What is happening?

LONDON BOROUGH OF ENFIELD

BOWES EAST AREA - CONTROLLED PARKING ZONE (CPZ) PROVISION OF RESIDENT PERMIT PARKING PLACES AND WAITING RESTRICTIONS

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Enfield (the Council) on 13 December 2023 made The Enfield (Residents' Parking Places) (Bowes East) (No. 1) Traffic Order 2023 and The Enfield (Waiting and Loading Restriction) (Amendment No. 243) Order 2023 under sections 6, 45, 46, 49, 51 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be to:

(a) introduce a new Controlled Parking Zone (CPZ) called Bowes East (BE) CPZ, that will operate between 11am and 1pm on Mondays to Fridays inclusive (the BE CPZ hours) in Berkshire Gardens N13, Fairbrook Close N13, Fairbrook Road N13, Grenoble Gardens N13, Hereward Gardens (north to south arm) N13, Princes Avenue N13, Tottenhall Road N13 and Upsdell Avenue N13; and

(b) retain the existing disabled persons' parking places and double yellow line 'at any time' waiting restrictions where they are currently located within BE CPZ and provide additional double yellow line 'at any time' waiting restrictions at road junctions and certain other lengths within BE CPZ to prevent obstructive parking;

(c) provide a combination of resident permit holders parking places and single yellow line restrictions that operate during the BE CPZ hours In every length of road in the CPZ not occupied by the 'at any time' waiting restrictions and disabled persons' parking places in BE CPZ referred to in sub-paragraph 2(b) above;

(d) specify that the vehicles which may be left in the residents' parking places shall be those displaying either a valid residents' permit, essential permit, carers' permit or visitors parking card issued by the Council or its authorised agent under the provisions of the relevant Order;

(e) provide that residents whose postal address is within the streets or parts of streets listed in the Schedule to this notice, will be eligible to purchase permits and visitors' parking cards for parking within Bowes East CPZ at the rates set out in this Notice;

(f) provide that the charge for the issue of a residents' permit will be in accordance with the schedule of charges in the Table below, and that the residents' permit will be valid for a period of 12 months running from the beginning of the month in which it first becomes valid;

(g) provide that the charge for the issue of a community health staff permit or a social services staff permit will be £15 and which will be valid for a period of 12 months running from the beginning of the month in which it first becomes valid;

(h) provide that the charge for the issue of a special permit will be in accordance with the schedule of charges for residents' permits shown in Table 1 above, and that the special permit will be valid for a period of 12 months running from the beginning of the month in which It first becomes valid;

(i) provide that the charge for the issue of a residents' visitors parking card which, upon validation, will be valid for a single period, will be £1.50 each. Parking cards are available in booklets comprising 10 parking cards each (a maximum of 50 parking cards may be issued to a householder in a 12 month period);

(j) provide that certain vehicles may wait free of charge in certain circumstances, e.g. to allow persons to board or alight (maximum two minutes) or to load or unload (maximum 20 minutes) and vehicles left by specified disabled persons (no time limit).

3. Copies of the Orders, which will come into operation on 8 January 2024 and any other relevant documents can be inspected at the Town Library, 66 Church Street, Enfield EN2 6AX, Monday to Fridays 9am -5pm inclusive, or online at: https://new.enfield.gov.uk/services/roads-and-transport/traffic-management-orders/

4. Any person desiring to question the validity of the Orders or oi provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulation made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.
