ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) LONDON BOROUGH OF MERTON (DUDLEY DRIVE. FERNLEA ROAD AND LOWER DOWNS ROAD) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2024

1. The Council of the London Borough of Merton hereby give notice that to facilitate tree cutting and pruning works in Dudley Drive, Fernlea Road and Lower Downs Road, they intend to make an Order, the effect of which would be to temporarily restrict vehicles from waiting or parking in the roads specified in the Schedule to this notice.

2. During the works, no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading that vehicle, within 10 metres of any tree in any of the roads or lengths of roads specified in column 2 of the Schedule to this notice.

3. Any designated parking place within 10 metres of any tree situated in the roads or lengths of roads specified in the Schedule to this notice would be suspended for the duration of the works. The works would be carried out under a rolling programme of parking suspension to minimise the inconvenience to residents.

4. The restrictions and suspensions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order would come into operation on Monday 22nd January 2024 and the anticipated works dates are listed in column 3 of the Schedule to this Notice. However, the Order would remain in force for 18 months during which its provisions would be re-introduced should further works be required.

(RAYNES PARK) (AMENDMENT NO. 1) ORDER 202*

NOTICE IS HEREBY GIVEN that the Council of the London Borough

of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be to:-

(a) remove the length of parking place outside No. 51 Spencer Road, to facilitate the construction of a footway build-out as part of safety improvements at the junction of Richmond Road with Spencer Road; and

(b) introduce a no waiting 'at any time' restriction (double yellow lines waiting restriction) in the roads or lengths of road specified in the Schedule to this notice.

3. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the roads or lengths of road to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. 4. 1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 8 January 2024, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.

2. The general effect of the 'Electric Vehicle Charging Points' Order will be to: -

(a) designate parking places for electric vehicle charging at the locations listed in the Schedules to this notice;

(b) provide that the parking places will operate at all times, unless otherwise stated;

(c) specify that the parking place listed in Schedule 1 to this notice will be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, without charge, provided that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in that parking place. Electric vehicles having left a parking place for electric vehicle charging will be able to return after 4 hours have elapsed;

(d) specify that the parking places in controlled parking zones referred to in Schedule 2 to this notice will be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging will be able to return after 4 hours have elapsed.

3. The general effect of the 'Parking Places Amendment' Orders will be to remove an existing length of parking place in the lengths of road listed in Schedule 2 to this notice to accommodate the introduction of a parking place designated for electric vehicle charging.

4. A copy of each of the Orders, which will come into force on 22 January 2024, and other documents giving more detailed particulars

of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Orders were made, at Merton Link, Merton Civic Centre, London Road, Morden.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
