What is happening?
Essex County Council
(Parsonage Lane, Howe Street)
(Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Parsonage Lane, Howe Street in the City of Chelmsford, from its junction with Main Road to its junction with Chatham Hall Lane a distance of approximately 415m.
The closure is scheduled to commence on 19th February 2024 for 12 days, or where stated on a valid permit (KA140GREHSWP24 – Gigaclear).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while duct laying works are undertaken by Gigaclear.
An alternative route is available via Main Road, The Village, Chelmsford Road, Main Road, Braintree Road, Chatham Hall Lane and vice versa.
The Order will come into effect on 1st February 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Church Road, West Hanningfield) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Church Road, West Hanningfield in the City of Chelmsford, from a point approximately 705m east of its junction with Helmons Lane for a distance of approximately 90m in an easterly direction. The closure is scheduled to commence on 6th February 2024 for 1 day, or where stated on a valid permit (EC30033621789 – UK Power Networks).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole renewal works are undertaken by UK Power Networks.
An alternative route is available via Middlemead, South Hanningfield Road, Main Road, Southend Road and vice versa (with access only into Church Road and West Hanningfield Road).
The Order came into effect on 18th January 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Dowsett Lane, Stock/Ramsden Heath)
(Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Dowsett Lane, Stock/Ramsden Heath in the City of Chelmsford, from the junction with Downham Road for a distance of approximately 970m in a south westerly then southerly direction.
The closure is scheduled to commence on 11th March 2024 for 5 days, or where stated on a valid permit (A5006ESSWSH0099 – County Broadband LTD).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by County Broadband LTD.
An alternative route is available via Hawkswood Road, Sudbury Road, School Road, Downham Road, Dowsett Lane and vice versa.
The Order came into effect on 18th January 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Maldon Road, Margaretting) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Maldon Road, Margaretting in the City of Chelmsford, from a point approximately 515m north east of its junction with Orton Close for a distance of approximately 40m in a north easterly direction.
The closure is scheduled to commence on 5th February 2024 for 5 days, or where stated on a valid permit (EN013307244 – Essex And Suffolk Water).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Essex and Suffolk Water.
An alternative route is available via Maldon Road, London Hill, Margaretting Road, Stock Road, A12, Main Road, Maldon Road and vice versa.
The Order came into effect on 18th January 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Temporary Prohibition of Traffic & Clearway & Temporary Introduction of 30mph Speed Limit) (No.1) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of road in the City of Chelmsford & District of Maldon as specified in the schedule to this Order.
2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on that length of road specified in the schedule for the duration of the closure to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.
3. To temporarily introduce a 30mph speed limit in that length of road as specified in the schedule.
“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only.
All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The works being undertaken will take place within an 18-month period from 18th January 2024, exact dates will be specified on http://roadworks.org/. The road will be closed to facilitate each phase of works and then re-opened to the public.
Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter / leaflet drop and advanced warning signs on the road.

(White Hart Lane, Springfield)
(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of White Hart Lane, Springfield in the City of Chelmsford, from both of its junctions with New Nabbotts Way Roundabout to both of its junctions with Nabbotts Farm Roundabout a distance of approximately 860m.
2. To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ in the above length of road for the duration of the closure only.
“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The closure/restriction is scheduled to commence on 5th February 2024 for 55 nights (19:00 - 05:00), or where stated on a valid permit (EP201EH2356115 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure/restriction is required for the safety of the public and workforce while toucan crossing and cycle route works are undertaken by Essex County Council.
An alternative route is available via New Nabbotts Way Roundabout, White Hart Lane, New Bowers Way Roundabout, White Hart Lane, White Hart Lane Roundabout, Colchester Road, Drovers Way Roundabout, Link from Drovers Way Roundabout to Generals Lane Roundabout, Generals Lane Roundabout, Beaulieu Parkway, Commonwealth Link, Channels Drive, Channels Drive Roundabout, Essex Regiment Way, Nabbotts Farm Roundabout and vice versa.
The Order came into effect on 18th January 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier
