1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part I of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.

2. The general effect of the 'Disabled Persons Parking Places' Order would be to:-

(a) designate parking places in certain lengths of the streets specified in Schedule 1 to this Notice in which vehicles authorised by the Order may be left for any period without charge;

(b) provide that the parking places would operate "at any time";

(c) specify, in respect of the parking places, that disabled persons' vehicles displaying in the relevant position a disabled person's badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) (England) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g., to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;

(e) revoke the existing, no longer required, disabled parking places outside No. 81 Balmoral Road, NW2 5BH; No. 45 Buckingham Road, NW10 4RJ; No. 49 First Drive, NW10 8LQ; No. 22 Flamsted Avenue, HA9 6DL; No. 58 Maybank Avenue, HA0 2TH; No. 85 Maybank Avenue, HA0 2TQ and Nos. 1 to 74 Printworks Apartment, Press Road, NW10 0BR;

(f) to make minor drafting amendments to the existing parking restrictions in certain roads to conform with the current on-site layout

3. The general effect of the 'Free Permit Parking Places' Order would be to:-

(a) designate free personalised parking places for vehicles displaying a Brent issued personalised disabled persons parking places permit issued under the Order in the streets specified in Schedule 2 to this Notice;

(b) provide that the parking places specified in Schedule 2 to this Notice would operate "at any time";

(c) re-designate existing free parking places for vehicles displaying a disabled person's badge (commonly referred to as "the Blue Badge") outside No. 2 Allington Road, W10 4AY; No. 24 Larch Road, NW2 6SE; No. 13 Montrose Crescent, HA0 4YB; Nos. 1 to 74 Printworks Apartment, Press Road, NW10 0BR; No. 72 Riverside Gardens, HA0 1JG; No. 24 The Avenue, NW6 7YD; and Canal Cottage, Twyford Abbey Road, NW10 7DE to free personalised parking places for vehicles displaying a Brent issued personalised disabled persons parking places permit issued under the Order;

(d) provide that a permit may be issued by the Council on application being made by a disabled person in possession of a Brent issued blue badge and:

(i) in receipt of the Disability Living Allowance with the higher rate of mobility component for an indefinite period; or

(ii) in receipt of the higher rate of Attendance Allowance for applicants aged 65 or over; or

(iii) where the applicant does not drive and has appointed a nominated carer to drive for them, the carer is in receipt of the Carer's Allowance award;

(e) revoke the existing, no longer required, personalised disabled parking places outside Alfred Nunn House, Chadwick Road, NW10 4DJ; No. 9 Eton Avenue, HA0 3AZ; No. 30 Exeter Road, NW2 4SG; No. 31 Fernbank Avenue, HA0 2TT; No. 65 Fulwood Avenue, HA0 1LS; No. 33 Hawkins Road, NW10 9DR; No. 10 Pembroke Road, HA9 7PD and No. 26 Ravensworth Road, NW10 5NR;

(f) to make minor drafting amendments to the existing parking restrictions in certain roads to conform with the current on-site layout.

4. The general effect of the 'Parking Places' Orders would be to:-

(a) increase in length the existing permit parking places in Balmoral Road, Buckingham Road and Maybank Avenue following the revocation of the no longer required disabled persons parking places;

(b) increase in length the existing permit parking places in Chadwick Road, Eton Avenue, Exeter Road, Fernbank Avenue and Ravensworth Road following the revocation of the no longer required personalised disabled persons parking places;

(c) reduce in length the existing permit holders parking places in Bathurst Gardens, Kempe Road, Mora Road and Turton Road to enable for the installation of disabled person's parking places specified in Schedule 1 to this Notice;

(d) reduce in length the existing permit holders parking places in Alpha Place, College Road, Hersant Crescent, High Road Willesden, Litchfield Gardens, Mostyn Avenue and Oakington Manor Road to enable for the installation of personalised disabled persons parking places specified in Schedule 2 to this Notice.

5. Copies of the proposed Orders, of relevant Orders of 2001, 2008 and 2019 (and of any Orders which have amended those Orders), of the Council's statement of reasons for proposing to make the Orders and of maps which indicate each length of road to which the Orders relate can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.

7. Persons desiring to make representations or to object to any of the proposed Orders should send a statement of their representations or objections, and the grounds thereof, via email to trafficorders@brent.gov.uk, or in writing to the Head of Healthy Streets and Parking, Healthy Streets and Parking, 6th Floor West Wing, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ, quoting the reference TO/03/249/NP, to arrive no later than 21 days from the date of publication of this notice.
