Section 53 of the Wildlife and Countryside Act 1981

Definitive Map and Statement for the County of Essex Definitive Map Modification No. 701 Footpath 27 Wivenhoe (Colchester District) Order 2024

The above Order made on 12 January 2024 if confirmed as made, will modify the Definitive Map for the area by:-

Adding a length of public footpath numbered 27 Wivenhoe from The Avenue at Point A on the order plan, in a generally westerly direction for 99 metres to meet the adopted section of footway adjoining Parkwood Avenue at Point C. The width of the way varies between 3 metres between Points A and B (a distance of 87 metres), reducing to 2.1 metres for the final 12 metres to Point C.

A copy of the Order and the Order map may be seen free of charge during normal office hours at the Chelmsford Library, Market Road, where copies will be available on request at a charge. Copies can also be viewed on the Essex Highways website Public Path Notices - Essex County Council (essexhighways.org) and have been sent to Colchester City Council.

Any representation or objection relating to the Order must be sent in writing to the Director for Essex Legal Services, Essex County Council, Seax House, Victoria Road South, Chelmsford, Essex, CM1 1QH, to arrive not later than 21 March 2024 and it is requested that the grounds on which it is made are stated.

Section 53 Wildlife and Countryside Act 1981

Definitive Map and Statement for the County of Essex Definitive Map Modification No. 682 Restricted Byways 24 Copford and 42 Birch (Colchester District) Order 2021 and Modification No. 683 Restricted Byway 43 Birch, Colchester District Order 2021

Notice is hereby given that on 19 December 2023 the Secretary of State for the Environment, Food and Rural Affairs confirmed the above mentioned Orders and they took effect on that day

The effect of the Orders is to modify the Definitive Map for the County of Essex by:-

Modification No. 682

1. Adding a length of restricted byway numbered 42 Birch, from the unclassified road by Hellens Farm in a northerly and north westerly direction for a distance of 183 metres to the junction with bridleway 2 Birch. From there it continues in a northerly direction for a distance of 216 metres to the south westerly corner of Potash Wood. From here it heads west for a distance of 322 metres at the southwest corner of Seller Wood, where it turns north for a distance of 275 metres until it reaches the parish boundary with Copford where it continues as restricted byway 24.

2. Upgrading Footpath 24 Copford to restricted byway. This route extends from the parish boundary with Birch in a northerly direction for a distance of approximately 312 metres to the Easthorpe Road.

Modification No. 683

1. Upgrading a length Footpath No. 5 Birch, from Birch Road in an easterly direction for 325 metres to restricted byway (No 43).

2. Adding a length of Restricted Byway No. 43 from the eastern end of the upgraded section of Footpath 5 detailed above, in a southerly direction for 420 metres then turning east for 237 metres. From here it turns south southeast for a distance of approximately 115 metres to before turning east for a distance of approximately 66 metres to meet the B1022.

If any person is aggrieved by this Order and desires to question its validity on the ground that it is not within the powers of section 53 or that any of the requirements of Schedule 15 have not been complied with in relation to it, he may within 42 days from the date of publication of this Notice make an application to the High Court under paragraph 12(1) of Schedule 15 to the Act.

(High Street, Colchester) (Temporary Prohibition of Motor Vehicles) (Amendment) Order 2022

Notice is hereby given that the above Order made by Essex County Council, under s14 of the Road Traffic Regulation Act 1984, has been continued in force with the consent of the Secretary of State for the Department for Transport until 22 July 2024.

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984(as amended).

Effect of the order: To Introduce a 'Prohibition of motor vehicles except buses, taxis, blue badge holders, solo motorcycles, and access' restriction on the following lengths of road in the City of Colchester for the time periods indicated below:

Road - Description - Restricted Hours

High Street, Colchester - From its junction with Head Street to its junction with Museum Street - 7:00am - 7:00pm

While in force, this order will suspend The Essex County Council (High Street, Colchester) (Prohibition of Motor Vehicles) Order 2022 to enable enforcement of the restriction in accordance with the timings listed above. During this time, Essex County Council will arrange for a permanent amendment order to be advertised in order to permanently amend the restriction with the reduced timings.

This order came into effect on 22nd July 2022 and may continue in force for a maximum of 18 months or until the permanent amendment order has come into operation, whichever is the earlier.

(Birchwood Road, Dedham) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Birchwood Road, Dedham in the City of Colchester, from a point approximately 115m south west of its junction with Monks Lane for a distance of approximately 60m in a south westerly direction. The closure is scheduled to commence on 26th February 2024 for 5 days, or where stated on a valid permit (MT00110194845 - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while hydrant repair works are undertaken by Affinity Water.

