THE BRENT (GOODS VEHICLES) (FREE LOADING PLACES) (NO. 2, 2022) (AMENDMENT NO. *) ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part I of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.

2. The general effect of the Waiting and Loading Restriction' Order would be to further amend the Brent (Waiting and Loading Restriction) Order 1979, so that:-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 1 to this Notice;

(b) waiting by vehicles (for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of street specified in Schedule 2 to this Notice;

(c) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 40 minutes in the same place would be prohibited at the times and in the lengths of streets specified in Schedule 1 to this Notice;

(d) the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays) in the lengths of streets specified in Schedules 1 and 2 this Notice) unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;

(e) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited in the lengths of streets specified in Schedules 1 and 2 to this Notice;

(f) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedules 1 and 2 to this Notice would be revoked.

3. The prohibitions referred to in sub-paragraphs 2(a) to (c) inclusive above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person's "Blue Badge" would apply.

4. The general effect of the 'Free Good Vehicles Loading Places' Order would be to amend the prescribed hours from 'at any time' to '7 a.m. to 6.30 p.m. on Mondays to Sundays' for both free goods vehicles loading places in Chevevining Road generally located on the side of:-

(a) No. 83 Chamberlayne Road; and

(b) No. 85 Chamberlayne Road.

5. Copies of the proposed Orders, of relevant parent Orders of 1979 and 2022 (and of any Orders which have amended those Orders), of the Council's statement of reasons for proposing to make the Orders and of maps which indicate each length of road to which the Orders relate can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.

7. Persons desiring to make representations or to object to any of the proposed Orders should send a statement of their representations or objections, and the grounds thereof, via email totrafficorders@brent.gov.uk, or in writing to the Head of Healthy Streets and Parking, Healthy Streets and Parking Service, 6th Floor West Wing, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ, quoting the reference TO/02/299, to arrive no later than 21 days from the date of publication of this notice.

Waiting restrictions (At any time)

Bovington Avenue, between Tokyngton Avenue and 10 metres north-east of Tokyngton Avenue.

Burgess Avenue, the south-west side, between 5 metres north-west of Nos. 2 and 4 Burgess Avenue and 6 metres north-west of Nos. 2 and 4 Burgess Avenue.

Doreen Avenue, the north-west, north-east, south-east and south-west sides, between Nos. 11 and 12 Doreen Avenue and Nos. 21 and 22 Doreen Avenue.

Doverdale Avenue, between Northwick Circle and 10 metres north-east of Northwick Circle.

Durand Way, between The service road fronting Nos. 4 to 76 North Circular Road and 10 metres south-east of that service road.

Flamsted Avenue, between Tokyngton Avenue and 10 metres north-east of Tokyngton Avenue.

Hampton Rise, the north-west side, between 10 metres south-west of Regal Way and 49.10 metres south-west of Regal Way.

Kingsway, the north-east side, between its junction with The Dene and 4 metres north-west of Nos. 65 and 67 Kingsway.

Llanover Road, the south-west side, between 2 metres south-east of the north-western building wall of Nos. 1 to 6 Felpham Court, No. 53 Llanover Road and 18 metres north-west of that building wall.

Merley Court

(a) the eastern arm, the south-east side, between 10 metres south-west of the service road fronting Nos. 155 to 175 Church Lane and Merley Court, the western arm;

(b) the western arm, the north-east side, between Merley Court, the eastern arm and 6 metres south-east of Merley Court, the eastern arm.

Nettleden Avenue

(a) between Tokyngton Avenue and 10 metres north-east of Tokyngton Avenue;

(b) between 10 metres south-west of Nettleden Avenue, the southern arm and 10 metres north-west of Nettleden Avenue, the western arm;

(c) between 10 metres north-west of Tring Avenue and 10 metres south-east of Tring Avenue.

Norcombe Gardens, between 10 metres south-west of Sedgecombe Avenue and 19 metres south-west Sedgecombe Avenue.

Northwick Circle, the north-east side, between 10 metres north-west of Doverdale Avenue and 10 metres south-east of Dover-dale Avenue.

Sedgecombe Avenue

(a) between 10 metres south-east of Kenton Road and 46 metres south-east of Kenton Road;

Woodcock Hill, the north-west side, between 19 metres of Sedgecombe Avenue and 12 metres south-west of Sedgecombe Avenue.
