1. The Council of the London Borough of Richmond upon Thames on 13 December 2023 made the above Orders under section 6, 45, 46 and 49 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be to amend the hours of operation of the M1 and Z2 CPZs so that they operate between 8.30am and 10pm on all days of the week, including bank holidays.

3. Copies of the Orderd, which come into operation on 15 December 2023 plans showing the location and effect of the Orders and the Council’s Statement of Reasons for making the Orders: -

4. can be inspected, quoting Reference 23/180, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

5. may be viewed on the Council’s web-site at http://www.richmond.gov.uk/public_notices

  • If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.

  • The Council of the London Borough of Richmond upon Thames propose to make the above Orders under section 6. 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

  • The general effect of the Orders will be to introduce a permit parking area in Normanhurst Drive operating between 10am and 4.30pm on Mondays to Fridays inclusive and to introduce double yellow lines ("no waiting at any time") at the junction of St Margarets Road and Normanhurst Drive.

  • Copies of the proposed Order, plans showing the location and effect of the proposals and the Council’s Statement of Reasons for proposing to make the Order: -

  • can be inspected, quoting Reference 23/209, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

  • Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. Representations may also be sent by email to Trafficorders@richmond.gov.uk.

THE LONDON BOROUGH OF RICHMOND UPON THAMES (SOUTH TWICKENHAM) (PARKING PLACES) (AMENDMENT NO. 1) ORDER 2023

POPE’S GROVE, TWICKENHAM

  • The Council of the London Borough of Richmond upon Thames on 13 December 2023 made the above Orders under section 6. 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

  • The general effect of the Orders will be to amend the hours of operation of a section of the South Twickenham CPZ in Pope’s Grove between its junction with Pope’s Avenue, eastwards to the railway bridge, adjacent to No. 12 Pope’s Grove. The hours of operation of this section of road will be amended to between 10 am and 4.30 pm on Mondays to Fridays inclusive.

  • Copies of the = Order, which come into operation on 15 December 2023, plans showing the location and effect of the Orders and the Council’s Statement of Reasons for making the Order: -

  • can be inspected, quoting Reference 23/179, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14 (1)

Temporary Banned Turn

Cole Park Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to gas replacement works, they intend to make a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Cole Park Road, Twickenham.

2. Whilst the works take place no person shall cause or permit any vehicle to turn left from the A316 into Cole Park Road, and to introduce waiting restrictions as detailed in the Schedule to this Notice.

3. The order will come into effect on 02 January 2024, the works are anticipated to be in progress at all times between 02 January and 22 March 2024. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Chertsey Road, London Road, Hill View Road and Cole Park Road and vice ersa.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure and Waiting Restrictions

Kneller Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to gas replacement works, they intend to make a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Kneller Road, Twickenham.

2. Whilst the works take place no person shall cause or permit any vehicle to enter stand Kneller Road, Twickenham at its junction with Hounslow Road and waiting restrictions will be introduced in the roads detailed in the Schedule to this Notice.

3. The order will come into effect on 02 January 2024, the works are anticipated to be in progress at all times between 02 January and 26 April 2024. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. no person shall cause or permit any vehicle to wait or stand in the following roads in the below table where there will be rolling suspensions in place.

5. An alternative route for vehicles affected by the closure will be available via nelson Road, Warren Road, Hounslow Road, Whitton Dene and vice versa.

6. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

7. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance purposes.

8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure

Station Road, Station Yard, Marys Terrace, Railway Approach and Arragon Road Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate development works, they intend to make a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Station Road, Station Yard, Marys Terrace, Railway Approach, and Arragon Road Twickenham.

2. Whilst the works take place:-

  • no person shall cause or permit any vehicle to procced, wait or stand in lengths of Station Road, Station Yard, Marys Terrace, and Railway Approach.

  • No person shall cause or permit any vehicle to wait or stand on the following dates 03 January 2024 to 14 February 2024 in Arragon Road in the 5 bays opposite number 61.

3. The order will come into effect on 03 January 2024, the works are anticipated to be in progress at all times between 03 January 2024 and 14 June 2024. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via adjacent streets, via (westbound) London Rd, King Street, Queens Road, and Holly Road, and (eastbound) Via Copthall Gardens, King Street, London Road.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
