Harrow, Temporary Traffic Restrictions Due To Resurfacing Works

What is happening?

Section 14(1)(a) Road Traffic Regulation Act 1984 as amended by The Road Traffic (Temporary Restrictions) Act 1991

Temporary road closure – carriageway resurfacing No. 1

THE COUNCIL OF THE LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they intend to make a Temporary Traffic Management order under the provisions of Section 14 (1) (a) of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991. This is to facilitate carriageway resurfacing.

  1. The order may be cited as The Harrow (Carriageway Resurfacing No. 1) Temporary Traffic Order 2024, and would be operational from 08:00hrs on 8th February 2024 and would remain in effect for a maximum legal duration of 18 months. It is anticipated that all of the work should be complete by 20th February 2024.
  2. Vehicles would be prohibited from entering or exiting the following roads;
  3. Extent of closure

    Proposed dates

    a) Beaulieu Drive, between its junctions with Eastern Avenue and Chestnut Drive;

    08/02/24 – 09/02/24

    09:30 – 14:30

    b) Wemborough Road, between a point opposite the party wall of Nos. 95 and 97 Wemborough Road and its junction with Bromefield;

    12/02/24 – 15/02/24 08:00 – 17:00

    c) Abercorn Road, between its junction with Wemborough Road and a point 62.00 metres north of that point;

    d) St Andrews Drive, between its junctions with Wemborough Road and Coledale Drive;

    e) Common Road, between a point opposite the access road leading to Avanti House and a point opposite the northern boundary wall of Glenthorn Lodge;

    f) Headstone Lane, between its junctions with Tillotson Road and Long Elmes.

  4. Vehicles would be prohibited from travelling in a southbound closure, on Harrow View, between its junctions with Pinner Park Gardens and Eastman Road, between 19th February and 20th February 2024.
  5. Nothing in paragraph 2 or 3 above would apply to:-

  • any vehicles being used for ambulance, fire brigade or police purposes in an emergency;
  • anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;
  • any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;
  • any vehicles used in connection with the carriageway resurfacing;
  • any vehicles needing to gain access to properties in the closed extents as far as is practicably possible.
  • 5. The provisions of the order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2016 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.

    6. Diversion route;

    a) via Chestnut Drive and Eastern Avenue and vice versa;

    b) via Honeypot Lane, Streatfield Road, Kenton Lane and Weston Drive and via versa;

    c) via Old Church Lane, Gordon Avenue, Kenton Lane and Streatfield Road and vice versa;

    d) via Streatfield Road, Kenton Lane, Gordon Avenue and Old Church Lane and vice versa;

    e) via Brookshill, Uxbridge Road, Harrow Weald, Uxbridge Road, Stanmore, Church Road, Stanmore Hill and The Common and vice versa;

    f) via Uxbridge Road, Harrow Weald, Courtenay Avenue, Harrow View, Headstone Gardens, Parkside Way, Station Road, North Harrow and Pinner Road and vice versa.

    Harrow View, via Long Elmes, Headstone Lane, Pinner Road, Station Road, North Harrow, Parkside Way and Headstone Gardens.
