CHANGES TO PARKING PLACES, NEW 20MPH SPEED LIMIT, CHANGES TO TURNING MOVEMENTS, NEW WATTING AND LOADING RESTRICTIONS, NEW CYCLE LANES AND CYCLE TRACKS, NEW COPENHAGEN STYLE CROSSINGS, NEW RAISED TABLES (ROAD HUMPS), CHANGES TO CARRIAGEWAY AND FOOTWAY WIDTHS, REMOVAL OF PEDESTRIAN REFUGE TRAFFIC ISLANDS AND NEW PEDESTRIAN CROSSINGS

The Newham (20 mph Speed Limit) (No. *) Traffic Order 202* The Newham (Prescribed Routes) (No. *) Traffic Order 202* The Newham (Waiting and Loading Restriction) (Amendment No. *) Order 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham proposes to make the above-mentioned Orders under Sections 6, 45, 46, 49, 84 (1) and (2) and 124 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Parking Places Order would be to:

a) install a new permit holders only parking place in Knights Road, the north­west side, from a point 23.8 metres south-west of the south-western kerb-line of North Woolwich Road south-westward for a distance of 13.2 metres;

b) extend an existing shared use (permit holders and 4-hour cashless [pay by phone] short stay) parking place in Knights Road, the north-west side, opposite units 20 and 24 Greenshield Industrial Estate, north-eastward by 7 metres;

c) Bradfield Road, the north-west side, reduce an existing parking place outside Nos. 30 to 40 by a distance of 16 metres south-westward from its north-east end and to be replaced by 'at any time' (double yellow line) waiting restrictions - see paragraph 5 (A) below.

3. The general effect of the 20 mph Speed Limit Order would be to impose a 20 mph speed limit on motor vehicles proceeding in the roads and lengths of roads detailed in the Schedule to this Notice.

4. The general effect of the Prescribed Routes Traffic Order would be:

a) to reverse the existing one-way working in Bradfield Road so that it flows from Knights Road to North Woolwich Road;

b) to reverse the existing one-way working in Knights Road so that it flows from North Woolwich Road to Bradfield Road;

c) to introduce right turn only from Tidal Basin Road into Silvertown Way; and

d) to introduce no right turns from Silvertown Way (i) into Shirley Street, (ii) into Tidal Basin Road, and (Hi) from the on-slip carriageway of Silvertown Way into the main carriageway of Silvertown Way;

e) to introduce no left turn from Tidal Basin Road into Silvertown Way; and

f) to introduce 'IT turn bans in both directions in:

(i) Connaught Bridge (between Connaught Road and North Woolwich Road);

(ii) North Woolwich Road (between Wray Avenue and Silvertown Way); and

(iii) Silvertown Way (between North Woolwich Road and Barking Road).

5. The general effect of the Waiting and Loading Order would be to introduce:

A) waiting restrictions operating 'at any time' (double yellow line) in Bradfield Road, the north-west side, outside Nos. 30 to 40 for a distance of 16 metres - see paragraph 2 (c) above;

B) loading restrictions operating 'at any time' (double kerb blips) in:

a) Bradfield Road, both sides, between the southern kerb-line of North Woolwich Road and a point 4.6 metres south of that kerb-line; and

b) Knights Road, both sides, between the southern kerb-line of North Woolwich Road and a point 10.4 metres south of that kerb-line; and

C) waiting and loading restrictions operating 'at any time' in:

a) North Woolwich Road, the main carriageway, both sides, between its junction with Silvertown Way and Fort Street;

b) Royal Crest Avenue, the westernmost north to south carriageway, so much as is public highway, both sides; and

c) Silvertown Way (i) the main carriageway, both sides, between its junctions with Shirley Street and North Woolwich Road; and (ii) the on-slip and off-slip carriageways, both sides.

6. NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Newham, in accordance with Sections 65 and 66 of the Highways Act 1980 intends to convert, modify or recreate footway and carriageway space to include cycle lanes or segregated cycle tracks at the following locations:

a) the existing left turning entry/exit filtered carriageway lanes at Britannia Gate at their junctions with Silvertown Way are to be completely closed and to be narrowed down to have single carriageway lane for the vehicular traffic in either direction. The closed sections are to be converted into footway;

b) Tidal Basin Road, at its junction with Silvertown Way, an existing carriageway lane (including the length of left turning filtered carriageway lane) on the south side to be closed and narrowed down to have single carriageway lane in either direction;

c) on-slip carriageway of Silvertown Way: a carriageway lane on the north-east side to be closed completely for vehicular traffic and to be converted as cycle lane for the use of pedal cyclists only;

d) off-slip carriageway of Silvertown Way:

i) the south-west side, between the south-western kerb-line of the main carriageway of Silvertown Way and a point 44.2 metres (measured from the north-east side) north-west of that kerb-line, cycle lane to be included within for the use of pedal cyclists only;

ii) the north-east side, existing footway that extends between a point 71.5 metres (measured from the north-east side) south-west of the south­western kerb-line of the main carriageway of Silvertown Way and its north­western extremity to be closed for pedestrians and to be converted as a line segregated cycle track for the use of pedal cyclists only;

e) Royal Crest Avenue, so much as is public highway, the existing carriageway is to be narrowed down to a single carriageway lane in either direction.

7. NOTICE IS ALSO HEREBY GIVEN that, in pursuance of the Highways Act 1980 (Section 90A-90F), the Council of the London Borough of Newham proposes:

a) to construct Copenhagen Style Blended (raised) Crossings, in Hanameel Street and Boxley Street at their junctions with North Woolwich Road, and in the access road to Deanston Wharf (Riverscape) Development at its junction with Bradfield Road, (shared highway and footway space for moving vehicles and pedestrians). These would be elevated sections of carriageway, between 75 mm and 100 mm higher at their highest points than the surrounding carriageway, or at an equal level with the surrounding carriageway and extending across the full width of the carriageway with the ramp gradients of between 1:10 and 1:15 and with a length of up to 7.4 metres;

b) to install raised tables (road humps) at the following locations:

i) in North Woolwich Road, between its junctions with Hanameel Street and Bradfield Road, with its centre line at a distance of 12 metres east of the south-easternmost kerb-line of the north-east to south-west carriageway of Hanameel Street;

ii) in North Woolwich Road, south of West Mersea Close, with its centre line at a distance of 12.8 metres south-east of a point opposite the south­eastern wall of No. 7 West Mersea Close; and

iii) in Silvertown Way, north-west of its junction with Britannia Gate, with its centre line at a distance of 27.5 metres north-west of the south-eastern kerb-line of Britannia Gate.

c) to install raised entry tables (road humps) at the following locations:

i) in Britannia Gate, at its junction with Silvertown Way, between the north­eastern kerb-line of Silvertown Way and a point 18.5 metres north-east of that kerb-line;

ii) in Caxton Street North, at its junction with Shirley Street, between a point 1.8 metres south- east of the south-eastern kerb-line Shirley Street and a point 18 metres south-east of that kerb-line; and

iii) in Royal Crest Avenue, the western north to south carriageway, at its junction with North Woolwich Road, between a point 2.1 metres south of the southern kerb-line of North Woolwich Road and a point 12.7 metres south of that kerb-line.

The raised tables (road humps) would be constructed in accordance with the Highways (Road Humps) Regulations 1999 and would be no more than 100 mm in height, they would be flush with the existing kerb-lines and the ramps on each side would have a gradient of 1:20.

8. NOTICE IS ALSO HEREBY GIVEN that, in pursuance of the Highways Act 1980 (Section 90G-90I), the Council of the London Borough of Newham proposes to remove existing pedestrian refuge traffic islands at Britannia Gate and Tidal Basin Road at its junction with Silvertown Way and at Royal Crest Avenue, the western north to south carriageway, at its junction with North Woolwich Road.

