What is happening?
CITY OF BRISTOL
EAST BRISTOL LIVEABLE NEIGHBOURHOODS, EASTON, LAWRENCE HILL, ST. GEORGE CENTRAL,
ST. GEORGE TROOPERS HILL AND ST. GEORGE WEST WARDS, RESERVED BUS LANES,
PROHIBITIONS OF DRIVING, ONE WAY TRAFFIC AND CONTRA CYCLE LANES,
WAITING PROHIBITIONS AND RESTRICTIONS, AND PARKING PLACES – TRAFFIC ORDERS
The City Council of Bristol hereby gives NOTICE it proposes to make the following traffic orders to support
the ‘East Bristol Liveable Neighbourhood’ scheme, the aim of which is to achieve a better balance of how
streets are used by residents and motorists:-
A. CAE/RGW/P-1282A – the City Council of Bristol (Avonvale Road, Marsh lane and Pilemarsh, Easton,
Lawrence Hill, St. George Central, St. George Troopers Hill and St. George West Wards, City of Bristol)
(Reserved Bus Lanes) Order 202-, the effect of which would be to introduce two-way traffic flow bus-only
lanes (bus gates) in lengths of Avonvale Road, Marsh Lane and Pilemarsh for use by buses, pedal
cycles, public service vehicles, solo motorcycles, taxis and authorised vehicles.
Authorised access through East Bristol Liveable Neighbourhood Bus Lanes (Bus Gates) would
be permitted, subject to application and written approval by the Council, to vehicles registered to:-
• families with children with Special Education Needs and Disability (as defined in Section 20 of the
Children and Families Act 2014) who are in receipt of a Personal Travel Budget (PTB) (pursuant to
section 508B of the Education Act 1996) and who reside within the proposed East Bristol Liveable
Neighbourhood area
• care providers attending residents within the proposed East Bristol Liveable Neighbourhood area
• residents within the proposed East Bristol Liveable Neighbourhood area who are in receipt of
a disability road tax exemption for their vehicle which must be registered in the disabled person’s name
or their nominated driver’s name
B. CAE/RGW/P-1282B – the City Council of Bristol (Various Roads, Victoria Avenue Area, Easton,
Lawrence Hill, St. George Central, St. George Troopers Hill and St. George West Wards, City of Bristol)
(Prohibition of Driving) (One Way Traffic, Contra Flow Cycling and Contraflow Cycle Lane) Order 20--,
the effect of which would be:-
1. to prohibit any motor vehicle from entering or proceeding in lengths of Barnes Street, Barton Hill Road,
Beaufort Road, Cobden Street, Ducie Road, Glebe Road, Lincoln Street, The Avenue, Wicket Lane;
2. to introduce one way traffic (with exemption for pedal cycles) working in:-
(a) a northerly direction in Cobden Street; and
(b) a southerly direction in Morton Street;
3. to revise the existing one way traffic working in Mildred Street, Northcote Road, Queens Road
and Verrier Road to include exemptions for pedal cycles;
4. to remove one way traffic working in Barnes Street, Cobden Street (south of Morley Street/Victoria Avenue),
Ducie Road, Glebe Road, Grindell Road and Wicket Lane;
5. to remove the contra flow cycle lane in Cobden Street (south of Victoria Avenue);
6. to replace a section of School Street Mon-Fri 8:30am to 9:15am and 2:40pm to 3:30pm prohibition
of driving and a small section of one way traffic (with exemption for pedal cycles) at the eastern end
of Victoria Avenue with prohibition of driving at any time
7. to introduce a new section of prohibition of driving on Victoria Avenue between its junctions with
Byron Street and Morse Road; and
8. to amend the operating times of the remaining length of School Street prohibition of driving in
Victoria Avenue from Mon-Fri 8:30am to 9:15am and 2:40pm to 3:30pm to operate Mon-Fri 8:30am
to 9:15am and 3:10pm to 3:50pm. in line with Redfield Educate Together’s new opening hours.
