LONDON BOROUGH OF BARNET
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 23 THE BARNET (FREE PARKING PLACES, LOADING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS)
(AMENDMENT NO.*) ORDER 20** THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.*) ORDER 20** THE BARNET (PRESCRIBED ROUTE) (NO. *) TRAFFIC ORDER 20** SECTION 90A HIGHWAYS ACT 1980
NOTICE IS HEREBY GIVEN that the London Borough of Barnet in exercise of powers conferred by Section 23 of the Road Traffic Regulation Act 1984, intends to install Zebra Crossings at the following location as follows:
1. Whitings Road EN5 - Outside Whitings Hill School
2. Mays Lane EN5 - Outside and opposite.267 to No.277 Mays Lane EN5. As a result of the Zebra Crossing being introduced on Whitings Road EN5, the general effect of the Free and Charged-for order would be to remove the existing restrictions listed below as follows:
(a) A length of existing no stopping on 'school keep clear' restrictions operating 8am to 6.30pm Monday to Friday outside Whitings Hill
School, Whitings Road EN5.
(b) A shared use resident permit holder, business permit holder and Pay-by-phone payment parking bay operating 8am to 6.30pm Monday to Saturday opposite No.49 to No.57 Whitings Road EN5.
(c) Lengths of waiting restrictions operating 8am to 6.30pm Monday to Saturday outside Whitings Hill School, Whitings Road and outside
No.47 to No.57 Whitings Road EN5.
(d) Removal of resident permit holder only parking bays operating 8am to 6.30pm Monday to Saturday outside No.49 to No.61 Whitings Road EN5.
FURTHER NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet propose to make the above-mentioned Orders under Sections 6 to the Road Traffic Regulation Act 1984 and all other enabling powers.
1. As part of variety of measures in the borough to deter obstructive parking, improve sightlines and road safety, the general effect of the Order would be to introduce new lengths of 'at any time' waiting restrictions at the following locations below:
(a) New 'at any time' waiting restrictions would be provided around the junctions of Shelford Road and Greenland Road, Mays Lane and Shelford Road EN5; Mays Lane and Partridge Close; Edwyn Close and Stanhope Road EN5; Dormer Close and Stanhope Road EN5; Dexter Road and Stanhope Road EN5; Niton Close and Dexter Road EN5; Dexter Road and Mays Lane EN5; Ridgeview Close and Mays Lane EN5; Nupton Drive and Mays Lane EN5; Southfield and Mays Lane EN5; Nupton Drive and Stanhope Road; Jarvis Close and Selwood Drive EN5; Sellwood Drive and Chesterfield Road EN5; Chesterfield Road and Mays Lane EN5; Connaught Road and Mays Lane EN5; Willowbay Close and Chesterfield Road EN5; Golda Close and Mays Lane EN5; Stanhope Road and Chesterfield Road EN5; Eleanor Gardens and Chesterfield Road EN5; Darlands Drive and Mays Lane EN5; Mays Lane and Alan Drive EN5; Kenerne Drive and Mays Lane EN5; Dollis Valley Drive and Mays Lane EN5; Boardman Close and Mays Lane EN5; Hillside Gardens and Mays Lane EN5; Cedar Lawn Avenue and Mays Lane EN5; Manor Road and Mays Lane EN5 and Mayhill Road and Mays Lane EN5.
As a result of some of the above measures being introduced the general effect of the Free Order would be to remove lengths of waiting restrictions operating 8am to 9.30am & 2.45pm to 4.15pm Monday to Friday and lengths of waiting restrictions operating 8am to 6.30pm Monday to Saturday.
