Traffig Ffyrdd 1984 (fel y’i diwygiwyd), Rhan 6 Deddf Rheoli Traffig 2004 fel y’i diwygiwyd, Rheoliadau Gorfodi Sifil ar Dramgwyddau Traffig
Ffyrdd (Darpariaethau Cyffredinol) (Cymru) 2013, Gorchymyn Dynodi Gorfodi Sifil ar Dramgwyddau Parcio (Dinas a Sir Caerdydd) 2010,
a’r holl bwerau galluogi eraill, wedi gwneud Gorchmynion rheoleiddio traffig a fydd yn gosod cyfyngiadau traffig ar y darnau o ffordd a nodir
yn yr Atodlen isod. Nodir teitl a natur y Gorchmynion yn yr Atodlen honno hefyd.

I. Ddiwygio'r meini prawf cymhwysedd ar gyfer trwyddedau preswylwyr ac ymwelwyr ledled y Ddinas i eithrio eiddo sydd:
a)wedi cael caniatâd cynllunio i gael eu hadeiladu neu eu trosi, neu i newid defnydd o fewn ystyr Deddf Cynllunio Tref a Sir 19 90, ar neu ar
ôl 1 Medi 2011 neu ar gyfer Shirley Road, y dyddiad y daw'r Gorchymyn hwn i rym; neu
b)fel arall yn cael ei nodi yng ngholofn 5 o Atodlen 4 i'r Gorchymyn; neu
c)wedi cael eu hadeiladu, eu trosi neu eu haddasu heb y caniatâd cynllunio perthnasol, neu heb Dystysgrif Defnydd neu Ddatblygi ad
Cyfreithlon dilys; neu
d)yn neuadd breswyl i fyfyrwyr; neu
e)yn 18 metr neu fwy o uchder, neu’n cynnwys 7 neu fwy o loriau
II. Atal unrhyw Le Parcio neu Fan Llwytho (neu rannau ohonynt) rhag cael eu defnyddio mewn cysylltiad â:
a)gwerthu neu gynnig unrhyw eitem i'w gwerthu i unrhyw berson ger y Lle Parcio neu'r Man Llwytho, a/neu;
b)werthu neu gynnig eu sgiliau mewn crefft, a/neu;
c)rhoi eu gwasanaethau er mwyn cael budd materol.
III. Diwygio'r eithriadau sy'n berthnasol i Ddarparwyr Gwasanaeth Cyffredinol drwy gyflwyno terfyn amser uchaf o 20 munud (ar yr amod
nad ydynt yn achosi rhwystr) i stopio, aros, llwytho neu barcio er mwyn casglu a/neu ddosbarthu Pecynnau Post ledled y Ddinas .
IV. Diwygio'r meini prawf cymhwysedd ar gyfer pob Deiliad Trwydded Fusnes ym Mharthau Rheoli Parcio C1, C2, C3, C4 a C5 fel y nodir
isod. Bydd Ymgeisydd yn y Parthau hyn ond yn gymwys i gael Trwydded Fusnes os:

NEW TRAFFIC ORDER FOR THE CITY AND COUNTY OF CARDIFF
Notice is hereby given that on the 13th December 2023 the County Council of the City and County of Cardiff in exercise of its powers under
the Road Traffic Regulation Act 1984 (as amended), Part 6 of the Traffic Management Act 2004 as amended The Civil Enforcement of
Road Traffic Contraventions (General Provisions) (Wales) Regulations 2013 and The Civil Enforcement of Parking Contraventions (City
and County of Cardiff) Designation Order 2010, made traffic regulation Orders, the general effect of which to impose traffic restrictions in
the lengths of road set out in the Schedule below. The title and nature of the Orders is also described in the said Schedule below.
The County Council of the City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking
Places) (Consolidation) Order 2023 (Amendment No 8) Order 2023 will come into operation on the 22nd December 2023 and the County
Council of The City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking Places)
(Consolidation) Order 2023 (Amendment No 22) Order 2023 will come into operation on the 19th December 2023 or on the date that the
necessary lines and signs are placed on site, whichever is the later.
A copy of the orders and plans showing the location and extent of the restrictions are available. You may inspect copies at t he address
shown below by prior appointment or obtain copies by sending an email request to roadtrafficorderobjections@cardiff.gov.uk or by making
a written request to the address below.
The Council welcomes correspondence in English and Welsh and we will ensure that we communicate with you in the language of your
choice, whether that’s English, Welsh or bilingual as long as you let us know which you prefer. Corresponding in Welsh will not lead to any
delay.
If you wish to question the Orders provisions or validity on the grounds that it is not within the powers conferred by the Ro ad Traffic Regulation
Act 1984, or on the ground that any requirement of, or any instrument made under the Act, has not been complied with in relation to
the Orders, you may, within six weeks from the 13th December 2023 apply to the High Court for this purpose.
SCHEDULE
1. The County Council of the City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Stre et Parking
Places) (Consolidation) Order 2023 (Amendment No 8) Order 2023 will amend the above-named order by:
I. Amending the eligibility criteria for resident and visitor permits throughout the City to exclude properties that:
a)have received planning permission to be built or converted, or to change use within the meaning of the Town and County Planni ng Act
1990, on or after the 1st September 2011 or for Shirley Road, the date that this Order comes into effect; or
b)is otherwise specified in column 5 of the Schedule 4 to the Order; or
c)have been built, converted or modified without the relevant planning permission, or without a valid Certificate of Lawful Use or Development;
or
d)is a hall of student residence; or
e)is 18 metres or more in height, or comprises of 7 or more storeys
II. Preventing any Parking Place or Loading Bay (or parts thereof) from being used in connection with:
a)the sale or offering for sale any article to any person near the Parking Place or Loading Bay, and/or;
b)the selling or offering of their skill in handicraft, and/or;
c)the giving of their services for material gain
III. Amending the exemptions applicable to Universal Service Providers by introducing a maximum time limit of 20 minutes (pro vided they
are not causing obstruction) to stop, wait, load or park for the purpose of collecting and/or delivering Postal Packets throu ghout the City.
IV. Amending the eligibility criteria for all Business Permit Holders in Controlled Parking Zones C1, C2, C3, C4 and C5 as sp ecified below.
An Applicant in these Zones will only be eligible for a Business Permit if:
a)The Vehicle is being used for the operational running of that Business, and
b)That Business does not possess the facility of an Off-Street Parking Place for that Vehicle
The cost of such permits will be in accordance with Schedule 3 of the County Council of the City and County of Cardiff (Prohi bitions and
Restrictions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2023 which are for the time being :

