(CITY OF OXFORD) (CENTRAL AREA, OXFORD) (CONTROLLED PARKING ZONE AND WAITING RESTRICTIONS) (VARIATION NO.23) ORDER 2024

NOTICE is given that on 22 January 2024 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984. The order, which comes into force on 29 January introduces a waiting restriction within the loading bays on the south side of George Street, applying between 10am and 6pm on all days. This is to prohibit parking in the loading bays during the day. No change is proposed to the time of operation of the loading bays (30-minute loading permitted between 6pm and 10am on all days). The Oxfordshire County Council (Central Area, Oxford) (Controlled Parking Zone) Order 2011 is further amended accordingly.

NOTICE is given that on 22 January 2024 Oxfordshire County Council made the above orders under the Road Traffic Regulation Act 1984. The variation orders further amend the following orders: The Oxfordshire County Council (North Summertown) (Controlled Parking Zone and Waiting Restrictions) Order 2007, Oxfordshire County Council (Oxford) (Lye Valley Area) (Restricted Parking Zone and Waiting Restrictions) Order 2016, Oxfordshire County Council (Oxford, Headington Northeast) (Controlled Parking Zone And Waiting Restrictions) Order 2022, Oxfordshire County Council (Oxford, Headington - The Lakes) (Controlled Parking Zone and Waiting Restrictions) Order 2023, Oxfordshire County Council (East Oxford) (Controlled Parking Zone Waiting Restrictions and Traffic Management) Order 2010, Oxfordshire County Council (Headington Quarry) (Controlled Parking Zone and Waiting Restrictions) Order 2006, the Oxfordshire County Council (Oxford, Hollow Way North Area) (Controlled Parking Zone and Waiting Restrictions) Order 2020, Oxfordshire County Council Oxfordshire County Council (West Oxford and Osney Mead) (Controlled Parking Zone and Waiting Restrictions) Consolidation Order 2009, Oxfordshire County Council (Oxford) (Cutteslowe & Five Mile Drive Area) (Controlled Parking Zone and Waiting Restrictions) Order 2014, Oxfordshire County Council (North Summertown) (Controlled Parking Zone and Waiting Restrictions) Order 2007, Oxfordshire County Council (Oxford, Hollow Way South Area) (Controlled Parking Zone and Waiting Restrictions) Order 2022, Oxfordshire County Council (Oxford, Headington Central) (Controlled Parking Zone and Waiting Restrictions) Order 2022, Oxfordshire County Council (Oxford, Marston North Area) (Controlled Parking Zone and Waiting Restrictions) Order 2021. The effect of the orders, which come into force on 29 January - in accordance with parking policy & planning permissions - is to amend the eligibility of the following properties to apply for Residents & Visitors Parking Permits as follows:

1. North Summertown - a) exclude the two new properties at No.15 & 15A Blandford Avenue from eligibility for resident's parking permits only. Visitor parking permits will remain available, b) exclude No.43 Davenant Road from eligibility for resident's parking permits only. Visitor parking permits will remain available. Nos. 43A & 41F will remain eligible for both resident's parking permits and residents' visitors' parking permits; and c) exclude No.55A Sunderland Avenue from eligibility for resident's parking permits and residents' visitors' parking permits.

2. Lye Valley - exclude No.1 Inott Furze from eligibility for resident's parking permits and residents' visitors' parking permits.

3. Headington Northeast - exclude a) No.3 Barton Lane, and b) new properties Nos.9, 10, 11 Gurden Place from eligibility for resident's parking permits and residents' visitors' parking permits.

4. The Lakes - exclude No.60 Headley Way from eligibility for resident's parking permits and residents' visitors' parking permits.

5. East Oxford - a) limit Nos.33,.35 & 37 Stockmore Street to apply for one resident's parking permit per property. Visitor parking permits will remain available, b) exclude Flat Nos.1-3 at No.30 Temple Street from eligibility for resident's parking permits and residents' visitors' parking permits.

6. Headington Quarry - allow No. 21 Binswood Avenue to apply for resident's parking permits & residents' visitors parking permits.

7. Hollow Way North - an administrative amendment will be made to ensure that the wording within the current Schedule 6 for the 35 metre shared-use parking bay on James Wolfe Road (located 90 metres southeast of the junction with Hollow Way) reflects the existing signage on site i.e. 'A. 30 Minute Parking Places 8.00am to 4.00pm - Monday to Friday; B. Permit holders only - 4.00pm to 8.00am on the following day - Monday to Friday; C. Two-Hour Parking Places 8.00pm to 6.30pm -Saturday and Sunday (Permit Holders Are Exempt From Time Limit); D. Permit Holders Only - 6.30pm to 8.00am on the Following Day - Saturday and Sunday'. There are no changes to the restrictions/parking provisions on the ground.

8. West Oxford - there is a minor administrative correction in the description for a West Street parking place.

9 & 10. Iffley Fields & Magdalen Road Area South - here is a minor administrative correction of references to 3 properties in Iffley Road being moved from order 10 to order 9, with no changes to permit holders or parking.

11. Cutteslowe & Five Mile Drive area - exclude the additional new property No.78A Linkside Avenue from eligibility for resident's parking permits only. The property will retain eligibility to apply for residents' visitors' parking permits.

12. Hollow Way (South) - exclude No.73 Horspath Road from eligibility for resident's parking permits and residents' visitors' parking permits.

