Gorchymyn Cefnffyrdd Yr A40/A449 (Man I’r Gorllewin O Langrwyne, Powys I Raglan, Sir Fynwy Ac O Raglan Hyd At Ffin Cymru/Lloegr, Sir Fynwy) (Gwaharddiadau A Chyfyngiadau Traffig Dros Dro) 202- 
Mae Gweinidogion Cymru yn bwriadu gwneud Gorchymyn o dan adran 14 o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 ymhen dim llai na 7 niwrnod i ddyddiad yr Hysbysiad hwn. Mae angen y Gorchymyn arfaethedig er mwyn gwneud gwaith ar gefnffyrdd yr A40/A449, neu gerllaw iddynt, o’r gorllewin i Langrwyne, Powys i Raglan, Sir Fynwy ac o Raglan hyd at y ffin rhwng Cymru a Lloegr (man i’r de o Ganarew), Sir Fynwy.
Effaith y Gorchymyn arfaethedig fydd gwneud y canlynol dros dro: 
i.     gwahardd pob cerbyd, ac eithrio’r rhai a ddefnyddir gan y gwasanaethau brys ac ar gyfer y gwaith, rhag mynd ar y darnau o’r A40/A449 a bennir yn Atodlen 1 i’r Hysbysiad hwn. Disgrifir y llwybrau eraill yn yr Atodlen honno hefyd. Trefnir yr adegau pan fydd y ffyrdd ymuno ac ymadael ar gau er mwyn peidio ag effeithio ar lwybrau gwyro a fydd yn defnyddio ffyrdd ymuno ac ymadael eraill yng Nghyfnewidfa Rhaglan. 
ii.     gosod terfyn cyflymder o 50 mya ar y darnau o’r A40 a bennir yn Atodlen 2;
iii.     gosod terfyn cyflymder o 40 mya ar y darn o’r A40 a bennir yn Atodlen 3;
iv.     gosod terfyn cyflymder o 10 mya a gwahardd goddiweddyd ar y darn o’r A40 a bennir yn Atodlen 4;
v.     gosod terfyn cyflymder o naill ai 50 mya neu 40 mya neu 10 mya a gwahardd goddiweddyd ar y darnau o’r A40/A449 a bennir yn Atodlen 5 yn ystod gwaith confoi; a
vi.     gosod terfyn cyflymder o naill ai 40 mya neu 10 mya a gwahardd goddiweddyd ar y darn o’r A40 a bennir yn Atodlen 6 yn ystod gwaith confoi. 
Daw’r Gorchymyn i rym ar 29 Ionawr 2024. Disgwylir y bydd y gwaharddiadau a’r cyfyngiadau dros dro yn weithredol yn ysbeidiol dros nos (20:00 - 06:00 o’r gloch) am gyfnod o 18 mis ar y mwyaf.

Atodlen 1
Gwahardd cerbydau dros dro
Cau ffyrdd ymuno ac ymadael
1. Y darnau cyfan o’r ffyrdd ymadael ac ymuno tua’r gogledd ar yr A449/A40 wrth Gyfnewidfa Rhaglan. Y llwybr arall ar gyfer cerbydau sy’n gadael yr A449 yw mynd ar yr A40 tua’r gogledd-ddwyrain i Gylchfan Dixton a dychwelyd tua’r de-orllewin i ymadael yng Nghyfnewidfa Rhaglan. Y llwybr arall ar gyfer cerbydau sy’n dymuno ymuno â’r A40 yw mynd ar gefnffordd yr A449 tua’r de i Gyfnewidfa Coldra er mwyn dychwelyd tua’r gogledd. 
2. Y darn cyfan o’r ffordd ymadael tua’r de ar yr A449/A40 wrth Gyfnewidfa Rhaglan. Y llwybr arall yw mynd ar yr A449 tua’r de i Gylchfan y Coldra a dychwelyd tua’r gogledd er mwyn ymadael yng Nghyfnewidfa Rhaglan.
Cau cilfannau
3. Y darn o’r gilfan sydd â’i ganolbwynt 240 o fetrau i’r gorllewin o drosbont Penpergwm.
4. Y darn o’r gilfan sydd â’i ganolbwynt 330 o fetrau i’r dwyrain o danffordd Hardwick Lane.
5. Y darn o’r gilfan sydd â’i ganolbwynt 470 o fetrau i’r dwyrain o danffordd wasanaethu Dobson’s Farm. 
Atodlen 2
Terfyn cyflymder o 50 mya dros dro
Y darn o gefnffordd yr A40 sy’n ymestyn o ganolbwynt trosbont Bannut hyd at bwynt 105 o fetrau i’r de-orllewin o borth deheuol Twnelau Gibraltar.  Y darn o gefnffordd yr A40 sy’n ymestyn o bwynt 271 o fetrau i’r gogledd-ddwyrain o ganolbwynt Cylchfan Dixton hyd at ganolbwynt pont wasanaethu Ganarew.
Atodlen 3
Terfyn cyflymder o 40 mya dros dro
Y darn o gefnffordd yr A40 sy’n ymestyn o bwynt 219 o fetrau i’r gorllewin o’i chyffordd â’r ffordd fynediad sy’n arwain at Glangrwyney Court hyd at bwynt 134 o fetrau i’r gorllewin o’i chyffordd â Red Barn Road.

