(EASTON AND ST. PHILIPS AREA, ASHLEY AND LAWRENCE HILL WARDS, CITY OF BRISTOL) (RESIDENTS’ PARKING AREA) (ON-STREET PARKING PLACES) (PROHIBITION OF WAITING AND STOPPING) ORDER 2024
The City Council of Bristol hereby gives NOTICE that on 18th January 2024 it made the following traffic order, the effect of which is to amend operation of the Easton and St. Philips Residents’ Parking Area (“the Area”) so as:-
1. to increase the Monday to Saturday 9.00 a.m. to 5.00 p.m. pay and display parking place maximum stay from 2 hours to 3 hours in Anvil Street, Beaumont Street, Broad Plain, Gloucester Lane, James Street, Jubilee Street, Kingsland Road, Louisa Street, Midland Road, New Thomas Street, Newton Street, Perry Street, Russ Street, Stapleton Road, Thrissell Street, Trinity Street, Waterloo Street, West Street and White Street;
2. to increase the Monday to Saturday 9.30 a.m. to 4.30 p.m. pay and display parking place maximum stay from 2 hours to 3 hours in Old Market Street and West Street;
3. to increase the Monday to Friday 9.00 a.m. to 5.00 p.m. shared use permit parking and/or pay and display parking place maximum pay and display stay from 2 hours to 3 in Anvil Street, Armoury Square, Barton Road, Beaumont Street, Beaumont Terrace, Braggs Lane, Clark Street, Clifton Place, Clifton Street, Gloucester Lane, Goodhind Street, Hassell Drive, Horton Street, Kingsland Road, Lawford Street, Midland Road, Midland Street, New Hawkins Street, New Kingsley Road, New Street, Newton Street, Old Bread Street, Pennywell Road, Trinity Street, Trinity Walk, Unity Street, Waterloo Place, Waterloo Road and Winsford Street;
4. to revise parking charges at the pay and display parking places specified in items 1-3 above so as:-
(a) to retain the first 30 minutes free of charge;
(b) to revise £1.00 for up to 1 hour to £1.50;
(c) to revise £2.00 for up to 2 hours to £3.00; and
(d) to introduce £4.50 for up to 3 hours;
5. to retain 9.00 a.m. and 5.00 p.m. Monday to Friday permit parking places and permit parking areas;
6. to revise the residents’ permit parking place scheme – residents of the Area (excludes halls of residence and any residence identified as a Car Free/Low-Car Development), may apply for up to three residents’ permits per year, subject to specified exclusions, (valid for 2 vehicles each) – existing permit charges of £30.00 for a first permit or any vehicle at Council discretion (with no charge for a low emission vehicle); £80 for a second permit and £200 for a third permit, will be revised as follows:-
(a) the first residents’ permit -
• free of charge for CO2 emissions range 01-100g/km/Band A
• £22.50 for CO2 emissions range 101-110g/km/Band B
• £45.00 for CO2 emissions range 111-225g/km/Band C to Band K
• £67.50 for CO2 emissions range 226-over 255g/km/Band L and Band M
• £45.00 for a vehicle registered before 1st March 2001 or any other vehicle acceptable at the discretion of the Council;
(b) £100 for any second residents’ permit; and
(c) £220 for any third residents’ permit;
7. to revise the visitors’ permit scheme charge whereby specified residents may apply for up to 50 daily scratchcard visitors’ permits free of charge, and a further 50 visitors’ permits, from £1.00 to £1.30 per permit, per year;
8. to retain the free essential visitors’ permit scheme;
9. to revise the business permit scheme (whereby a business may apply for two business permits, at a charge of £100.00 for the first and £200.00 for a second, and where any business conducted from more than one address within the area may apply for up to two business permits for each separate address) so a business may apply for up to seven business permits valid for 2 operational vehicles each, at a charge of £200 per permit, per year, or free of charge for an electrically propelled vehicle – multiple property provisions will be retained;
10. to introduce a discounted business permit whereby a school, charity, place of worship or business in receipt of full small business rate relief may apply for up to seven business permits, valid for 2 operational vehicles each, at a charge of £118 per permit, per year, or free of charge for an electrically propelled vehicle;
11. to revise the customer permit scheme (whereby a business may apply for up to five customer permits at a charge of £100 each and where any business conducted from more than one address within the area may apply for up to five customer permits for each separate address) so a business may apply for up to seven customer permits for use by a vehicle belonging to a customer at a charge of £208 per permit per year; or at a discounted charge of £125 per permit per year for a school, charity, a place of worship or a business in receipt of full small business rate relief;
12. to introduce provision whereby the maximum combination of business permits and customer permits issued to any one applicant will be seven in total;
13. to revise the traders’ permit charges from £192.00 per year to £224.00, or 25 daily scratchcard traders’ permits at a charge of £62.50 with a maximum of 3 issues per year to £73.00;
14. to revise the medical permit scheme charge from £192 per year to £224.00;
15. to retain replacement permit provisions and £5.00 charge;
16. to retain existing disabled persons’ parking places, car club parking places, loading places, Monday to Saturday 8.00 a.m. to 6.00 p.m. loading places and Monday to Saturday 9.30 a.m. to 4.30 p.m. loading places within the Area;
17. to retain existing prohibition and restriction of waiting, loading, unloading and no stopping on school entrance markings arrangements for vehicles within the Area; and
18. to retain all existing permit eligible roads as such.
Current Area permits will remain valid until their due expiry and then be subject to necessary further regulation by this new order.
The medical permit charge at item 14. will be modified following a drafting in error in the proposal documents.
This Order will come into operation on 5th February 2024 and a copy thereof, together with plans, a copy of the order being revoked and Statement of the Council’s Reasons for making the order may be inspected at the Citizen Service Point at 100 Temple Street, Bristol, BS1 6AG between 10.00 a.m. and 4.00 p.m. on Monday to Friday.
Any person who desires to question the validity of, or of any provision contained in the order on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 as amended, or on the grounds that any of the relevant requirements of that Act has not been complied with in relation to the order, may within six weeks after the date on which the order was made, apply to the High Court for this purpose.
