Various Streets Standish – Various Traffic Orders Notice of Making
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and of all other enabling powers, has made the Wigan Borough (Various Streets Standish) (Various Traffic Orders) Order 2024 which will come into operation on 18/02/2024. The effect of the Order will be to introduce a prohibition of turning left on the following roads:
• Market Street Standish from Market Street to High Street.
• Preston Road Standish from Preston Road to Market Street.
The effect of the Order will be to introduce a prohibition of turning right on the following road:
• High Street Standish from High Street to Market Street.
The effect of the Order will be to introduce One Way Working on the following roads:
• Pole Street Standish in an easterly direction between Preston Road and Market Street.
• Cross Street Standish in a northerly direction between High Street and Market Place.
• Church Street Standish in a southerly direction between Market Place and High Street.

Any person who desires to question the validity of the Order or any provision contained therein on the ground:
(a) That it is not within the powers of Section 1 of the Road Traffic Regulation Act 1984.
(b) That any requirement of the said Section 1, or of Part III of Schedule 9 to the said Act, or of any regulations made under the said Part III of Schedule 9 has not been complied with, may within six weeks of 18/01/2024 make application for the purpose to the High Court.
Millgate Civic Centre Service Road Wigan
Prohibition of Waiting/Restriction of Loading Notice of Proposals
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, proposes to make the Wigan Borough (Decriminalisation of Parking) (Wigan Roads) (Traffic Regulation Consolidation) Order 2004 (Amendment No.180) Order 2024.
The effect of the Order will be to introduce no waiting at any time on:
• Millgate Civic Centre Service Road Wigan – both sides from its junction with Millgate to a point 12 metres northeast of its junction with Millgate.
There will be limited exceptions permitting vehicles to wait to enable people to board or alight; for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes, if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral; to take on fuel, water or air at any garage; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident. The effect of the Order will be to introduce restricted loading on any day 10.30am to 4:00pm.
• Millgate Civic Centre Service Road Wigan – both sides from its junction with Millgate to a point 12 metres northeast of its junction with Millgate.
The Order also provides that if any vehicle is left in any road or length of road affected by the Order in contravention of any provision of the Order a penalty charge (in the amount set by the Council) shall be payable and/or the vehicle may be removed.
A copy of the proposed Order, the Order to be amended, and of the relevant map and of a statement of the reasons for proposing to make the Order may be requested by emailing d.rumsey@wigan.gov.uk.
Any objection to the Order must be made in writing and specify the grounds thereof and must be made to the Assistant Director – Legal, Governance and Elections, Town Hall, Library Street, Wigan or by emailing the above email address quoting reference RD/LS/DC/ C108/888 not later than 27/02/2024.
(Beech Hill Lane Wigan) (Temporary Closure) Order 2024
Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Beech Hill Lane Wigan) (Temporary Closure) Order 2024.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Beech Hill Lane Wigan between its junction with Baytree Road and its junction with Beech Hill Avenue for a period of seven days commencing on 08/04/2024 to 14/04/2024.
The alternative route for traffic is: Baytree Road, Blackthorn Avenue and Beech Hill Avenue.
The Order is necessary to allow a new connection.

Ashton in Makerfield)
(Temporary Closure) Order 2024
Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Wigan Road Back Service Road East 16-88, Ashton in Makerfield) (Temporary Closure) Order 2024.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Wigan Road Back Service Road East 16-88, Ashton in Makerfield for a period of three days commencing on 26/03/2024 to 28/03/2024.
The alternative route for traffic is: There is no alternative route available, but access will be maintained where possible.
The Order is necessary to allow a new water connection.
(Bolton Road, Ashton in Makerfield
Outside House Number 26)
(Temporary Closure) Order 2024 Notice of Proposals
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Bolton Road, Ashton in Makerfield outside house number 26) (Temporary Closure) Order 2024.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Bolton Road, Ashton in Makerfield outside house number 26 during the period of 19:00 until 22:00 commencing on 11/03/2024. The alternative route for traffic is: A49 Wigan Road – B5207 Bryn Road – B5207 Bryn Road South.
The Order is necessary to allow for frame and cover replacement.
Millgate Civic Centre Service Road Wigan –
Prohibition of Driving Notice of Proposals
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3, 4 and 92 of the Road Traffic Regulation Act 1984, of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act of 1984, proposes to make the Wigan (Millgate Civic Centre Service Road Wigan) (Prohibition of Driving) Order 2024.
The effect of the Order will be to prohibit driving at all times on:
• Millgate Civic Centre Service Road Wigan – both sides from its junction with Millgate to a point 12 metres northeast of its junction with Millgate
There will be limited exceptions permitting vehicles to be driven for the purpose of enabling the vehicle to be used in the delivery or collection of goods or to be loaded or unloaded between the hours of midnight and 10:30am and 4:00pm and midnight, for the purpose of building and similar operations, if the vehicles are fire service or police vehicles or ambulances, or in connection with a funeral.

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Sunny Drive Orrell) (Temporary Closure) Order 2024. The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Sunny Drive Orrell during the period of five days commencing on 04/03/2024 to 08/03/2024.
The alternative route for traffic is: West Mount, Orrell Road and East Mount.
The Order is necessary to allow a new electric connection.
(Bridgewater Street Hindley) (Temporary Closure) Order 2024

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Bridgewater Street Hindley) (Temporary Closure) Order 2024.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Bridgewater Street Hindley at its junction with Castle Hill Road Hindley for a period of one day commencing on 18/03/2024.
The alternative route for traffic is: Bridgewater Street, Lancaster Road and Castle Hill Road.
The Order is necessary to allow a frame and cover replacement.
Ellesmere Road/Claude Street/Bulteel Street
Douglas – Prohibition of Waiting
Notice of Making
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, has made the Wigan Borough (Decriminalisation of Parking) (Wigan Roads) (Traffic Regulation Consolidation) Order 2004 (Amendment
No.179) Order 2024 which will come into operation on 25/02/2024.
The effect of the Order will be to introduce no waiting at any time on:
• Ellesmere Road, Douglas – north side from its junction with Claude Street to a point 15 metres west of its junction with Claude Street.
• Ellesmere Road, Douglas – north side from its junction with Bulteel Street to a point 15 metres west of its junction with Bulteel Street.
• Claude Street, Douglas – both sides from its junction with Ellesmere Road to a point 10 meters north of its junction with Ellesmere Road.
• Bulteel Street, Douglas – both sides from its junction with Ellesmere Road to a point 10 metres north of its junction with Ellesmere Road.

Any person who desires to question the validity of the Order or any provision contained therein on the ground:
(a) That it is not within the powers of Section 1 of the Road Traffic Regulation Act 1984; or the Traffic Management Act 2004.
(b) That any requirement of the said Section 1, or of Part III of Schedule 9 to the Road Traffic Regulation Act 1984, or of any regulations made under the said Part III of Schedule 9 or of any requirement of the 2004 Act, has not been complied with, may within six weeks of 23/01/2024 make application for the purpose to the High Court.
