Mae angen y Gorchymyn er mwyn gwneud gwaith ar gefnffordd yr A40, neu gerllaw iddi, rhwng Cyfnewidfa Rhaglan a Chylchfan Dixton yn Nhrefynwy, Sir Fynwy. Effaith y Gorchymyn yw gwneud y canlynol dros dro: i.     Gwahardd pob cerbyd, ac eithrio’r rhai a ddefnyddir gan y gwasanaethau brys neu ar gyfer y gwaith, rhag mynd ar y darnau o’r gefnffordd a bennir yn Atodlen 1 i’r Hysbysiad hwn. Disgrifir y llwybrau eraill yn yr Atodlen honno hefyd.  ii.     Gosod terfyn cyflymder o 40 mya ar y darn o’r gefnffordd a bennir yn Atodlen 2 i’r Hysbysiad hwn. Daw’r Gorchymyn i rym ar 5 Ionawr 2024. Disgwylir y bydd y gwaharddiad dros dro yn weithredol dros nos (rhwng 20:00 a 06:00 o’r gloch) rhwng 5 Ionawr a 9 Chwefror 2024 neu hyd nes y caiff yr arwyddion traffig dros dro eu symud ymaith yn barhaol. Trwy gydol y gwaith, disgwylir i’r terfyn cyflymder dros dro fod mewn grym rhwng 06:00 a 20:00 o’r gloch o ddydd Llun i ddydd Gwener ac ar bob adeg ar benwythnosau.  Dim ond yn ystod y cyfnod a bennir uchod y disgwylir i’r Gorchymyn fod yn weithredol. Er hynny, bydd yn parhau’n ddilys am gyfnod o 18 mis ar y mwyaf rhag ofn y bydd angen ailamserlennu’r gwaith neu wneud gwaith canlyniadol neu waith arall. Traffig cerbydau nwyddau trwm Dylai traffig sy’n teithio tua’r gogledd ddilyn yr A449 tua’r de o Gyfnewidfa Rhaglan i Gyffordd 24 yr M4 (Coldra), yr M4 tua’r dwyrain i Gyffordd 20, yr M5 tua’r gogledd i Gyffordd 8 a’r M50 tua’r de er mwyn ymuno â’r A40 yn Rhosan ar Wy: i’r gwrthwyneb ar gyfer traffig sy’n teithio tua’r de. Atodlen 2 Y darn o’r gefnffordd sy’n ymestyn o Gyfnewidfa Rhaglan hyd at Gylchfan Dixton, Trefynwy. The A40 Trunk Road (Raglan Interchange To Dixton Roundabout, Monmouth, Monmouthshire) (Temporary Traffic Prohibition & Restriction) Order 2023 The Welsh Ministers have made an Order under section 14 of the Road Traffic Regulation Act 1984, which is necessary to undertake works on or near the A40 trunk road between Raglan Interchange and Dixton Roundabout, Monmouth, Monmouthshire. The effect of the Order is to temporarily: i.     Prohibit all vehicles, other than those being used by the emergency services or for the works, from proceeding on the lengths of the trunk road specified in Schedule 1 to this Notice. The alternative routes are also described therein.  ii.     Impose a 40 mph speed limit on the length of the trunk road specified in Schedule 2 to this Notice. The Order comes into force on 5 January 2024. The temporary prohibition is expected to operate overnight (20:00 – 06:00 hours) from 5 January until 9 February 2024 or until the temporary traffic signs are permanently removed. For the duration of the works, the temporary speed limit is expected to be in force from 06:00 – 20:00 hours Mondays to Fridays and at all times on weekends.  Although the Order is only expected to operate during the period specified above, it will remain valid for a maximum period of 18 months, as a contingency, should the work need to be rescheduled or consequential or other work is required. Notice of any changes to times and dates will be displayed before the start of any rescheduled work. A copy of the Order and Notice can be viewed on the Welsh Government’s website at 
https://gov.wales/road-orders J Saddler, Transport, Welsh Government Schedule 1 The length of the northbound carriageway of the trunk road that extends from a point adjacent to the nosing of the southbound exit slip road of the A449 Raglan Interchange to its junction with Dixton Roundabout, Monmouth, Monmouthshire. The length of the southbound carriageway of the trunk road that extends from its junction with Dixton Roundabout, Monmouth to the nosing of the southbound entry slip road at Mitchel Troy. The lay-by adjacent to the northbound carriageway of the trunk road at Mitchel Troy, whose centre-point is located 527 metres south-west of the centre-point of St Dials Farm Bridge. Alternative routes Non-HGV traffic  Northbound traffic to follow the southbound A449 from Raglan Interchange to the M4 Junction 24 (Coldra), eastbound M4 to Junction 23 (Rogiet), eastbound M48 to Junction 2 (Newhouse), northbound A466 to Highbeech Roundabout, Chepstow, north-eastbound A48 to Highnam and westbound A40 to Ross-on-Wye to join the southbound A40 to Monmouth or continue north-eastbound: vice versa for southbound traffic.  Non-motorway traffic Northbound traffic to follow the southbound A449 from Raglan Interchange to the M4 Junction 24 (Coldra) and eastbound A48 to Highbeech Roundabout, Chepstow and follow the remainder of the diversion route described above: vice versa for southbound traffic. HGV traffic Northbound traffic to follow the southbound A449 from Raglan Interchange to the M4 Junction 24 (Coldra), eastbound M4 to Junction 20, northbound M5 to Junction 8 and southbound M50 to join the A40 at Ross-on-Wye: vice versa for southbound traffic. Schedule 2 The length of the trunk road that extends from Raglan Interchange to Dixton Roundabout, Monmouth.
