Palmerston Road & Villiers Road - Pedestrian & Cycle Zone, One-Way Traffic And Waiting And Loading Restrictions
What is happening?
THE PORTSMOUTH CITY COUNCIL (PALMERSTON ROAD & VILLIERS ROAD) (PEDESTRIAN & CYCLE ZONE, ONE-WAY TRAFFIC AND WAITING AND LOADING RESTRICTIONS) (NO.17) ORDER 2022
1. Notice is hereby given that the Portsmouth City Council made the above Order on 4 January 2024.
2. The effect of the Order will be to:
a. Introduce the following restrictions:
i. Prohibition of Motor Vehicles (except for loading 4am - 11am and for access) in Palmerston Road between its junction with Osborne Road and its junction with Auckland Road East;
ii. One Way working (except for cycles) on Palmerston Road southwards from its junction with Osborne Road to its junction with Clarence Parade;
iii. "No waiting at any time" and "no loading midnight to 4am, and 11am to midnight" on Palmerston Road both sides between its junction with Osborne Road and its junction with Auckland Road East (in place of time-limited parking places, loading bays and "no waiting at any time" restrictions); and
iv. "loading only 8am - 6pm" in Villiers Road north-east side from a point 16 metres southeast of the eastern kerbline of Palmerston Road, south-eastwards for 10 metres (in place of a time-limited parking place)
b. Remove the following restrictions:
i. One Way working (except for cycles) in Palmerston Road northwards from Villiers Road to Osborne Road; and
ii. One Way working in Villiers Road westwards between its junction with The Vale and a point 50 metres east of Palmerston Road (its junction with Palm Court car park).
3. Copies of the Order, Statement of Reasons and Maps showing the restrictions are available to view on Portsmouth City Council’s website: Search “Traffic Regulation Orders 2024” at www.portsmouth.gov.uk. Alternatively, they can be viewed at the Civic Offices, Guildhall Square, PO1 2AL, Monday to Friday between 9am - 4pm. Printed copies can be obtained by calling 023 9268 8501
4. Any person wishing to question the validity of the Order or any of its provisions, on the grounds that it is not within the powers of the relevant enabling Act, or that a requirement of any such enabling Act or of any relevant regulations made thereunder has not been complied with, may, within 6 weeks from the date of the Order, make application for this purpose to the High Court.
5. This Order comes into operation on 8 January 2024.
