Torchlight Procession, Edinburgh - Temporary Road Restrictions

What is happening?

THE CITY OF EDINBURGH COUNCIL

(TORCHLIGHT PROCESSION) (TEMPORARY ROAD RESTRICTION AND TRAFFIC REGULATION) ORDER 2023 – TEMP/23/257

The Council, with the consent of Scottish Ministers, has made an order under the Road Traffic Regulation Act 1984, as amended, the effect of which will be that for a temporary period, to facilitate the holding of the Torchlight Procession event, no person shall: (a) drive or cause or permit to be driven any vehicle on the sections of roads specified in Sch 1, where closures apply to roads in their entirety unless otherwise stated; (b) except with the permission of a Parking Attendant, cause or permit any vehicle to wait or load onto or unload from any vehicle on the sections of the roads specified in Sch 2, where prohibitions apply to both sides of the roads in their entirety unless otherwise stated; & (c) on foot, except upon the direction or with the permission of a police constable in uniform, enter or proceed along or use in any other manner whatsoever any of the lengths of road specified in Sch 3.

The Order shall have effect on 29/12/23, during the hours specified in the Schedules.

The following restrictions shall be suspended: (1) prohibition of entry on Ramsay Lane between 18:00hrs & 23:00hrs, to allow traffic access and egress from Ramsay Lane to Castlehill; & (2) bus, taxi and cycle lanes on Candlemaker Row between 18:00hrs & 22:00hrs, to allow two-way traffic between Cowgatehead and Merchant Street. The Greenways order will be suspended between 19:30hrs & 23:00hrs in so far as the loading bays and no waiting at any time restrictions on Lothian Rd are affected by this order. Existing restrictions will be suspended on the affected sections of roads described in Sch 2 below. The alternative route for vehicular traffic is via Nth Charlotte St, Charlotte Sq, Sth Charlotte St, Princes St, Lothian Rd, Earl Grey St, Brougham St, Brougham Pl, Melville Dr, Hope Park Ter, Sth Clerk St, Clerk St, Saint Patrick Sq, Saint Patrick St, Nicholson St, South Bridge, North Bridge, Leith St, York Pl, Queen St.

SCHEDULE 1 ROAD CLOSURES: (A) from 17:00hrs to 22:00hrs on: Middle Meadow Walk: (1) between Simpson Loan & Nth Meadow Walk; & (2) between Melville Drv & Jawbone Walk/Boy’s Brigade Walk; (B) from 18:00hrs to 22:00hrs on: (i) Middle Meadow Walk, between Simpson Loan & Teviot Pl/Lauriston Pl; (ii) Forrest Rd; (iii) Lauriston Pl, from its jnct with Forrest Rd, westwards to the vehicular entrance to George Heriot’s school; (iv) Teviot Pl; (v) Lothian St; (vi) Potterrow, from Bristo Pl to Marshall St; (vii) Brighton St; (viii) Chambers St, from its jnct with George IV Bridge, eastwards for 90m; & (ix) Candlemaker Row, from Merchant St to George IV Bridge; & (C) from 18:00hrs to 23:00hrs on: (i) George IV Bridge; (ii) Lawnmarket; (iii) Bank St; (iv) Castlehill, from Ramsay Lane to Lawnmarket; (v) Johnston Ter; (vi) Castle Ter; (vii) Cornwall St; (viii) Cambridge St; & (ix) Grindlay St.

SCHEDULE 2 PROHIBITION OF WAITING, LOADING AND UNLOADING: (A) from 12:00hrs to 23:00hrs on: (i) George IV Bridge; & (ii) Castle Ter; (B) from 14:00hrs to 23:00hrs on: (i) Forrest Rd; (ii) Teviot Pl; (iii) Lawnmarket; & (iv) Johnston Ter; (C) from 16:00hrs to 23:00hrs on: (i) Forrest Hill; (ii) Bristo Port; (iii) Bristo Pl; (iv) Melville Drv, sth side, in its entirety; (v) Lauriston Pl, both sides, from its jnct with Forrest Rd, westwards to the vehicular entrance to George Heriot’s school; (vi) Lothian St; (vii) Potterrow, both sides, from Bristo Pl to Marshall St; (viii) George Sq Lane, west side, from the south building line of No. 29 George Sq, southwards for 50m; (ix) Chambers St, both sides, from its jnct with George IV Bridge, eastwards for 90m; (x) Candlemaker Row; (xi) Victoria St; (xii) Bank St; (xiii) Upper Bow; (xiv) Castlehill; (xv) Cornwall St; (xvi) Cambridge St; & (xvii) Grindlay St; & (D) from 19:30hrs to 23:00hrs on: Lothian Rd, east side, from its jnct with Princes St, southwards to the north building line of No. 71.

SCHEDULE 3 PROHIBITION OF PEDESTRIANS: (A) from 17:00hrs to 22:00hrs on: (i) Middle Meadow Walk: (1) between Simpson Loan & Nth Meadow Walk; & (2) between Melville Drv & Jawbone Walk/Boy’s Brigade Walk; (ii) Jawbone Walk, in its entirety; & (iii) Boy’s Brigade Walk, in its entirety; & (B) from 18:30hrs to 22:00hrs on: Middle Meadow Walk, between Simpson Loan & Teviot Pl/Lauriston Pl.