V. Amending the maximum number of residents permits permissible within Controlled Parking Zones C1, C2, C3, C4 and C5 as follows:
a)Properties receiving planning permission to be built, converted or to change use before 1st September 2011 – two per eligible household.
b)Properties receiving planning permission to be built, converted or to change use on or after 1st September 2011 – one per eligible household.
The cost of such permits will be in accordance with Schedule 3 of the County Council of the City and County of Cardiff (Prohi bitions and
Restrictions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2023 which are for the time being :-

2. The County Council of The City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Stre et Parking
Places) (Consolidation) Order 2023 (Amendment No 22) Order 2023 will amend the above-named order and in particular map tiles AI26
and AJ26 to (annexed to the Order) to:
I. Introduce Loading Bays (loading only for a maximum period of 1 hour with no return within 2 hours) in the lengths of road specified
below:
Penarth Road:
a)on its northwest side, from a point 10 metres south west of its junction with Saunders Road for a distance of 29 metres south west
b)on its southeast side, from a point 95 metres northeast of its junction with West Canal Wharf for a distance of 35 metres northeast
II. Prevent you from leaving your vehicle at any time in the lengths of road specified in the Schedule below. Exemptions will be permitted
for boarding and alighting from a vehicle and for essential services and funerals.
Great Western Lane:
a)on its north east side from its junction with Saunders Road for a distance of 24 metres north west and from a point 40 metres north west
of its junction with Saunders Road to a its junction with Wood Street
b)on its south west side from its junction with Saunders Road for a distance of 46 metres north west and from a point 73 metres north west
of its junction with Saunders Road to a its junction with Wood Street
Penarth Road:
a)on its northwest side, from a point 39 metres south west of its junction with Saunders Road to its junction with West Canal W harf
b)on its southeast side from its junction with West Canal Wharf for a distance of 95 metres northeast, and from a point 130 met res northeast
of its junction with West Canal Wharf to its junction with Saunders Road
Saunders Road: on both sides, from its junction with St Mary’s Street and throughout its length
Westgate Street: on its northeast side, from its junction with Golate for a distance of 17 metres southeast, and from a point 31 metres
southeast of its junction with Golate to its junction with Wood Street
III. Remove the existing waiting and loading restrictions from Westgate Street on its north east side from its junction with Wood Street for a
distance of 55 metres north west and from a point 69.5 metres north west of its junction with Wood Street for a distance of 71 metres north
west
IV. Introduce a Special Permit Holder Parking Place in the lengths of road specified below. The Special Permit Holder Parking Places will
be for use by vehicles for the purpose of loading and unloading goods to or from any property adjacent to that parking place for a maximum
period of 1 hour with no return within 2 hours.
Great Western Lane:
a)on its north east side from a point 24 metres north west of its junction with Saunders Road for a distance of 16 metres north west
b)on its south west side from a point 46 metres north west of its junction with Saunders Road for a distance of 27 metres north west
Westgate Street: on its northeast side, from a point 17 metres southeast of its junction with Golate for a distance of 14 met res southeast
VI. Remove the existing Permit Bay from Westgate Street on its north east side from a point 55 metres north west of its junction with Wood
Street for a distance of 14.5 metres west