An alternative route is available via Birchwood Road, Wick Road, Park Lane, A12, Church Road, Dedham Road, Mill Lane, High Street, Colchester Road, Grove Hill or Grove Hill, Colchester Road, High Street, Mill Lane, Dedham Road, A12, Birchwood Road (with access only into Birchwood Road).

The Order will come into effect on 8th February 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Crouch Street East, Colchester) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Crouch Street East, Colchester in the City of Colchester, from its junction with St Johns Street for a distance of approximately 75m in a westerly direction. The closure is scheduled to commence on 26th February 2024 for 1 night (20:00 - 05:00), or where stated on a valid permit (AD037SM62128127/1 - Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while CCTV and GPR unit works are undertaken by Anglian Water.

An alternative route is available via Balkerne Hill Southbound, Maldon Road Roundabout, Southway Eastbound, Headgate, Head Street, North Hill, Middleborough, Middleborough Roundabout, Balkerne Hill Southbound.

The Order will come into effect on 8th February 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Nelson Street, Brightlingsea) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Nelson Street, Brightlingsea in the District of Tendring, from its junction with Wellington Street to its junction with Silcott Street a distance of approximately 185m. The closure is scheduled to commence on 27th February 2024 for 4 days, or where stated on a valid permit (MT00110191608 - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while fire hydrant repair works are undertaken by Affinity Water.

An alternative route is available via Wellington Street, New Street, Silcott Street and vice versa.

The Order will come into effect on 8th February 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Port Lane, Colchester) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Port Lane, Colchester in the City of Colchester, from its junction with Morant Road for a distance of approximately 30m in a north westerly direction. The closure is scheduled to commence on 25th February 2024 for 1 day, or where stated on a valid permit (AD03162465703/1 - Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while mains fitting works are undertaken by Anglian Water.

An alternative route is available via Barrack Street, Wimpole Road, Old Heath Road, Recreation Road and vice versa (with access only into Port Lane).

The Order will come into effect on 8th February 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, District of Tendring) (Temporary Prohibition of Traffic & Clearway) & (Temporary Introduction of 30mph Speed Restriction) (No.2) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close those lengths of road in the District of Tendring as specified in the Schedule.

2. A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of the carriageway on the above lengths of road, for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

3. To temporarily introduce a 30mph speed restriction in the lengths of road as specified in the schedule.

"The Essex County Council (Tendring District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time" restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 8th February 2024, exact dates will be specified on one.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road. (Bentley Road, Little Bentley) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Bentley Road, Little Bentley in the District of Tendring, from its junction with A120 to its junction with Church Road a distance of approximately 2140m. The closure is scheduled to commence on 14th February 2024 for 2 nights (20:00-05:00), or where stated on a valid permit (EP201EH2355436 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.

An alternative route is available via Bentley Road, Shop Road, Bromley Road, Wignall Street, Long Road, Clacton Road, Horsley Cross Roundabout, A120 and vice versa (using Hare Green Roundabout to turn back).

The Order came into effect on 25th January 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Braiswick, Colchester) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Braiswick, Colchester in the City of Colchester, from its junction with Warwick Bailey Close for a distance of approximately 1190m in a north westerly direction. The closure is scheduled to commence on 16th February 2024 for 1 night (19:30 - 05:00), or where stated on a valid permit (EP201EH2347336B - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.

An alternative route is available via A134, B1115, A131, B1508 and vice versa (with access only into B1508 between Cornard Road and North Station Roundabout).

The Order came into effect on 25th January 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Culver Street East, Colchester) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Culver Street East, Colchester in the City of Colchester, from its junction with St Nicholas Street for a distance of approximately 40m in a westerly direction. The closure is scheduled to commence on 12th February 2024 for 70 days, or where stated on a valid permit (EP02231010084 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Fishponds Hill, Little Horkesley in the City of Colchester, from a point approximately 230m south east of its junction with Vinesse Road for a distance of approximately 100m in a south easterly direction. The closure is scheduled to commence on 14th February 2024 for 1 day, or where stated on a valid permit (BC008WF6M7K2D - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. (Garland Road, Colchester) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Garland Road, Colchester in the City of Colchester, from a point approximately 25m south west of its junction with Crimea Walk for a distance of approximately 20m in a south westerly direction. The closure is scheduled to commence on 12th February 2024 for 3 days, or where stated on a valid permit (AD03163178242 - Anglian Water). The closure is scheduled to commence on 14th February 2024 for 3 days, or where stated on a valid permit (MT00110144886 - Affinity Water). The closure is required for the safety of the public and workforce while valve repair works are undertaken by Affinity Water.
