ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)(a) AND 7 THE A14 TRUNK ROAD (JUNCTION 13 THRAPSTON, NORTHAMPTONSHIRE TO JUNCTION 20 ELLINGTON, CAMBRIDGESHIRE) (TEMPORARY RESTRICTION AND PROHIBITION OF TRAFFIC) ORDER 202
NOTICE IS HEREBY GIVEN that National Highways Limited(a) intends to make an Order on the A14 in the Counties of Northamptonshire and Cambridgeshire to allow for drainage improvement works, carriageway reconstruction and resurfacing, renewal of road markings and studs and safety barrier replacements to be carried out in safety. The works are expected to start on, or after, Friday 16 February 2024 and last for approximately 6 weeks. There would be some full weekend closures (8pm Friday to 6am Monday) starting on or after Friday 16 February 2024.
The works would be carried out using a combination of full carriageway closures, lane closures, gap closures and slip road closures. A temporary mandatory speed limit would be in force in the interest of safety. The closures and speed restrictions would be applied only to the extent that is necessary for particular works to be undertaken and would only apply during such times and to such extent as shall be indicated by traffic signs. The effect of the Order on the A14 would be to -
1. impose, for 24 hours daily, in conjunction with narrow lanes, a speed limit of 40 miles per hour or 50 miles per hour, with no overtaking, on the eastbound and westbound carriageways from Bythorn accommodation overbridge to Belton's Hill Overbridge, Spaldwick.
2. Close, alternately, the A14 -
- eastbound carriageway from the exit slip road at Junction 13, Thrapston to the entry slip road at Junction 20, Ellington,
- westbound carriageway from the exit slip road at Junction 20, Ellington to the entry slip road at Junction 13 Thrapston, and
- eastbound and westbound exit and entry slip roads at Junction 16 Catworth.
During the main carriageway closures traffic travelling eastbound would be diverted off the A14 at J13 then via the A605 to join the A1(M) southbound at J17 continuing on to the A1 to re-join the A14 at Brampton Hut Interchange; Non-motorway traffic would follow this diversion route but at A1(M) J17 would continue onto the A1139 Fletton Parkway, then A1260, A15 and B1043 to join the A1 southbound at Alconbury and on to re-join the A14 at Brampton Hut Interchange; vice versa for westbound traffic.
During the slip road closures at Junction 16 local traffic wishing to enter the A14 would be diverted via the B660 and B662 to join the diversion route above. Traffic wishing to exit would continue to the next open junction to exit, then return via the opposite carriageway back to J16 and continue their journey.
Access to or from the A14 from various side roads adjacent to the length of A14 described at 2 above would be restricted at times and local diversions would be in place. Access to properties fronting the A14 would be maintained at all times by escort during the works.
All laybys adjacent to the length of the A14 described at 2 above would be closed for 24 hours daily for the duration of the works.
A vehicle width restriction of 2.1 metres (6' 9") would be imposed in the outside lane of the length of carriageway described at 1 above when narrow lanes are in operation.
During the works the provisions of the A14 Trunk Road (Thrapston, Northamptonshire to Felixstowe, Suffolk) Temporary Prohibition of Traffic) Order 2023/1247 would be suspended in part by this order. The temporary mandatory speed limits (which would not apply to emergency service or special force vehicles), closures (which would not apply to emergency service, traffic officer, works or winter maintenance vehicles) and diversion routes would be clearly indicated by traffic signs. The Order would come into force on 12 February 2024 and may continue in force until the works detailed above have been completed, or for a maximum duration of eighteen months, whichever is the earlier.