Terfyn cyflymder 10 mya dros dro
a dim goddiweddyd Y darn o gefnffordd yr A40 sy’n ymestyn o bwynt 219 o fetrau i’r gorllewin o’i chyffordd  â’r ffordd fynediad sy’n arwain at Glangrwyney Court hyd at bwynt 135 o fetrau i’r gogledd-orllewin o ganolbwynt Cylchfan Hardwick.

Y darn hwnnw o gefnffordd yr A40 sy’n ymestyn o bwynt 384 metr i’r gogledd-orllewin o ganolbwynt tanffordd Dobson’s Farm hyd at ganolbwynt trosbont yr A40/A449 wrth Gyfnewidfa Rhaglan. Y darn o ffordd ymadael tua’r de yr A40/A449 wrth Gyfnewidfa Rhaglan.

The A40/A449 Trunk Roads (West Of Glangrwyney, Powys To Raglan, Monmouthshire & Raglan To The Wales/England Border, Monmouthshire) (Temporary Traffic Prohibitions & Restrictions) Order 202-
The Welsh Ministers propose, in not less than 7 days from the date of this Notice, to make an Order under section 14 of the Road Traffic Regulation Act 1984, which is necessary to undertake works on or near the A40/A449 trunk roads from west of Glangrwyney, Powys to Raglan, Monmouthshire and from Raglan to the Wales/England border (south of Ganarew), Monmouthshire.
The effect of the proposed Order will be to temporarily: 
i.     prohibit all vehicles, other than those being used by the emergency services and for the works, from proceeding on the lengths of the A40/A449 described in Schedule 1 to this Notice. The alternative routes are also described in that Schedule. The slip road closures will be phased to ensure diversion routes using other slip roads at Raglan Interchange are not affected.
ii.     impose a 50 mph speed limit on the lengths of the A40 specified in Schedule 2;
iii.     impose a 40 mph speed limit on the length of the A40 specified in Schedule 3;
iv.     impose a 10 mph speed limit and prohibit overtaking on the length of the A40 specified in Schedule 4;
v.     impose either a 50 mph, 40 mph or 10 mph speed limit and prohibit overtaking during convoy working on the lengths of the A40/A449 specified in Schedule 5; and
vi.     impose either a 40 mph or 10 mph speed limit and prohibit overtaking during convoy working on the length of the A40 specified in Schedule 6.  The Order will come into force on 29 January 2024. The temporary prohibitions and restrictions are expected to operate intermittently overnight (20:00 – 06:00 hours) for a maximum duration of 18 months.

Schedule 1
Temporary prohibition of vehicles
Slip road closures
1. The lengths of the A449/A40 northbound exit and entry slip roads at Raglan Interchange. The alternative route for vehicles leaving the A449 is via the north-eastbound A40 to Dixton Roundabout and return south-westbound to exit at Raglan Interchange. The alternative route for vehicles wishing to join the A40 is via the southbound A449 trunk to Coldra Interchange to return northbound.
2. The length of the A449/A40 southbound exit slip road at Raglan Interchange. The alternative route is via the southbound A449 to Coldra Interchange to return northbound to exit at Raglan Interchange. Lay-by closures
3. The length of the lay-by whose centre-point is 240 metres west of Penpergwm over-bridge.
4. The length of the lay-by whose centre-point is 330 metres east of Hardwick Lane underpass.
5. The length of the lay-by whose centre-point is 470 metres east of Dobson’s Farm accommodation underpass. 
Schedule 2
Temporary 50 mph speed limit
The length of the A40 trunk road that extends from the centre-point of Bannut over-bridge to a point 105 metres south-west of the southern portal of the Gibraltar Tunnels. The length of the A40 trunk road that extends from a point 271 metres north-east of the centre-point of Dixton Roundabout to the centre-point of Ganarew service bridge.
Schedule 3
Temporary 40 mph speed limit
The length of the A40 trunk road that extends from a point 219 metres west of its junction with the access road to Glangrwyney Court to a point 134 metres west of its junction with Red Barn Road.
Schedule 4
Temporary 10 mph speed limit and no overtaking
The length of the A40 trunk road that extends from a point 219 metres west of its junction with the access road to Glangrwyney Court to a point 135 metres north-west of the centre-point of Hardwick Roundabout.
Schedule 5
Temporary 50 mph, 40 mph or 10 mph speed limit and no overtaking
The length of the A40 trunk road that extends from a point 384 metres north-west of the centre-point of Dobson’s Farm underpass to the centre-point of the A40/A449 over-bridge at Raglan Interchange. The length of the A40/A449 southbound exit slip road at Raglan Interchange.   
Schedule 6
Temporary 40 mph or 10 mph speed limit and no overtaking
The length of the A40 trunk road that extends from the centre-point of Bannut over-bridge to the centre-point of Ganarew service bridge.
