What is happening?

(Baddow Road/Barrack Square, Chelmsford) (Temporary Prohibition of Traffic & Temporary Suspension of One Way) Order 2023
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Baddow Road/Barrack Square, Chelmsford in the City of Chelmsford, from a point approximately 100m north west of its junction with Can Bridge Way for a distance of approximately 20m in a north westerly direction.
2. To temporarily suspend the one-way restriction in that length of Baddow Road/Barrack Square, Chelmsford in the City of Chelmsford between its junction with the roundabout on Parkway and its junction with Moulsham Street as detailed in ‘The Borough of Chelmsford (Various Streets) (One Way) Order 1971’ for the duration of the above closure only to allow access.
The closure/restrictions are scheduled to commence on 8th January 2024 for 1 night (20:00 - 05:00), or where stated on a valid permit (EC30033540736 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure/restrictions are required for the safety of the public and workforce while new connection works are undertaken by UK Power Networks.
No alternative route is available (with access only into Baddow Road and Barrack Square).
The Order came into effect on 14th December 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Loves Green, Highwood) (Temporary Prohibition of Traffic) Order 2023
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Loves Green, Highwood in the City of Chelmsford, from a point approximately 40m north east of its junction with Bucknells Mead for a distance of approximately 45m in a north easterly direction. The closure is scheduled to commence on 20th January 2024 for 1 day, or where stated on a valid permit (BC008WF1V9G2R01GM – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.
An alternative route is available via Loves Green, Blackmore Road, Chelmsford Road, The Green, Nine Ashes Road, Rookery Road, Chelmsford Road Straightening, Ongar Road, Ongar Road West, Highwood Road Roundabout, Highwood Road, The Causeway, Highwood Road, Loves Green and vice versa.
The Order came into effect on 14th December 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Various Roads, City of Chelmsford) (Temporary Prohibition of Traffic & Clearway & Temporary Introduction of 30mph Speed Limit) (No.8) Order 2023
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close those lengths of road in the City of Chelmsford as specified in the schedule to this Order.
2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on those lengths of road specified in the schedule for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.
3. To temporarily introduce a 30mph speed limit in those lengths of road as specified in the schedule.
“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The works being undertaken will take place within an 18-month period from 14th December 2023, exact dates will be specified on http://roadworks.org/. The road will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/ leaflet drop and advanced warning signs on the road.

2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on those lengths of road specified in the schedule for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.
3. To temporarily introduce a 30mph speed limit in those lengths of road as specified in the schedule.
