What is happening?

THE SURREY COUNTY COUNCIL

A23 London Road North, Merstham Temporary Prohibition of Traffic Order 2024
On 24 January 2024 Surrey County Council made the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of A23 London Road North, Merstham that extends from the northern side of its junction with B2031 Shepherds Hill, to the southern side of its junction with Glebe Road. This Temporary Traffic Order is required to enable Connect Plus Services to carry out carriageway repairs and/or road marking works and/or soft estate works and/or drainage and/or lighting and/or maintenance works. These works are anticipated to be carried out between the hours of 10pm and 5am, within 5 nights of the 18 month period of operation of this Temporary Traffic Order which commences on 29 January 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access will be maintained for pedestrians and dismounted, cyclists and equestrians at all times. Access for emergency vehicles, residents and businesses will be maintained at all times under escort of site operatives. Alternative route:- London Road North, Redhill High Street, London Road South, London Road, Princess Way, Marketfield Way, Redstone Hill, Nutfield Road, Nutfield High Street, Bletchingley Road, Castle Street, Bletchingley High Street, Godstone Road, Bletchingley Road, Godstone High Street, Oxted Road, Godstone By-Pass, Godstone Interchange, Godstone Hill, Godstone Road, Caterham By-Pass, Wapses Lodge Roundabout, Godstone Road, Godstone Road, Purley Road, Brighton Road, Farthing Way and Brighton Road.

A245 Randalls Road, Leatherhead Temporary Prohibition of Traffic Order 2024
On 24 January 2024 Surrey County Council made the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of A245 Randalls Road, Leatherhead that extends from its junction with C131 Oaklawn Road, to its junction with A245 Station Approach. This Traffic Order is required to enable Surrey County Council to carry out highway dressing and/or resurfacing and/or improvement and/or maintenance and/or footway works. These works are anticipated to be carried out between the hours of 8pm and 6am, within 5 nights of the 18 month period of operation of this Temporary Order that commences on 08 February 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency services, pedestrians and, dismounted cyclists and equestrians will be maintained at all times. Access for residents and businesses will be maintained at all times via the alternative route:- Vehicular traffic will be diverted via:- From North of Closure – A245 Randalls Road, C131 Oaklawn Road, A244 Oxshott Road, A243 Kingston Road, A243 By-Pass Road, A245 ByPass Road, A245 Kingston Road, A245 Bull Hill, A245 Station Road, A245 Station Approach Road and A245 Randalls Road. From South of Closure – A245 Randalls Road, A245 Kingston Road, A245 By-Pass Road, A243 By-Pass Road, A244 Oxshott Road, C131 Oaklawn Road and A245 Randalls Road. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner.

Chestnut Avenue (D488) Westerham Temporary Prohibition of Traffic Order 2024
On 24 January 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Chestnut Avenue (D488) Westerham as extends from its junction with the access to the property known as “Park Wood Golf Club” to its junction with the access to the property known as “Mole End”. Alternative Route: (B2024) Clarks Lane, (B2024) Croydon Road, (A25) Vicarage Hill, (A25) Brasted Road, (A233) Beggars Lane, (A233) London Road, and (A233) Westerham Hill, Tatsfield Lane, Rag Hill Road, and Church Hill, or this route in reverse. This Order is required to facilitate excavation of air valve replacement works for, or on behalf of Thames Water. These works are anticipated to be carried out over 5 days between 8am and 5pm, during the 12-month period of operation of this Order which will commence on 29 January 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times. Due to the nature of the works, it will not be possible to maintain vehicular access through the closure, and all vehicular traffic, including the emergency services will be required to use the signed diversion route. No sole access will be affected by this closure.

Honeypot Lane (C92) Edenbridge Temporary Prohibition of Traffic Order 2024
On 24 January 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Honeypot Lane (C92) Edenbridge. Alternative Route: Dwelly Lane, Haxted Road, Lingfield Road, Crouch House Road, and Little Browns Lane, or this route in reverse. This Order is required to facilitate access to network pole testing works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 1 day between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 02 February 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists. 

Woodhurst Lane (D424) Oxted Temporary Prohibition of Traffic Order 2024
On 24 January 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Woodhurst Lane (D424) Oxted as extends from its junction with (A25) East Hill to its junction with (D425) Quarry Road. Alternative Route: (A25) East Hill, (A25) West Hill, (C84) High Street, (C84) Beadles Lane, (C84) Hall Hill, (D423) Tanhouse Road, and (D424) Woodhurst Lane, or this route in reverse. This Order is required to facilitate telecom communication works for, or on behalf of Safe Dig Utilities. These works are anticipated to be carried out over 3 days between the hours of 8am and 5pm during 12-month period of operation of this Order which will commence on 05 February 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for residents, pedestrians and dismounted cyclists will be maintained at all times. All other traffic, including the emergency services will be required to use the signed diversion route. 