2. The general effect of the Free order would also introduce new lengths of 'at any time' waiting restrictions opposite No.47 to No.49 Whitings Road and opposite No.53 to No.55 Whitings Road EN5; outside No.47 to No.51 Whitings Road and outside No.53 Whitings Road EN5; outside No.18 to No.28 Quinta Drive EN5; outside No.31 to 33 Nupton Drive EN5; outside No.12 to No.16 Nupton Drive EN5; on the island site outside No.7 to No.31 Nupton Drive EN5; outside No.325 to No.335 Mays Lane EN5; outside No.224 to No.230 Mays Lane EN5; opposite the junction of Mays Lane and Nupton Drive EN5; outside No.272 to No.276 Mays Lane EN5; outside No.264 to No.266 Mays Lane EN5; outside No.252 to No.254 Mays Lane EN5; opposite No.256 to No.262 Mays Lane EN5; outside No.108 to No.112 Chesterfield Road EN5; outside No.60 to No.82 Chesterfield Road EN5; outside No.1 to No.13 Healy Court, Chesterfield Road EN5; on the southwest side of Chesterfield Road between the junction of May Lane and opposite No.118 Chesterfield Road EN5; outside No.255 to No.261 Mays Lane EN5; outside No.12 to No.18 Whiting Road EN5; outside No.11 to No.17 Whiting Road EN5; opposite No.191 to opposite No.199 Mays Lane EN5; opposite No.225 to opposite No.227 Mays Lane EN5; opposite No.136 to opposite No.144 Mays Lane EN5. As a result of some of the above measures being introduced the general effect of the Free and Charged-for Orders would be to remove the following measures listed below:
(a) Lengths of waiting restrictions operation operating 8am to 9.30am & 2.45pm to 4.15pm Monday to Friday and lengths of waiting restrictions operating 8am to 6.30pm Monday to Saturday.
(b) A part of the resident permit holder only parking bay approximately 31 metres in length operating 8am to 6.30pm Monday to Saturday.
3. The general effect of the Free order would be to introduce lengths of no loading 'at any time' restrictions at the junction of Trinder Road, Chesterfield Road and Whitings Road EN5.
4. No stopping 'School Keep Clear' restrictions approximately 100 metres in length operating 8am to 7pm Monday to Friday would also be introduced on street outside Whitings Hill School on Quinta Drive EN5.
5. As part of a Local Safety scheme in the Underhill area to help reduce traffic conflict and improve road safety, the general effect of the Prescribed Route Order would be to:
Dated 18th January 2024
(a) prohibition of motorists travelling on Quinta Drive EN5 from turning into left into Whitings Road except for buses and cycles.
(b) prohibition of motorists travelling on Nupton Drive EN5 from turning right into Whitings Road except for buses and cycles.
(c) prohibition of motorists travelling on Elton Avenue EN5 from turning right into Mays Lane.
(d) prohibition of motorists travelling on Mays Lane EN5 from turning right into Connaught Road.
(e) prohibition of motorists travelling on Connaught Road from turning right into Mays Lane.
(f) To prohibit vehicles from entering Vale Drive EN5 from Mays Lane and to install a north to south only one-way traffic system in Vale Drive between Mays Lane and Elton Avenue.
(g) To prohibit vehicles from entering the Mays Lane slip road from Leeside and to install a east to west only one-way traffic system on the Mays Lane slip road between No.189 to No.199 Mays Lane.
The prohibition referred to in section 5 above will not apply in relation to anything done:-
(a) by pedal cycles (not being motor vehicles) in 5a and 5b above.
(b) with the permission or at the direction of a police constable in uniform.
(c) in accordance with traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;
(d) by any vehicle being used for ambulance, fire brigade or police purposes in an emergency.
6. In order to address concerns about speeding, and improve general road safety in the Underhill area the general effect of the 20mph Speed Limit Order would be to:
Introduce a maximum speed limit of 20mph in the streets or length of streets specified below:
(a) Chesterfield Road EN5 - Entire length.
(b) Whitings Road EN5 - Entire length.
(c) Mays Lane EN5 - between the junction of Nupton Drive and Chesterfield Road.
FURTHER NOTICE is hereby given that the London Borough of Barnet in exercise of powers conferred by Section 90A of the Highways Act 1980 proposes to introduce road humps and a raised table as follows:

(b) An existing shared use Resident permit holders, business permit holder and Pay-by-phone payment parking bay operating 8am to 6.30pm Monday to Saturday outside No.13 to No.17 Whitings Road.
(c) Lengths of existing waiting restrictions operating 8am to 6.30pm Monday to Saturday outside No.12 No.16, No.13 and No.19 Whitings Road.
