What is happening?

SOUTH GLOUCESTERSHIRE COUNCIL

(Bell Road, Coalpit Heath) (Temporary Prohibition of Use by Vehicles) Order 2024
Notice is hereby given that South Gloucestershire District Council in pursuance of the provisions of section 14 of the Road Traffic Regulation Act 1984 as amended intends to make an order the effect of which will be to close, temporarily, to vehicles that length of Bell Road which extends from Fernleaze south eastwards for 25m. This order is required for the following reason: in connection with new water connection works. The order will be operative from 28 February 2024 for a maximum period of eighteen months. 
The closure however may not be implemented for the whole of the period but only when traffic signs are in position and only for so long as is necessitated by the works which are anticipated to be of 3 days duration. Alternative route: Ridings Road, Beesmoor Road, Badminton Road and vice versa

(Sundayshill Lane, Rockhampton) (Temporary Prohibition of Use by Vehicles, Foot Passengers, Pedal Cycles and Equestrians) Order 2024
Notice is hereby given that South Gloucestershire District Council in pursuance of the provisions of section 14 of the Road Traffic Regulation Act 1984 as amended have made an order the effect of which has closed, temporarily, to vehicles, foot passengers, pedal cycles and equestrians that length of Sundayshill Lane which extends from Lower Stone Road generally eastwards for 1095m. This order was required for the following reason: in connection with the likelihood of danger to the public consequent upon new service installation works on or adjacent to the highway. The order became operative from 8 February 2024 for a maximum period of eighteen months. The closure however may not be implemented for the whole of the period but only when traffic signs are in position and only for so long as is necessitated by the works which are anticipated to be of a 1 day duration, between the hours of 9.30am and 3.30pm. Alternative route: Sundays Hill (parts unaffected), Lower Stone Road, Moorslade Lane, A38, Sundays Hill (parts unaffected) and vice versa 

(Mill Lane, Upton Cheyney) (Temporary Prohibition of Use by Vehicles, Foot Passengers, Pedal Cycles and Equestrians) Order 2024
Notice is hereby given that South Gloucestershire District Council in pursuance of the provisions of section 14 of the Road Traffic Regulation Act 1984 as amended have made an order the effect of which has closed, temporarily, to vehicles, foot passengers, pedal cycles and equestrians that length of Mill Lane which extends from Kites Farm Lane generally northwards for 180m. This order was required for the following reason: in connection with the likelihood of danger to the public consequent upon tree cutting and overhead structures works on or adjacent to the highway. The order became operative from 8 February 2024 for a maximum period of eighteen months. The closure however may not be implemented for the whole of the period but only when traffic signs are in position and only for so long as is necessitated by the works which are anticipated to be of a 1 day duration, between the hours of 9.30am and 3.30pm. Alternative route: Brewery Hill, A431, Golden Valley Lane, Mill Lane and vice versa

(Pearces Hill, Frenchay) (Temporary Prohibition of Use by Vehicles) Order 2024
Notice is hereby given that South Gloucestershire District Council in pursuance of the provisions of section 14 of the Road Traffic Regulation Act 1984 as amended have made an order the effect of which has closed, temporarily, to vehicles that length of Pearces Hill which extends from a point 25m south east of Frenchay Common south eastwards for 30m. This order was required for the following reason: in connection with highway boundary wall repair works. The order became operative from 5 February 2024 for a maximum period of eighteen months. The closure however may not be implemented for the whole of the period but only when traffic signs are in position and only for so long as is necessitated by the works which are anticipated to be of 3 weeks duration. Alternative route: Pearces Hill (parts unaffected), Beckspool Road, Frenchay Hill, Pearces Hill (parts unaffected) and vice versa

South Gloucestershire Council (Footpath between Broad Lane and Frog Lane, Coalpit Heath) Definitive Map and Statement Modification Order 2019
The above Order made on 22 March 2019, has been confirmed by the Secretary of State for the Environment with modifications. The effect of the order as confirmed is to modify the definitive map and statement for the area by adding to them a footpath commencing at Point A (Grid Ref. ST 6821 8020), where it joins with public restricted byway LWE 37 and the adopted highway on Broad Lane, running north eastwards along the bed of an old mineral railway track for 80m where it passes under a railway bridge and then continues for 520m to Point Y and then north eastwards for 25m and then north westwards for 25m to Point Z where it joins with public footpath LWE 18 and shown as a bold broken line marked A-Y-Z on the order map. The width of the path varies:- between Point A and the railway bridge a width of 1.4m with pinch points for the first 1.5m; 50cm between gate post and fence and 35cm between gate post and tree roots. Widens to 4.4m at the railway bridge with a pinch point under the centre of the bridge of 50cm between the wall of the bridge and a concrete pipe/pile of rock. From the northern side of the bridge, path remains 4.4m wide for 68m where it then narrows and the remainder of the path, to Point Z, varies between 2.2m and 2.5m in width. The total length is 650m. The number of the footpath to be added is LWE 84. The order became operative on 29 June 2023 and a copy of the order, as confirmed, and the order map may be seen free of charge at Downend Public Library, Buckingham Gardens, Downend, South Gloucestershire, during normal opening hours and at Yate One Stop Shop (access via West Walk), Kennedy Way, Yate BS37 4DQ during normal office hours. Copies of the order and map may be bought at the undermentioned offices at the price of £6.50. 
Any person aggrieved by the order who desires to question the validity of, or of any provision contained therein on the grounds that it is not within the relevant powers of the Wildlife and Countryside Act 1981, or on the grounds that any of the relevant requirements of that Act has not been complied with in relation to the order, may within six weeks of the date of this Notice, apply to the High Court for this purpose.

Details of the proposed changes
NOTICE is hereby given that South Gloucestershire District Council proposes to make an order under sections 1(1), 2(1) to (3) and 4(2) of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended the effect of which will; a)prohibit vehicles waiting, subject to specified exemptions, between the hours of 9am and 4pm on Monday to Friday (inclusive) and remove the requirement for the written authorisation for permit holders to include the registration mark of the vehicle in lengths of KENMORE CRESCENT, KENMORE DRIVE and KENMORE GROVE, Filton; and b) vary further the South Gloucestershire Council (Southern Brooks Area) (Prohibition and Restriction of Waiting) (Consolidation) Order 2012, as varied, in so far as it relates to the lengths of road specified in item a) above, the provisions of which will be brought forward into the new order. Exemptions in the order permit any vehicle to wait for the purpose of boarding or alighting; loading or unloading goods; delivering postal packets; maintenance of the road; supply of gas, water or electricity; the pursuance of statutory powers or duties; taking in petrol, oil, water or air from any garage; weddings or funerals and in accordance with the current provisions for vehicles displaying a disabled person’s badge.
