CHANGES TO BUS LANE OPERATIONAL HOURS AND CHANGES TO WAITING AND LOADING RESTRICTIONS IN NEW PLAISTOW ROAD E15, PLAISTOW ROAD E15 AND WEST HAM LANE E15

INSTALLATION OF 'GOODS VEHICLES ONLY' LOADING BAYS IN HOLBROOK ROAD, PAUL STREET, PITCHFORD STREET AND WIDDIN STREET The Newham (Bus Lanes) (No. 1, 2019) (Amendment No. *) Traffic Order 202* The Newham (Waiting and Loading Restriction) (Amendment No. *) Order 202* The Newham (Loading Bays) (No. *) Order 202*

1. NOTICE IS GIVEN HEREBY that the Council of the London Borough of Newham proposes to make the above mentioned Orders under Sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Bus Lanes Order would be to change the operational hours of the north-west bound bus lanes in New Plaistow Road, Plaistow Road and West Ham Lane so they would operate 'at any time' on all days and to include solo-motorcycles in the exemptions for vehicles which are permitted to use the bus lanes.

3. The general effect of the Newham (Loading Bays) (No. *) Order 202* would be to install 'goods vehicles only' loading bays in which vehicles may load and unload for up to 2 hours within the operational hours 'at any time' on any day, provided no vehicle may return to that loading bay within 1 hour in:

(a) Holbrook Road, the west side, from a point 5.6 metres south of a point opposite the northern wall of No. 129 Plaistow Road southward for a distance of 5.5 metres;

(b) Paul Street, the north-western north-east to south-west carriageway, the north-west side, from a point 6.4 metres south-west of the south­western kerb-line of West Ham Lane south-westward for a distance of 10.4 metres;

(c) Pitchford Street, the north-west side, from a point 10.2 metres south­west of the south-western kerb-line of West Ham Lane south-westward for a distance of 6.8 metres; and

(d) Widdin Street, the south-east side, from a point 7 metres south-west of the south-western kerb-line of West Ham Lane south-westward for a distance of 9 metres.

4. The general effect of the Newham (Waiting and Loading Restriction) (Amendment No. *) Order 202* would be to:

(a) convert the existing lengths of daytime waiting restrictions (single yellow lines) to waiting restrictions operating 'at any time' (double yellow lines) in:

(i) New Plaistow Road, the south-west side, between a point 3.2 metres north-west of a point opposite the western boundary of Nos. 2 to 18 New Plaistow Road and a point 13.7 metres north-west of the north­western kerb-line of Stephens Road;

(ii) Plaistow Road, the south-west side, between a point 11.2 metres south-east of the south-eastern kerb-line of Stephens Road and a point opposite the eastern wall of No. 129 Plaistow Road;

(iii) West Ham Lane, the south-west side:

* between the south-eastern kerb-line of Victoria Street and a point 1 metre south-east of the north-western kerb-line of Mark Street;

* from a point 10 metres south-east of the south-eastern kerb-line of Bryant Street south-eastward for a distance of 17.3 metres;

* from a point 10.2 metres south-east of the south-eastern kerb-line of Widdin Street south-eastward for a distance of 9.3 metres;

* between a point 9.7 metres south-east of the south-eastern kerb-line of Pitchford Street and a point 10.9 metres south-east of a point opposite the north-western wall of Nos. 64 to 66 West Ham Lane;

* between a point 7.4 metres north-west of a point opposite the northern wall of No. 136 West Ham Lane and a point 3.8 metres south-east of the north-western kerb-line of Abbey Road.

(b) introduce loading restrictions operating 'at any time' (double kerb blips) in:

(i) New Plaistow Road, the south-west side, between a point 3.2 metres north-west of a point opposite the western boundary of Nos. 2 to 18 New Plaistow Road and the north-western kerb-line of Stephens Road;

(i) Plaistow Road, the south-west side, between the south-eastern kerb-line of Stephens Road and a point opposite the eastern wall of No. 129 Plaistow Road;

(iii) West Ham Lane, the south-west side:

* between the south-eastern kerb-line of Victoria Street and a point 1 metre south-east of the north-western kerb-line of Mark Street;

* between the south-eastern kerb-line of Bryant Street and a point 19.5 metres south-east of the south-eastern kerb-line of Widdin Street;

* between the south-eastern kerb-line of Pitchford Street and a point 10.9 metres south-east of a point opposite the north­western wall of Nos. 64 to 66 West Ham Lane;

* between a point 7.4 metres north-west of a point opposite the northern wall of No. 136 West Ham Lane and a point 3.8 metres south-east of the north-western kerb-line of Abbey Road.

5. Documents giving more detailed particulars of the proposed Orders can be made available during normal office hours on Monday to Friday by telephoning 020 3373 6415, by emailing traffic.orders@newham.gov. uk, or inspected (by prior appointment - please telephone the above number) at Newham Dockside, 1000 Dockside Road E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.

7. All objections and other representations relating to the proposed Orders and other measures must be made in writing by 31 January 2024. All objections must specify the grounds on which they are made. They should be sent to the Director of Highways, Parking and Transportation, London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London, E16 2QU or by email to traffic.orders@newham.gov.uk.

8. Under the requirements of current access to information legislation, any letter or e-mail sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