Reigate Road (A240) Burgh Heath Temporary Prohibition of Traffic Order 2024
On 24 January 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Reigate Road (A240) Burgh Heath as extends from its junction with (D1039) West Drive to its junction with the pedestrian crossing leading to the access to the property known as “Asda Supermarket”. Alternative Route: (A240) Reigate Road, Burgh Heath, (A217) Brighton Road, (A2022) Fir Tree Road, and (A240) Reigate Road, Epsom Downs, or this route in reverse. This Order is required to facilitate highways maintenance/ carriageway/footway improvement works for, or on behalf of Surrey County Council. These works are anticipated to be completed within 6 weeks, during the 18-month period of operation of this Temporary Order that commences on 01 February 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highway during these works will be removed to outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for emergency services and residents will be maintained, as well as pedestrians and cyclists, all other traffic will be required to follow the diversion route. (N.B) Access into Asda Supermarket will not be affected.

Godstone Road (A22) Whyteleafe Temporary Prohibition of Right Turn Order 2024
On 24 January 2024 Surrey County Council made the abovementioned Temporary Order under section 14(1) of the Road Traffic Regulations Act 1984, the effect of which will be to prohibit vehicles that are travelling northbound on Godstone Road (A22) Whyteleafe from turning right into (X10212) Well Farm Heights. Alternative Route: Northbound on (A22) Godstone Road, (A22) Godstone Road Roundabout, southbound on (A22) Godstone Road, and Well Farm Heights. This Temporary Traffic Order is required to allow improvement works and/or any other associated works to be carried out by, or on behalf of Surrey County Council. These works are anticipated to be carried out over 8 days between the hours of 8am and 5pm, Monday to Friday only, within the 18-month period of operation of this Temporary Order that commences on 01 February 2024. Advanced warning signs will be displayed, and the temporary prohibition will only operate when the relevant traffic signs are displayed. The above restriction shall not apply to vehicles being used in relation to anything done with the permission or at the direction of a police constable in uniform; or in accordance with any restrictions or requirement indicated by traffic signs placed on the road by or on behalf of the Police.

Westcott Heath (D288) Westcott Temporary Prohibition of Traffic Order 2024
On 24 January 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of the northeastern arm of Westcott Heath (D288) Westcott which extends from its junction with A25 Guildford Road to the north-western kerb-line of Heath Rise. This Order is required to enable SGN to facilitate new gas connection works, which is anticipated to be completed within 5 days, between 8am and 4pm, during the 12 month period of operation of this Order which will commence on 29 January 2024. Advanced warning signs will be displayed and the temporary closure, which will be in force 24 hours per day, will only operate when the relevant traffic signs are displayed and to the extent indicated by those signs. 
Access to premises within the affected length of road, including access by emergency service vehicles to these properties, will be maintained at all times, as will access for pedestrians and cyclists. 
Alternative Route – Westcott Heath and A25 Guildford Road or vice versa.

Broomehall Road (D296) Coldharbour Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to (a) prohibit vehicles from entering or proceeding in that length of Broomehall Road (D296) Coldharbour as extends from its junction with the access to the property known as “Mountfield” to its junction with the access to the properties known as “The Master Builders”, “Kitlands Farm”, “Kitlands”, “Kitlands Court”, and “Kitlands Cottage”; and (b) suspend “The Surrey County Council Various Roads in the District of Mole Valley Temporary Prohibition of Traffic Order (No.1) 2023” insofar as it affects that length of road specified in part (a) to this Notice. 
Alternative Route – Broomehall Road; Abinger Road; Leith Hill Lane; Etherley Hill; Ockley Road; Forest Green Road; (A29) Stane Street; and Broomehall Road or this same route in reverse. The Order is required to allow new mains water connection and/or any other associated works to be carried out by, or on behalf of SES Water within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over 5 days between the hours of 8am and 5pm within the 12-month period of operation of the Temporary Order that commences on 19 February 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times. All vehicular traffic including residents and the emergency services will be required to use the signed diversion route. No sole access will be affected by this closure.