13. Headington Central - a) exclude Flat Nos.15 & 16 at No.138-140 London Road from eligibility for resident's parking permits and residents' visitors' parking permits. Additionally, some administrative amendments have been made to this order:

b) The description of the 'permit holders only' bay on Langley Close (south side, 12 metres east of Windmill Road) will be moved from its incorrect listing in Schedule 10 (one-hour parking places) into Schedule 21. There will be no change to the signed restriction as currently in place. c)The description for the permit holders only parking place on Langley Close (west/south side, 15 metres west of Nos.75 & 77) will be corrected so as to state that the bay is located "Northwest of the common boundary of Nos.73 & 75" instead. Again, there will be no change to the existing restriction as currently in place. 14. Marston North Area - exclude No.26 Cavendish Drive from eligibility for resident's

parking permits and residents' visitors' parking permits. (VARIOUS ROADS - SOUTH OXFORDSHIRE) (MAP BASED) (PROHIBITION AND RESTRICTION OF WAITING AND PERMITTED PARKING) (VARIATION NO.14) ORDER 2022

NOTICE is given that on 22 January 2024 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984. The order, which comes into force on 29 January introduces a new parking scheme throughout the central Area of Thame. Description of the new measures are as follows:

1) Existing Waiting Restrictions to be removed:

a) Double Yellow Lines (Prohibition of Waiting at any time) will be removed in the following roads to allow permitted parking:

North Street - east side - from the boundary of No.50/51 to the northern boundary of No.61; and in High Street (to rationalise existing restrictions around marked bays) -northwest side - outside No.96 realignment to wrap around the island.

1) Amendments to Waiting Restrictions:

b) Double Yellow Lines will see some additions in the following roads: High Street -northside - Outside No.90 - realignment to meet the end of the parking bay outside No.90a.

2) Parking Places:

a) Dual use parking places - Mon to Sat, 8am to 6pm, Max Stay 2 hours (no return within 1 hour), or Thame (TH) residents permit holders:

High Street (lower) north & south sides between Nos.42 & 27; Upper High Street - south side - from No.35 to a point in line with No.26; Upper High Street - south side - existing bays between Nelson Street and Rooks Lane; Upper High Street - south side - changing existing limited waiting bays adjacent to the war memorial; Upper High Street - north side - the on-carriageway bays between No.4 to end of No.27a; North Street - west side - existing bays north of the library to No.13 (excluding existing disabled bays);

b) Residents Permit Holder only parking areas - Thame (TH) Mon to Sat, 8am to 6pm:

Nelson Street - east side - starting outside No. 18 and continuing to the existing no waiting restrictions outside No. 27a; Park Street - north side - changing existing time limited bays between No.3 and No. 49 (excluding existing disabled bays)

c) Introduction of a formalised Street Traders only Bay (Prefix ST01)

Applies to the existing area of No Waiting at any time (double yellow lines) adjacent to the Citizens Advice building located in the 'Upper High Street' car park. Charges apply at £150 per year, £75 - 6 months, and £40 for 3 months

d) Extension of the existing No Stopping except taxis bay with corresponding reduction in length of time limited bay:

Applies to the taxi bay located outside No. 3/4 on High Street opposite the town hall -proposed increase of 1 parking space.

e) Introduction of 24 hour permits for traders for use in the main car parks located on High Street and Upper High Street (Prefix TR):

Formalisation of existing scheme administered by Thame Town Council - daily charge of £7.50 applies - conditions apply.

3) Eligible properties:

Residents of the following roads will be able to apply for annual Residents and Visitors' Parking Permits and a local identifier of 'TH' will be shown on permits and on road signage at the entry points to those areas. Properties in the following roads are eligible to apply, subject to exclusions for properties with off-street parking:

High Street (both sides) - from its junction with Priest End to its junction with Southern Road; Nelson Street (both sides) - for its entire length; Park Street (both sides) - for its entire length; North Street (east side) - from the boundary with Butter Market to its junction with Wellington Street; North Street (west side) - from the boundary with Butter Market to its junction with Bull Lane.

Residents of the following roads will be able to apply for annual Residents Permits only and a local identifier of 'TH' will be shown on permits and on road signage at the entry points to those areas. Properties in the following roads are eligible to apply: High Street (both sides) - properties sited between the junction with Bell Lane and the junction with Cornmarket; Cornmarket (both sides) - for its entire length; Upper High Street (both sides) - from the junction with Cornmarket to its junction with East Street.

4) Residents permits:

Will be limited to one per resident with a maximum of two permits per property. A resident may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road.

5) Visitors permits:

Will be available for residents at eligible addresses, usually a maximum of 50 days' worth of permits will be issued per year and provided in blocks of 25. A temporary resident will be entitled to 25 visitors permits.

6) Charges:

a) for residents permits per property will be £100 per annum. Visitors permits for residents aged 70 or over will be free of charge. For other residents the first block of 25 visitors permits will be free and the second block will be £1 per permit so that the cost of the second block will be £25.

(b) Contractors may apply for a permit to use a parking place at a charge of £25 for any period not exceeding a week.

7) Other Matters:

a) A permit may be withdrawn if found to be granted based on false information, or if a permit has not been used in accordance with the provisions of the Order, or where it has been abused. This may result in suspension of eligibility for further permits.

b) Exemptions to the waiting restrictions and the restrictions on the use of parking places will include following exemptions: For disabled badge holders (maximum of three hours where there are no waiting restrictions are in force), Carers Permit holders, for loading and unloading, people boarding or alighting a vehicle, emergency services, universal service providers and vehicles being used in connection with road works and works to the utility services, and official funeral vehicles.

The Oxfordshire County Council (Various Roads - South Oxfordshire) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2021 will be further amended accordingly. Map Tile numbers EV102, EV103, EW103, EX103 & EX104 will also be replaced showing the new restrictions.
