LONDON BOROUGH OF MERTON AMENDMENTS TO CONTROLLED PARKING ZONE 2F CONVERSION OF 'PAY AND DISPLAY' PARKING PLACES TO PERMIT ONLY PARKING PLACES IN ROSTREVOR ROAD THE MERTON (PARKING PLACES) (2F) (AMENDMENT NO. 11 ORDER 2024

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 22 January 2024, made the above-mentioned Order under sections 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Parking Places" Order will be to replace the 'pay and display' parking places on either side of Rostrevor Road nearest its junction with Woodside with permit only parking places (controlled parking zone 2F).

3. A copy of the Order, which will come into force on 5 February 2024, and other documents giving more detailed particulars of the Order, including a plan which indicates the road or length of road to which the Order relates, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Order was made, at Merton Link, Merton Civic Centre, London Road, Morden.

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) LONDON BOROUGH OF MERTON (ETHELBERT ROAD. SW20) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2024

1. The Council of the London Borough of Merton hereby give notice that to facilitate service pipe repair works in Ethelbert Road, SW20, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would cause or permit any vehicle to:-

(a) enter or proceed in Ethelbert Road:-

(i) from the north-eastern kerb-line of Lower Downs Road northeastward for a distance of 20 metres;

(ii) from the south-western kerb-line of Lower Downs Road south-westward for a distance of 20 metres;

(b) wait, including for the purpose of loading or unloading a vehicle, in the road or lengths of road specified in sub- paragraphs (a)(i) and (ii) above.

3. Any designated parking place situated in the road or lengths of road specified in sub-paragraphs 2(a)(i) and (ii) above would be suspended for the duration of the said works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

(d) any person requiring vehicular access to the properties in the lengths of road specified in sub-paragraph 2(a)(i) and (ii) above, insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed using Albert Grove, Worple Road, Delamere Road and Southdown Road as required.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into operation on Wednesday 14th February 2024 and it is anticipated that the works would be completed on Friday 16th February 2024. However, the Order would remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) LONDON BOROUGH OF MERTON (DENMARK ROAD. SW19) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2024

1. The Council of the London Borough of Merton hereby give notice that to facilitate water connection works in Denmark Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would cause or permit any vehicle to:-(a) enter or proceed in Denmark Road, between the common boundary of Nos. 37 and 38 Denmark Road and the common boundary of Nos. 40 and 41 Denmark Road; or

(b) wait, including for the purpose of loading or unloading a vehicle, in the road or length of road specified in sub- paragraph (a) above.

3. During the works, the one-way working in Denmark Road would be suspended and two-way traffic permitted.

4. Any designated parking place situated in the road or length of road specified in sub-paragraph 2(a) above would be suspended for the duration of the said works.

5. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

6. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

(d) any person requiring vehicular access to the properties in the length of road specified in sub-paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works.

7. Vehicular traffic affected by the road closure should proceed using Ridgway, Thornton Road and St Johns Road.

8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order would come into operation on Monday 26th February 2024 and it is anticipated that the works would be completed on Thursday 29th February 2024. However, the Order would remain in force for 6 months should further works be required.

1. The Council of the London Borough of Merton hereby give notice that to facilitate water connection works in Franklin Crescent, Mitcham, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works no person would cause or permit any vehicle to:-

(a) enter or proceed in Franklin Crescent, the whole length; or

(b) wait, including for the purpose of loading or unloading a vehicle, in Franklin Crescent.

3. Any designated parking place situated in Franklin Crescent specified in paragraph 2(a) above would be suspended for the duration of the said works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

(d) any person requiring vehicular access to the properties in Franklin Crescent, insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed using Sherwood Park Road.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into operation on Monday 26th February 2024 and it is anticipated that the works would be completed on Friday 1 st March 2024. However, the Order would remain in force for 6 months should further works be required.

LONDON BOROUGH OF MERTON PROPOSED ROAD HUMPS - FRAMFIELD ROAD AND ST JAMES ROAD. MITCHAM

1. Further to notices published on 31 August 2023 regarding proposed humps in St James Road and Framfield Road, Notice is hereby given that the Council of the London Borough of Merton, under powers conferred by section 90A-F of the Highways Act 1980 and after consultation with the Commissioner of Police of the Metropolis, intend to introduce flat top humps in their place as follows:-

(a) 6 flat top humps, each 3.7 metres in length, with a maximum height of 75mm high and a gradient of 1:20 across the full width of St James Road, Mitcham at the locations specified in Schedule 1 to this notice; and

(b) 5 flat top humps, each 3.7 metres in length, with a maximum height of 75mm high across the full width of Framfield Road,

Mitcham at the locations specified in Schedule 2 to this notice.

2. Plans of the areas showing the proposed road humps can be inspected during normal office hours on Mondays to Fridays at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

3. Any person desiring to comment on the proposal should send a statement in writing of their representations or objections and the grounds thereof in writing to the Environment, Civic Pride and Climate Department, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/RH/StJames 2024 or ES/RH/Framfield 2024 as applicable, no later than 22 February 2024.

LONDON BOROUGH OF MERTON PROPOSED INTRODUCTION OF GC4 CONTROLLED PARKING ZONE - STREATHAM ROAD AND THE DRIFTWAY, CR4 THE MERTON (PARKING PLACES) (GC4) ORDER 202* THE MERTON (WAITING AND LOADING RESTRICTION) (GC4) ORDER 202*

THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. ») ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The main effect of the Orders would be to introduce a controlled parking zone "GC4" in Streatham Road and The Driftway, CR4.

3. The general effect of the 'GC4 Parking Places' Order would be to: -

(a) designate parking places that would operate Mondays to Fridays between the hours of 8.30am and 6.30pm inclusive in the lengths of road listed in the Schedule to this Notice,

(b) specify that:-

(i) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit or for which permits are registered as paid for in the electronic payment system. Motor cycles and vehicles displaying a "blue badge" would park free;

(ii) permits per residential address would be issued by the Council or its agents to persons whose usual place of abode is in Streatham Road, Nos. 55 to 67 or The Driftway and subject to sub-paragraphs (iv) to (vi) below, the charges would be £80 per annum or £40 for six months for the first permit, £130 per annum or £65 for six months for the second permit, £180 per annum or £90 for six months for the third permit and an additional £50 per annum or an additional £25 for six months for each subsequent residential permit;

(iii) charges for other permits would be, subject to sub-paragraphs (iv) to (vi) below, as follows: free for housebound or registered disabled applicants; business permits would be £331 for 6 months, annual visitor permits (one per household) would be £360, reduced to £20 for all-electric vehicles, residents would be entitled to 50 full day temporary visitors' permits at a charge of £3, 100 half day temporary visitors' permits at a charge of £2 per permit valid between 8.30am and 2pm Mondays to Fridays inclusive or 12noon and 6.30pm Mondays to Fridays inclusive; teacher permits would be £188 per annum and all zone trader permits would be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;

(iv) there may be an additional £25 charge for the administration of new permits issued and renewals of permits which would be waived if the successful applicant is granted a permit within 4 weeks of the Order coming into operation and when a permit holder applies for a renewal within 4 weeks of the permit expiring;

(v) an additional charge (diesel surcharge) of £150 would apply to resident, business, teacher and trade parking permits for all diesel vehicles. Permits issued for a duration of less than a year would be subject to the surcharge on a pro-rata basis;

(vi) the resident and teacher parking permit charge for all-electric vehicles would be set at a discounted rate of £20 per annum