Old Road (D309) Betchworth Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to (a) prohibit vehicles from entering or proceeding in that length of Old Road (D309) Betchworth as extends from its junction with (C57) Old Reigate Road and (C57) The Street to its junction with the access to the properties known as “The Old Nurseries,” “Ye Olde Gatehouse,” “Hartsfield Court,” “Little Harsfield” and “Old Wall Cottage”. Alternative Route: Old Reigate Road; Station Road; A25 Reigate Road; and Old Road; and (b) suspend “The Surrey County Council Old Road (D309) Betchworth Temporary Prohibition of Traffic Order 2023” in its entirety. The Order is required to allow new fibre service connection and/or any other associated works to be carried out by, or on behalf of BT Openreach within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over 2 days between the hours of 9.30am and 3.30pm within the 12-month period of operation of the Temporary Order that commences on 22 February 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for residents, the emergency services, pedestrians and dismounted cyclists will be maintained at all times. 

East Grinstead Road (C88), Felcourt Road (C88), Blackberry Lane (D412) Lingfield Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of:
(a) East Grinstead Road (C88) which extends from the northern edge of “Jack’s Bridge” to its junction with Felcourt Road (C88)/Blackberry Lane (D412). (b) Felcourt Road (C88) which extends from its junction with Blackberry Lane (D412) to 90m southwest of its junction with Blackberry Lane (D412). (c) Blackberry Lane (D412) which extends from its junction with Felcourt Road (C88) to the southern property boundary line of “Giza House”. Alternative Route – East Grinstead Road (C88), Newchapel Road (B2028), Eastbourne Road (A22), Woodcock Hill (A22), London Road (A22), Lingfield Road (C88), Felcourt Road (C88), Blackberry Road (D412) and Blackberry Lane (D412). The Order is required to allow Surrey County Council to carry out bridge works which is anticipated to be completed within 4 weeks, during the 18 month period of operation of this Order which will commence on 12 February 2024. However, the closure is anticipated to be in place for 24 hours per day. The Council are satisfied that, in accordance with Section 3(2) of the Act, vehicular access to and from premises within the length of road in specified above, or accessible only therefrom may be restricted in order to avoid danger to persons or other traffic using the road or for preventing such danger from arising and/or preventing damage to the road. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians, emergency vehicles, premises and cyclists will be maintained via the signed diversion route. 

White Hill Lane (C70), Bletchingley Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of White Hill Lane (C70), Bletchingley which extends from its junction with Place Farm Road (C70) towards northeast bound for 390m. Alternative Route – White Hill Lane (C70), Springbottom Lane (D387), Warwick Wold Road (D388), Bletchinley Road (C69), Pendell Road (C69), Sandy Lane (D389) and Brewer Street (D389) or the same route in reverse. The Order is required to allow BT Openreach to carry out telecom works which is anticipated to be completed within 1 day, between 9:30am and 3:30pm, during the 12 months period of operation of this Order which will commence on 12 February 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Access for emergency vehicles and premises will be maintained within the closure. 

Silkham Road (D442) Oxted Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Silkham Road (D442) Oxted which extends from its junction with Chichele Road to its junction with Field Court. This Order is required to enable Southern Water to facilitate gas connection works, which is anticipated to be completed within 3 days, between 8am and 6pm, during the 12 month period of operation of this Order which will commence on 14 February 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. 
Access to premises within the affected length of road including access by emergency vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists. Alternative 
Route 1 – Chichele Road, Barrow Green Road, Gordons Way, Central Way, Chalkpit Wood, Barnetts Shaw and Silkham Road; Alternative 
Route 2 – Silkham Road, Chalkpit Wood, Barnetts Shaw, Central Way, Gordons Way and Barrow Green Road. 

Tilburstow Hill Road (D395), Godstone Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Tilburstow Hill Road (D395), Godstone which extends from the southeastern property entrance of “Godstone Farm” towards 200m northbound. Alternative Route – High Street (B2236), Bletchingley Road (A25), Rabies Heath Road (D394) and Tilburstow Hill Road (D395) or the same route in reverse. The Order is required to allow BT Openreach to carry out telecom work, which is anticipated to be completed within 1 day, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 15 February 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Access for emergency vehicles and residents will be maintained within the closure. 

Cedar Close (D1355) Warlingham Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Cedar Close(D1355) Warlingham. This Order is required to facilitate installation of new mains water works for, or on behalf of SES Water. These works are anticipated to be carried out over 5 days between the hours of 8.30am and 4.30pm, during the 12-month period of operation of this Temporary Order that commences on 19 February 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists. There is no alternative route for this closure.

Leatherhead Road (D2503) Bookham Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Leatherhead Road (D2503) Bookham as extends from its junction with (A246) Leatherhead Road to its junction with (D2565) South End. Alternative Route: (D2503) Leatherhead Road and (A246) Leatherhead Road. This Order is required to facilitate underground cabling works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 2 nights between the hours of 8pm and 6am, during the 12-month period of operation of this Temporary Order that commences on 19 February 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.
