What is happening?

OXFORDSHIRE COUNTY COUNCIL

(OXFORD, COWLEY CENTRAL EAST AREA) (CONTROLLED PARKING ZONE AND WAITING RESTRICTIONS) (VARIATION NO.*) ORDER 20**

NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all other enabling powers. The proposals will amend parking & waiting restrictions within the Cowley Central East Controlled Parking Zone (CPZ) in Oxford, following a review of the workings & effectiveness of the scheme, and will help facilitate safe movement & passage of traffic. Specifically, the proposals comprise of the following measures:

1. Barns Road - proposed new 'No Waiting at Any Time' parking restrictions (double yellow lines):

a. in place of the existing single yellow lines (No Waiting 8am-6.30pm Monday to Saturday) on the eastern side:

i) northwest of the access to the garages adjacent to No. 160 Barns Road, ii) southeast of the access to the garages adjacent to No. 226 Barns Road, and iii) adjacent to Nos. 242 & 244 Barns Road.

b. on the western side: i) extending the existing restrictions adjacent to Nos.129-155 northwards by 11 metres,

ii) extending the existing restrictions adjacent to No.43 northwards by 2 metres, iii) for 25 metres adjacent to Nos.17-23, iv) for 45 metres on the southern side of the service road between Nos.35 & 37 west of the main carriageway, v) for 22 metres at the northern end of the service road at the turning head, and vi) for 18 metres northwards from the service road.

c. on the eastern side: i) for 93 metres adjacent to Nos .134-160, ii) for 76 metres adjacent to Nos.36-52, and

iii) extending the existing restrictions at the access to the Allotment Gardens/Cycle Way (north of the Eastern Bypass) southwards by 15 metres.

Also the remaining areas of 2 hour parking places 'No return within 1 hour' will be extended to 2 hours near property Nos.37 and 49/61.

2. Boswell Road:

a. proposed new two-hour permitted waiting parking bay 'Monday to Saturday 8am-6.30pm with no return within two hours' on the south-eastern side adjacent to the play area, for a length of 2 metres,

b. proposed new 'No Waiting at Any Time' parking restrictions (double yellow lines) on i) the southeast side, south of No.73a for 5 metres, and ii) both sides, either side of its junction with Frederick Road for a total distance of 24 metres.

3. Frederick Road - proposed new 'No Waiting at Any Time' parking restrictions (double yellow lines) on both sides, a) south of its junction with Bailey Road for 10 metres, and b) north of the junction with Boswell Road for 10 metres.

4. Bailey Road - proposed new 'No Waiting at Any Time' parking restrictions (double yellow lines) on the south side, either side of the junction with Frederick Road for a total length of 24 metres.

5. St Lukes Road:

a. proposed change of existing one-hour parking bays on either side of the carriageway (adjacent to the Telephone Exchange) to become shared-use 'Permit holders' or 'two-hour, no return within two hours' Monday to Saturday 8am-6.30pm,

b. proposed new sections of 'No Waiting at Any Time' parking restrictions (double yellow lines) either side of the proposed amended bays (reducing their existing length).

The Oxfordshire County Council (Oxford, Cowley Central East Area) (Controlled Parking Zone and Waiting Restrictions) Order 2021 will be further amended as necessary.

Objections to the proposals, specifying the grounds on which they are made and any other representations, should be sent in writing to the address below (or via the web address above) no later than 16 February 2024. The County Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public.
