What is happening?
LEICESTER CITY COUNCIL
THE LEICESTER (CONSOLIDATION) TRAFFIC REGULATION ORDER 2006 (AMENDMENT) (CHARLES STREET, CHURCH GATE, FREE LANE/ LOWER FREE LANE, ORCHARD STREET) (No. 341) ORDER 2024
NOTICE IS HEREBY GIVEN that The Leicester City Council has made an Order under Sections 1, 2, 32, 35, 45 & 46 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984. The effect of this Order will be to amend the waiting restrictions already in force on the streets listed below, by way of amendment to the Leicester (Consolidation) Traffic Regulation Order 2006, together with the additions and changes as set out below:
Charles Street
South west side
1. Revoke no waiting restriction from its junction with Lower Free Lane to a point 14 metres north of its junction with Lower Free Lane
2. Revoke coach pick up/ set down place from a point 14 metres north of its junction with Lower Free Lane to a point 28 metres north of its junction with Lower Free Lane
3. Introduce 24-hour taxi rank from its junction with Lower Free Lane to a point 28 metres north of its junction with Lower Free Lane.
All other restrictions on Charles Street remain unchanged.
Church Gate
Revoke evening no waiting restrictions in the following bays;
4. Loading bay from a point 5 metres south-east of its junction with Gravel Street in a south-easterly direction for a distance of 18 metres.
5. Pay & Display from a point 30 metres south-east of its junction with Gravel Street in a south-easterly direction for a distance of 18 metres.
6. Pay & Display from a point 59 metres south-east of its junction with Gravel Street in a south-easterly direction for a distance of 14 metres.
All other restrictions on Church Gate remain unchanged.
Free Lane
East side
1. Revoke no waiting at any time restrictions from its junction with Lower Free Lane to its junction with Halford Street
2. Introduce no waiting no loading restriction from its junction with Lower Free Lane to a point 20 metres south of its junction with Lower Free Lane
3. Introduce 24-hour loading bay from a point 20 metres south of its junction with Lower Free Lane to a point 32 metres south of its junction with Lower Free Lane
4. Introduce no waiting no loading restriction from a point 32 metres south of its junction with Lower Free Lane to its junction with Halford Street
West side
5. Revoke no waiting restrictions from its junction with Halford Street to its junction with Lower Free Lane
6. Introduce no waiting from its junction with Halford Street to a point 60 metres north of its junction with Halford Street.
7. Introduce no waiting no loading restriction from a point 60 metres north of its junction with Halford Street to its junction with Lower Free Lane.
Lower Free Lane
North Side
1. Revoke no waiting restrictions from its junction with Charles Street to its junction with Free Lane
2. Introduce no waiting no loading restriction from its junction with Charles Street to its junction with Free Lane
South side
3. Revoke no waiting restrictions from its junction with Free Lane to its junction with Charles Street
4. Introduce no waiting no loading restriction from its junction with Free Lane to a point 4 metres east of its junction with Free Lane
5. Introduce disabled parking bay from a point 4 metres east of its junction with Free Lane to its junction with Charles Street
Orchard Street
1. Revoke the existing one-way street on Orchard Street between its junctions with Belgrave Gate and Burleys Way in that direction
2. Introduce one way street on Orchard Street between its junctions with Burleys Way and Belgrave Gate in that direction.
North east side
3. Introduce three hour Pay and Display parking from a point 5 metres north east of its junction with Royal East Street to a point 36 metres of its junction with Royal East Street
4. Introduce three hour Pay and Display parking from a point 55 metres north east of its junction with Royal East Street to a point 71 metres north east of its junction with Royal East Street
South west side
5. Revoke the existing pay and display parking bays between Belgrave Gate and Royal East Street
6. Introduce no waiting at any time restriction from its junction with Royal East Street to its junction with Belgrave Gate
All other restrictions on Orchard Street will remain unchanged
A COPY of the Order, the relevant plan, the Council’s statement of reasons for proposing to make the Order and extract copies of the Order being amended may be seen at Leicester City Council-website: www.leicester.gov.uk/trafficregulationorders or by calling 0116 454 1001, or email transport.strategy@leicester.gov.uk and requesting a paper copy to be sent via post.
If you wish to question the validity of the Order or of any provisions contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act, or of any instrument made under it has not been complied with in relation to the Order, you may, within six weeks from 21st January 2024 apply to the High Court for this purpose.
This Order will come into force on the 21st January 2024
