1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 8 January 2024, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be to:-

(a) designate a parking place on the carriageway, 6.6 metres in length, at each of the general locations listed in Schedule 1 to this Notice, in which vehicles authorised by the Order may be left for any period without charge;

(b) provide that the parking places will operate at all times, unless otherwise stated;

(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;

(e) revoke the redundant disabled persons parking places at each of the locations listed in Schedule 2 to this Notice and other redundant disabled persons parking places in Marlborough Road;

(f) extend the existing disabled persons parking place outside No. 67 Stroud Road (CPZ P1) to a length of 6.6 metres.

3. The general effect of the ‘Parking Places Amendment’ Orders will be to shorten in length existing permit only parking places to facilitate the introduction of disabled persons parking place in certain roads or increase in length existing permit only parking places following the removal of disabled parking places in certain roads.

4. A copy of each of the Orders, which will come into force on 22 January 2024, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Orders were made, at Merton Link, Merton Civic Centre, London Road, Morden.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON

(BURLEY CLOSE, SW16)

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2024

1. The Council of the London Borough of Merton hereby give notice that to facilitate the replacement of a decayed pole in Burley Close, SW16; they have made an Order, the effect of which will be to temporarily restrict vehicular and pedestrian traffic in the said road.

2. During the works, no person will:-

3. cause or permit any vehicle to enter or proceed in Burley Close, from a point 1 metre south of the northern boundary of No. 1 Burley Close to a point 2 metres south of the common boundary of nos. 3 and 5 Burley Close;

4.cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the length of road specified in sub-paragraph (a) above;

(c) enter or proceed in the footway on the east side of the length of road specified in sub-paragraph 2(a) above.

  • Any designated parking place situated in the road or length of road specified in sub-paragraph 2(a) above will be suspended for the duration of the works.

  • The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

  • Pedestrians affected by the footway closure should proceed via the footway opposite.

  • Burley Close is a cul-de-sac and a diversion for vehicular traffic is not applicable.

  • Nothing in the Order will apply: -

  • to any vehicle being used in connection with the execution of the said works; or

  • to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

  • to any vehicle being used for police, fire brigade or ambulance purposes subject to site conditions; or

  • so as to prevent pedestrian access to the properties on the east side of the length of road specified in paragraph 2(a) above.

5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. The Order will come into operation on Tuesday 23rd January 2024 and it is anticipated that the works will be completed the same day. However, the Order will remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(CHRISTCHURCH ROAD AND HIGH STREET, COLLIERS WOOD)

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2024

1. The Council of the London Borough of Merton, after consulting Transport for London, hereby give notice that to facilitate the removal of scaffolding in Christchurch Road and High Street, Colliers Wood, they intend to make an Order, the effect of which would be to temporarily restrict pedestrian and vehicular traffic in the said roads.

2. During the works, no person would:

3. cause or permit any vehicle to enter or proceed in:-

(i) Christchurch Road, between its junction with High Street, Colliers Wood and South Gardens; or

(ii) High Street, Colliers Wood, the south-west bound lane and the south-west bound cycle lane, between its junction with Christchurch Road and the its junction with the Britannia Point service road;

4. cause or permit any vehicle to turn into the Britannia Point service road from either High Street Colliers Wood or Christchurch Road;

5. cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, on both sides of the lengths of Christchurch Road and High Street, Colliers Wood specified in sub-paragraphs (a)(i) and (ii) above;

6. enter or proceed on foot in:

(i) High Street, Colliers Wood, the footway on the south-east side, between its junction with Christchurch Road and the southern kerb-line of the Britannia Point service road;

(ii) Christchurch Road, the footway on the west side, between its junction with High Street, Colliers Wood and a point opposite the southern kerb-line of South Gardens.

  • During the works, the north-east bound cycle lane in High Street, Colliers Wood would be suspended between its junction with Christchurch Road and its junction with Baltic Close.

  • The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

  • Any designated parking place situated in the road or length of road specified in sub-paragraph 2(a) above would be suspended for the duration of the works.

  • Nothing in the Order would apply to: -

  • any vehicle being used in connection with the execution of the said works; or

  • anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

  • any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

  • any person requiring vehicular access to properties adjacent to the restricted roads or lengths of road insofar as access is reasonably practicable without interference with the said works;

  • any person requiring pedestrian access to Britannia Point and its businesses.

7. Vehicular traffic affected by the Christchurch Road closure should proceed using Priory Road and High Street, Colliers Wood which would have two-way traffic maintained at all times.

8. Pedestrian traffic affected by the footway closures should proceed using the footway opposite or as directed by signage or traffic marshalls.

9. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

10. The Order would come into operation on Monday 22nd January 2024 and remain in force for 6 months or until the works are completed, whichever is the earlier. It is anticipated that the works would be carried out in 4 phases as follows:-

(a) Phase 1 – from 22nd January 2024 for 1 week, the restrictions in paragraph 2(b) above would apply;

(b) Phase 2 – from 29th January 2024 over two weeks, the restrictions in paragraphs 2(a)(i) and (ii), 2(c), 2(d)(i) and 3 above would apply,

(c) Phase 3 – from 12th February 2024 over two weeks, the restrictions in paragraphs 2(a)(i), 2(c) and 2(d)(ii) above would apply;

(d) Phase 4 – from 26th February 2024 for 1 week, the restrictions in paragraphs 2(a)(i), 2(c) and 2(d)(ii) above would apply.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be to:-

3. remove the length of parking place outside No. 51 Spencer Road, to facilitate the construction of a footway build-out as part of safety improvements at the junction of Richmond Road with Spencer Road; and

4. introduce a no waiting ‘at any time’ restriction (double yellow lines waiting restriction) in the roads or lengths of road specified in the Schedule to this notice.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 8 January 2024, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.

2. The general effect of the 'Electric Vehicle Charging Points' Order will be to: -

(a) designate parking places for electric vehicle charging at the locations listed in the Schedules to this notice;

(b) provide that the parking places will operate at all times, unless otherwise stated;

(c) specify that the parking place listed in Schedule 1 to this notice will be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, without charge, provided that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in that parking place. Electric vehicles having left a parking place for electric vehicle charging will be able to return after 4 hours have elapsed;

(d) specify that the parking places in controlled parking zones referred to in Schedule 2 to this notice will be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging will be able to return after 4 hours have elapsed.

THE MERTON (PARKING PLACES) (W6) (AMENDMENT NO. *) ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.

2. The general effect of the 'Electric Vehicle Charging Points' Order would be to: -

(a) designate parking places for electric vehicle charging at the locations listed in the Schedules to this notice;

(b) provide that the parking places would operate at all times, unless otherwise stated;

(c) specify that the parking places in controlled parking zones referred to in the Schedule to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed.

3. The general effect of the 'Parking Places Amendment' Orders would be to remove an existing length of parking place in the lengths of road listed in the Schedule to this notice to accommodate the introduction of a parking place designated for electric vehicle charging.

4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. 5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/EV/2023/batch11, no later than 2 February 2024.

PENTNEY ROAD, SW19; the north-west side, from a point 12.2 metres south-west of a point in line with the north-eastern boundary of No. 27 Albert Grove, south-westward for a distance of 6 metres.
