no. 680, (vii) Farrance Street no. 677, and (viii) Sceptre Row no.460; (2) Alie St no.638 - Pay by Phone bay; (3) Poplar High Street no.694 - a General Disabled bay with 3 hours max stay and no return 1 hour to operate at any time; and (4) Havering Street no. 484 - a General Disabled bay without a time limit to operate at any time.
e) Folgate Street - To convert the existing (i) (outside no.40) the Permit & Pay by phone bay into a Business permit holder & Pay by Phone bay, and (ii) (outside no.50) the Business permit holder bay into a Permit holder bay.
2. The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 1 above.
3. A copy of each of the proposed Orders and all relevant documents can be obtained by emailing parking. TMO@towerhamlets.gov.uk until the expiration of a period of 21 days from the date on which this notice is published.
4. Any objections or other representations about the proposed Orders should be sent by email to the above email address in paragraph 3 or in writing to Parking & Mobility Services, 585-593 Commercial Road, London E1 0HJ within 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