Existing one way and one way with pedal cycle exemption provisions in Byron Street, Cobden Street (north
of Morley Street/Victoria Avenue), Cossham Road, Leonard Road, Morse Road, Netham Road, Pilemarsh
Road, Richmond Road, Salisbury Street, Seneca Street, Sherbourne Street, Victoria Street, Weight Road,
Witchell Road and Worsley Street, and the existing contra flow cycle lanes in Cobden Road (north of Morley
Street/Victoria Avenue), Netham Road and Victoria Avenue would be brought forward into the new order
unamended.
The Council is satisfied that the prohibition of driving provision proposed should operate for more than
8 hours in any period of 24 hours for avoiding danger to persons or other traffic using the road to which
the order relates or any other road, or for preventing the likelihood of any such danger arising.
C. CAE/RGW/P-1282C – the City Council of Bristol (Various Roads, St. George Area, Lawrence Hill,

(Prohibition and Restriction of Waiting) (Prohibition of Stopping) (Loading Places) (Bus Parking Places)
(Disabled Persons’ Parking Places) (Car Club Parking Places) Order 202-, the effect of which would be:-
1. to introduce prohibition of waiting arrangements for vehicles in lengths of Arthur Skemp Close, Atchley
Street, Barton Court, Butlers Close, Charlton Street, Claremont Terrace, Cotton Mill Lane, Diamond
Road, Ebenezer Street, Ford Street, Glendare Street, Granville Street, Great Western Lane, Handel
Avenue, Hedwick Avenue, Hedwick Street, Herapath Street, Jubilee Road, Lambley Road, Lewin
Street, Malvern Road, Parkfield Avenue, Peters Terrace, Quayside Lane, Queens Road, Robert
Street, Shaftesbury Terrace, Speedwell Avenue, St. Georges Avenue, St. Patricks View, Summerhill
Terrace and Weston Avenue;
2. to revise prohibition of waiting arrangements for vehicles in lengths of Avon Park, Avonvale Road,
Barnes Street, Barrow Road, Barton Hill Road, Beaconsfield Street, Beam Street, Beaufort Road,
Blackswarth Road, Bradhurst Street, Chancery Street, Cobden Street, Cooperage Road, Cossham
Road, Crews Hole Road, Derby Street, Ducie Road, Fireclay Road, Gladstone Street, Glebe Road,
Grindell Road, Holmes Street, Lincoln Street, Marsh Lane, Morley Street, Morton Street, Napier
Street, Netham Road, Northcote Road, Old Lamb Close, Richmond Road, Salisbury Street (Lawrence
Hill), Salisbury Street (St. George), Sarah Street, Seneca Street, Sherbourne Street, Stuart Street,
The Avenue, Tichborne Road, Victoria Avenue, Wicket Lane and Worsley Street;
3. to revise restriction of waiting arrangements for vehicles in lengths of Avonvale Road, Beam Street,
Blackswarth Road, Ducie Road, Lincoln Street, Northcote Road, Richmond Road, Sarah Street and
Seneca Street;
4. to remove restriction of waiting arrangements for vehicles in lengths of Cossham Road, Ebenezer
Street, Salisbury Street and Sherbourne Street;
5. to revise prohibition of loading/unloading arrangements for vehicles in a length of Richmond Road;
6. to introduce a loading place in Barnes Street; and
7. to introduce Mon-Fri 9am-5pm 2 hours max stay (no return within 4 hours) disabled persons’ parking
places in Beam Street and Tichborne Road.
Opportunity would also be taken to correct anomalies between the provisions of the existing traffic orders
and on-site road markings/signs in relation to waiting prohibitions in Access between Baden Road and
Hayward Road, Cobden Street, Crews Hole Road, Old Lamb Close, Victor Street and Worsley Street.

How to object
Objections to the proposals, together with the grounds on which they are made, must be submitted
by 20th February 2024. This can be done online via www.bristol.gov.uk/EBLN-TRO or sent in writing
to Traffic Regulation Orders Team (100TS), PO Box 3399, Bristol, BS1 9NE quoting the relevant reference
as above. Please include your name and address and note that all representations received may
be considered in public by the City Council and that the substance of any representation together with
the name and address of the person making it could become available for public inspection.
