1. The Council of the London Borough of Richmond upon Thames on 24 January 2024 made the above Orders under section 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Waiting and Loading Restriction Amendment Order will be to introduce lengths of yellow lines as set out in the schedule to this Notice.

3. The general effect of the Reversal of One-Way Traffic Order will be to amend the extent of start of the one-way working in Grosvenor Road, so it starts at a point 10 metres north-west of the north-western herb-line of Holly Road.

4. Copies of further particulars relating to the Orders, which come into operation on 29 January 2024: -

(a) can be inspected, quoting Reference 22/062, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices

5. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.

Grosvenor Road, Twickenham:To adjust the start point of the one-way working in Grosvenor Avenue, so it starts from a point 10 metres north-west of the north- western kerb-line of Holly Road.
Grove Gardens, Teddington:To introduce double yellow lines ("no waiting at any time") in Grove Gardens, Teddington around the green.
Napoleon Road, Twickenham:To introduce double yellow lines ("no waiting at any time") around the cul-de-sac of Napoleon Road, outside Nos 47 and 48.
Nightingale Road/Acacia Road junction, Hampton:To introduce lengths of double yellow lines ("no waiting at any time") at the junction of Nightingale Road and Acacia Road.
North Road, Kew:To introduce double yellow lines ("no waiting at any time") on the western side of North Road, opposite the junction of West Park Road.
Plevna Road, Varma Road and Avenue Road, Hampton:To introduce double yellow lines ("no waiting at any time") at the junctions of Avenue Road/ Varma Road and the junction of Plevna Road/ Varma Road.
Richmond Road Slipway, Twickenham:To introduce double yellow lines ("no waiting at any time") on the south-side of the slipway, and to remove the pay and display footway parking at the same location._
Sandy Lane, TeddingtonTo extend the existing double yellow lines ("no waiting at any time") on the north-eastern side of Sandy Lane, south-eastwards of the junction with Shaef Way by 41 metres in a south-easterly direction.
Sunnyside Road, Teddington:To introduce double yellow lines ("no waiting at any time") in lengths of Sunnyside Road, at both junctions with Princes Road and outside and opposite Nos. 56-68 and outside and opposite Nos. 14/16 Sunnyside Road and Durham Court.
Wills Crescent, Hounslow:To introduce double yellow lines ("no waiting at any time") in the turning circle at the eastern extremity of Wills Crescent, opposite Nos. 145-147 and adjacent to Nos. 149-151 Wills Crescent.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)

Temporary Road Closure Strawberry Vale, Twickenham

(Reference 24/023)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer pipe replacement works, they intend to make a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Strawberry Vale, Twickenham.

2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in a southbound direction in Strawberry Vale from a point at the junction with Waldegrave Road to a point outside No. 1 a Strawberry Vale.

3. The cycle lane will be suspended in Strawberry Vale in a southbound direction from the junction with Waldegrave Road to a point outside 1 a Strawberry Vale.

4. The order will come into effect on 05 February 2024. The works are anticipated to be in progress between 05 February and 23 February 2024. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. An alternative route for vehicles affected by the closure will be available via:

Cycle Diversion Route: Southbound only: Waldegrave Road, and Waldegrave Park.

Vehicle Diversion Route: Waldegrave Road, High Street, Teddington, Ferry Road, Manor Road and Twickenham Road.

7. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance purposes.

8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)

Temporary Bus Lane Suspension Castelnau, Barnes.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate electrical connection works, they have made a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Castelnau Barnes.

2. Whilst the works take place, the bus lane in Castelnau between a point outside numbers 55 to 71 Castelnau shall be suspended the effect being that vehicular traffic shall be permitted to proceed in that length of bus lane.

3. The order will come into effect on 29 January 2024, the works are anticipated to be in progress from 29 January to 02 February 2024. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)

Temporary Road Closure Church Road, Ham.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas connections works, they have made a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Church Road, Ham.

2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Church Road, Ham from the junction with The Shires north westwards for a distance of 40 meters.

3. The order will come into effect on 29 January 2024, the works are anticipated to be in progress from the 29 January until 02 February 2024. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Ham Gate Avenue, and Upper Ham Road.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)

Temporary Road Closure George Street and King Street, Richmond.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate crane operation works, they have made a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in George Street and King Street, Richmond.

2. Whilst the works take place no person shall cause or permit any vehicle to:-

(a) enter or proceed in King Street from is junction with George Street;

3. proceed, wait or stand in George Street from a point outside number 1 to 9 George street to its junction with Red Lion Street/Water Lane.

4. The order will come into effect on 27 January 2024, the works are anticipated to be in progress from 27 January to 28 January 2024 only. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

5. An alternative route for vehicles affected by the closure will be available via Red Lion Street, Hill Street, Bridge Street, Richmond Road, St Margarets Road, The Avenue, Twickenham Road, Kew Road, The Quadrant and vice versa.

6. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

7. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance purposes.

8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
