(Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.30) Order 2023 (Cottis Lane, Epping) (Prohibition of Motor Vehicles)

Order 2023

Notice is hereby given that Essex County Council has made the above Order under Sections 1(1), 2(1) to (4), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).

Effect of the Order: To Revoke existing Permit Holders Only Mon

6am-6pm/Payment Parking Place Tue-Fri 7am-4pm on the following

lengths of road in the District of Epping Forest:

Road

Cottis Lane Epping

Description

SOUTH-WEST SIDE:

 i. From a point approximately 12 metres south-east of its junction with Bakers Lane/Cottis Lane Roundabout in a south-easterly direction for an approximate distance of 48 metres.

ii. From a point approximately 50 metres south-east of its junction with Bakers Lane/Cottis Lane Roundabout in a south­easterly direction for an approximate distance of 5.5 metres.

To Revoke existing 'No Waiting At Any Time' Restrictions on the following lengths of road in the District of Epping Forest:

Cottis Lane Epping

Description

NORTH-EAST SIDE:

i. From its junction with Bakers Lane/Cottis Lane roundabout in a south-easterly direction for an approximate distance of 40 metres (its junction with the existing Cottis Lane Car Park entrance/exit)

ii. From its junction with the existing Cottis Lane Car Park entrance/exit in a south-easterly direction for an approximate distance of 28 metres.

Bakers Lane Epping

Description

BOTH SIDES: From its junction with Bakers Lane/Cottis Lane Lane, roundabout in a north-westerly direction for an approximate Epping distance of 16 metres.

SOUTH-EAST SIDE: From its junction with Bakers Lane/Cottis Lane roundabout in a south-westerly direction for an approximate distance of 19 metres.

NORTH-WEST SIDE: From its junction with Bakers Lane/Cottis Lane roundabout in a south-westerly direction for an approximate distance of 17 metres.

To Implement 'No Waiting At Any Time' Restrictions on the following lengths of road in the District of Epping Forest:

Road

Access Road (North-East Roundabout Arm leading to Bakers Villas/Benevolent Society) Epping Cottis Late Epping

Description

BOTH SIDES: From its junction with Bakers Lane/ East roundabout arm Cottis Lane roundabout in a north easterly direction leading to Bakers for an approximate distance of 13 metres.

NORTH-EAST SIDE: From its junction with Bakers Lane/Cottis Lane roundabout in a south-easterly direction for an approximate distance of 10 metres (its junction with the new Cottis Lane Car Park entrance/exit)

New access road to

BOTH SIDES: From its junction with Cottis Lane in Car Park Cottis Lane, a north-easterly direction for an approximate Epping distance 3.5 metres.

NORTH-EAST SIDE: From points joining the north head (existing & south-east existing 'No Waiting At Any Time' restrictions, as approximate distance of 17 metres

This Order will be incorporated into the 'Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019' by substituting map tiles: TL455 020, TL455 022 Revision 0 to 1.

To Implement a Prohibition of Motor Vehicles (Implementation of Bollards) on the following length of road in the District of Epping Forest:

Road

Cottis Lane, Epping

Description

From a point approximately 15 metres north-west from its Epping junction High Street in a north westerly direction for an approximate distance of 50 metres where bollards will be installed.

Notice is also hereby given that under Section 23 of the Road Traffic Regulation Act 1984 (as amended) and Section 90(A-F) of the Highways Act 1980 the Essex County Council proposes to implement (Raised Table) Zebra Pedestrian Crossings on the following lengths of roads in the District of Epping Forest.

Cottis Lane, Epping

Crossing 1: The Centre line of the crossing will be located approximately 25 metres south-east of its junction with Bakers Lane/Cottis Lane Roundabout. The length of the Zig Zags will be as follows:

BOTH SIDES:

i. From the northern give way line of the Zebra Crossing in a north westerly direction for an approximate distance of 16 metres.

ii. From the southern give way line of the Zebra Crossing in a south easterly direction for an approximate distance of 12 metres.

The raised table will be from a point approximately 22 metres south-east of its junction with Bakers Lane.

Crossing 2: The Centre line of the crossing will be located approximately 55 metres south-east of its junction with Bakers Lane/Cottis Lane Roundabout. The length of the Zig Zags will be as follows:

BOTH SIDES:

i. From the northern give way line of the Zebra Crossing in a north westerly direction for an approximate distance of 12 metres.

ii. From the southern give way line of the Zebra Crossing in a south easterly direction for an approximate distance of 8 metres.

The raised table will be from a point approximately 52 metres south-east of its junction with Bakers Lane. Bakers Lane, Epping

Crossing 1: The Centre line of the crossing will be located approximately 8 metres north-west of its junction with Bakers Lane/Cottis Lane roundabout. The length of the Zig Zags will be as follows:

BOTH SIDES:

i. From the northern give way line of the Zebra Crossing in a northerly direction for an approximate distance of 4 metres.

ii. From the southern give way line of the Zebra Crossing in a southerly direction for an approximate distance of 4 metres.

The raised table will be from a point approximately 5 metres north-west

of its junction with Bakers Lane/Cottis Lane roundabout.

Crossing 2: The Centre line of the crossing will be located approximately

8 metres south-west of its junction with Bakers Lane/Cottis Lane roundabout.

The length of the Zig Zags will be as follows:

BOTH SIDES: From the eastern give way line of the Zebra Crossing

in a north-easterly direction for an approximate distance of 4 metres.

SOUTH-EAST SIDE: From the western give way line of the Zebra Crossing

in a south westerly direction for an approximate distance of 8 metres.

NORTH-WEST SIDE: From the western give way line of the Zebra Crossing

in a south westerly direction for an approximate distance of 4 metres.

The raised table will be from a point approximately 5 metres south-west

of its junction with Bakers Lane/Cottis Lane roundabout.

The width of all 4 crossings between the give way lines is approximately 6 metres.

All 4 Crossings will have a maximum upstand of approximately

100 millimetres, with a gradient of no greater than approximately

7.50% and a length of approximately 6 metres.

Date of operation: The Order will come into operation on 22 December 2023.

Alternatively, documents can be posted to you upon request. Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(Hill Road, Theydon Bois) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Hill Road, Theydon Bois in the District of Epping Forest, from a point approximately 15m southwest of its junction with Theydon Park Road for a distance of approximately 25m in a southwesterly direction. The closure is scheduled to commence on 10th January 2024 for 6 days, or where stated on a valid permit (MX06055116/AP - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Affinity Water. No alternative route is available.

The Order will come into effect on 21st December 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Upshire Road, Waltham Abbey) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Upshire Road, Waltham Abbey in the District of Epping Forest, from its junction with Woodgreen Road to its junction with Princesfield Road a distance approximately 375m. The closure is scheduled to continue on 4th December 2023 for 40 days, or where stated on a valid permit (AZ5011001270335 - Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while mains replacement works are undertaken by Cadent. An alternative route is available via Upshire Road, Paternoster Hill, Parklands, Crooked Mile Roundabout, Crooked Mile, Sewardstone Road, Sewardstone Road Roundabout, Dowding Way, Volunteer Roundabout, Honey Lane, Woodridden Hill, Woodgreen Road, Wake Arms Roundabout, High Road, Crown Hill, Copthall Green, Horseshoe Hill and vice versa. The Order came into effect on 4th December 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
