What is happening?

LEICESTER CITY COUNCIL (ABBEY STREET AND GRAVEL STREET,
LEICESTER) (BUS LANES, BUS GATE AND STREET) (AMENDMENT
NO.09) TRAFFIC REGULATION ORDER 2024
NOTICE IS HEREBY GIVEN Leicester City Council (“the Council”)
HAS MADE an Order in Part under Sections 1(1), 2(1) to (3),
4(2), 5, and Part IV of Schedule 9 of the Road Traffic Regulation
Act 1984 (“the Act”), and being satisfied that, for the reasons
specified in Section 3(2)(a), (b), (d), and (e) of the Act, it is requisite
that subsection (1) of Section 3 of the Act should not apply to this
Order, and of all other enabling powers, and after consultation with
the Chief Officer of Police in accordance with Part III of Schedule 9
to the Act, hereby makes the following Order in Part:-
The effects of the Order will be to amend the Principal Order
meaning “The Leicester Traffic Regulation (Bus Lane and Bus Gate)
Order 2018 by: -
Inserting an additional exemption within the Conditions and
Exclusions:
a. 10xii. It shall not be a contravention to cause or permit any
vehicle to be in, entre, or proceed on any length of road
specified in Column 2 of Schedule 1 to this Order provided
that the vehicle is an authorised vehicle being a motor
vehicle with an access permit issued by the Council for the
purpose of gaining access to that length of road.
To introduce or amend bus lanes, bus only street and bus gates set
out in Schedule 1 to this Notice shall on the following roads.

A COPY of the Order, the relevant plan, the Council’s statement
of reasons for proposing to make the Order and extract copies of
the Order being amended may be seen at Leicester City Council’s
website: leicester.gov.uk/trafficregulationorders.
If you wish to question the validity of the Order (which was made
on 31 of January 2024) or of any provisions contained in it on the
grounds that it is not within the powers conferred by the Road Traffic
Regulation Act 1984, or on the grounds that any requirement of that
Act, or of any instrument made under it has not been complied
with in relation to the Order, you may, within six weeks from the
31 of January 2024 apply to the High Court for this purpose.
THIS ORDER WILL COME INTO FORCE ON MONDAY
12 DAY OF FEBRUARY 2024.
This Order has been made in Part, only Abbey Street bus only street
and the bus gate at the northern entrance into St Margaret’s bus
station are being implemented. The bus gate for Gravel Street
had been abandoned, as the Authority may look to implement this
under an experiment, in order to monitor the impact on the highway
network. This Order is to support public transport movements in and
around this area to improve reliability of bus services.