9. NOTICE IS ALSO HEREBY GIVEN under Section 23 of the Road Traffic Regulation Act 1984 that the Council of the London Borough of Newham proposes to install various types of crossings at the following locations:

a) cycle track crossing at Britannia Gate with its centre line at a distance of 6.4 metres north-east of the north-eastern kerb-line of Silvertown Way, on the raised entry table referred to above - see paragraph No. 7 (c) (i) above;

b) pelican crossing at the on-slip carriageway of Silvertown Way with its centre line at a distance of 10.4 metres (measured from the south-west side) northwest of the north-eastern kerb-line of the main carriageway of Silvertown Way;

c) toucan crossings at:

i) Caxton Street North, at its junction with Shirley Street, with its centre line at a distance of 6.1 metres south-east of the south-eastern kerb-line of Shirley Street, on the raised entry table referred to above - see paragraph No. 7 (c) (ii) above;

ii) North Woolwich Road, the main carriageway, immediately south-east of its junction with Silvertown Way, with its centre line at a distance of 11 metres south-east of the south-eastern kerb-line of the carriageway of North Woolwich Road that leads to Dock Road

iii) Silvertown Way, immediately south-east of its junction with Shirley Street, with its centre line at a distance of 6 metres south-east of the south­eastern kerb-line of Shirley Street;

iv) Silvertown Way, off-slip carriageway, with its centre line at a distance of 52.1 metres (measured from the north-east side) north-west of its junction with the main carriageway of Silvertown Way;

d) cycle lane / zebra pedestrian parallel crossing at Silvertown Way, south-east of its junction with on- slip carriageway of Silvertown Way, with its centre line at a distance of 53.6 metres south-east of the north-eastern kerb-line of the on-slip carriageway of Silvertown Way;

e) cycle track / informal pedestrian parallel crossings at the following locations:

i) Bradfield Road, at its junction with North Woolwich Road, with its centre line at a distance of 3.7 metres south of the southern kerb-line of North Woolwich Road;

ii) Knights Road, at its junction with North Woolwich Road, with its centre line at a distance of 3.5 metres south-west of the south-western kerb-line of North Woolwich Road;

iii) Royal Crest Avenue, the westernmost north to south carriageway, at its junction with North Woolwich Road, with its centre line at a distance of 6.4 metres south of the southern kerb-line of North Woolwich Road, on the raised entry table referred to above - see paragraph 7 (c) (iii);

f) cycle track / pelican parallel crossing at Silvertown Way, south-east of its junction with Tidal Basin Road, with its centre line at a distance of 5.7 metres south-east of the south-eastern kerb-line of Tidal Basin Road;

g) cycle track / toucan parallel crossings at

i) North Woolwich Road, the main carriageway, south of West Mersea Close, the centre line at a distance of 12.8 metres south-east of a point opposite the south-eastern wall of No. 7 West Mersea Close, on the raised table referred to above - see paragraph 7 (b) (ii);

ii) North Woolwich Road, the carriageway leads to Dock Road, near its main carriageway of North Woolwich Road, with its centre line at a distance of 5.2 metres south-west of the south- western kerb-line of the main carriageway of North Woolwich Road;

iii) Shirley Street, at its junction with Silvertown Way, the centre line of the diagonal crossing at a distance of 1.4 metres east of the intersection point of the north-eastern kerb-line of Silvertown Way and the north­western kerb-line of Shirley Street;

iv) Tidal Basin Road, at its junction with Silvertown Way, the centre line at a distance of 5 metres east of the north-eastern kerb-line of Silvertown Way;

h) cycle track / zebra pedestrian parallel crossings at:

i) North Woolwich Road, between its junctions with Bradfield Road and Hanameel Street, the centre line at a distance of 12 metres east of the south-easternmost kerb-line of the north- east to south-west carriageway of Hanameel Street, on the raised table referred to above - see paragraph 7 (b) (i); and

ii) Silvertown Way, north-west of its junction with Britannia Gate, with its centre line at a distance of 27.5 metres north-west of the south-eastern kerb-line of Britannia Gate, on the raised table referred to above - see paragraph 7 (b) (iii).

10.
