BITION AND RESTRICTION OF WAITING AND PERMITTED PARKING)
(VARIATION NO.9) ORDER 2023
NOTICE is given that on 11 December 2023 Oxfordshire County Council made the above order
under the Road Traffic Regulation Act 1984 and all enabling powers.
That part of the order specifying parking restrictions (No Waiting – Yellow Lines and No Loading – Kerb Blips) shall come into force on the 18th day of December 2023.
The remaining parts covering permit holders parking bays, disabled parking bays and a loading bay, specified in the order shall come into force on the 15th day of January 2024.
The effect of the order is to allow the introduction of various new parking measures for residents and visitors in the central (west) area of Banbury. Specifically, the proposals comprise of the following measures:
Amendments in Banbury:
1) Previous Waiting Restrictions removed:
(a) Double Yellow Lines (Prohibition of Waiting at any time) removed in the following roads to allow permitted parking:
• Beargarden Road (Northeast side):
- from opposite the northwest boundary of the Brethrens Meeting Room to opposite the boundary of nos.18/20 (*see below),
- from opposite no.28 to opposite the boundary of nos.30 & 32
- from 10m northwest3of no.1 to outside no.11
- from the boundary of nos.13 & 15, south-eastwards for 9m
- from 5.5m southeast of Milton Street, south-eastwards for 21m
• West Bar Street (Southeast side) – from outside no.5 to outside no.13
(b) Single Yellow Lines (Prohibition of Waiting Mondays to Saturdays 8am to 6pm) removed in the following roads to allow permitted parking:
• Crouch Street (North side) – from the front flank wall of no.43 South Bar Street eastwards for 5m
• Monument Street (Northwest side) – from its existing south-westerly end point, northeastwards for 31.8m,
• Westbeech Court:
- Northeast side – from 16m northwest of West Bar Street, north-westwards for 15m,
- Northwest side – next the side wall of Nos. 11 & 12, a 4.5m length, representing the depth of the car parking area.
2) Waiting Restrictions amended:
• Monument Street (Northwest side) – The single yellow line (Prohibition of Waiting Mondays to Saturdays 8am to 6pm) from a point 37.3, northeast of Beargarden Road to its junction with New Road changes to Prohibition of Waiting and Loading at any time.
• Monument Street (Southeast side) – The single yellow line (Prohibition of Waiting Mondays to Saturdays 8am to 6pm), throughout its entire length, changes to Prohibition of Waiting and Loading at any time.
3) New ‘No Waiting at Any Time’ (Double Yellow Lines) Restrictions:
• Beargarden Road (Southwest side) – The entire length which is currently unrestricted
• Crouch Street:
- Both sides – from its junction with South Bar Street, westwards for 15.5m
- Northwest side – All of the remaining unrestricted sections, not covered by existing double or single yellow lines, the section described at (b) above or by existing 30-minute limited waiting bays.
• New Road (Both sides) – Throughout its entire length.
• West Bar Street:
- Northwest side – Two short sections each end of the layby west of the existing zebra crossing.
- Southeast side – the existing unrestricted length from boundary of Nos.21 & no.23,
south-westwards for 10m.
4) Parking Places:
(a) Permit holders only – Banbury zone ‘BCW’ (addressees within the zone), ‘Mondays to Saturdays 8am to 6pm’:
i) Applies to existing time limited bays as follows:
• Couch Street (Northwest side) – All of the 30-minute limited waiting bays changed to Permit holders only, adding 1 car length at the eastern end.
• West Bar Street (Southeast side) – All of the 4-hour limited waiting bays changed to Permit holders only, with the addition of 6 car lengths at the north-eastern end. ii) New parking places:
• Beargarden Road (Northeast side):
- from opposite the northwest boundary of The Plymouth Brethrens Meeting Room to opposite the boundary of nos.18 & 20-7 car lengths, (* Note: this bay is currently
suspended under a Temporary Order).
- from opposite no.28 to opposite nos.30/32 – 2 car lengths,
- from 10m northwest of no.1 to outside no.11 – approx. 6 car lengths,
- from the boundary of nos.13/15, south-eastwards for 9m – 2 car lengths,
- from 5.5m southeast of Milton Street, south-eastwards for 21m – approx. 4 car lengths.
• West Bar Street (Northwest side) west of existing zebra crossing, within the layby, approx. 2 car lengths.
• Westbeech Court
- Northeast side – from 16m northwest of West Bar Street – approx. 3 car lengths
- Northwest side – next to the side wall of nos. 11/12 – 6 car lengths, 4.5m deep, parked ‘end-on’ to the kerb.
(b) Blue badge holders only parking at any time:
• Monument Street (Northwest side) from 5.5m east of Beargarden Road, eastwards for 19.8m – approx. 3 car lengths (the existing bay on West Bar Street outside the surgery remains unaltered).
(c) Loading bay for Goods Vehicles only, at all times:
• Monument Street (Northwest side) from 25.3m east of Beargarden Road, eastwards for 12 metres.
7) Eligible properties:
Banbury Controlled Parking Zone:
Residents of the following roads are able to apply for annual Residents and Visitors` Parking Permits with a local identifier of `BCW` shown on permits, parking signs and on roads at entry
points to those areas. Properties in the following roads are eligible to apply:
• Beargarden Road – all properties except Cassiope House & Plymouth Brethrens Meeting Room,
• Crouch Street – all properties except Upton Court,
• West Bar Street – all properties,
• Westbeech Court – all properties except Atlantic House & Beechfield House.
The Oxfordshire County Council (Various Roads – Cherwell District) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2021 will be further amended as necessary, updating Map Tiles: AS53, AS54 and AT53 in the process.

Additionally, the plans and documents are available to view in person at Banbury Library, Marlborough Road, Banbury, OX16 5DB from 9am to 1pm on Mondays, 9am to 7pm Tuesday,
Thursday & Friday, 9am to 8pm Wednesdays, and from 9am to 4.30pm on Sundays.
If you wish to question the validity of this Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of this Act or of any instrument made under it has not been complied with in relation to this Order, you may within six weeks from 11 December
